What the numbers show

PMEGP gives a margin money subsidy of 15 to 35 percent of project cost to people starting a new micro enterprise with a bank loan. Since 2008-09 it has supported more than 10.84 lakh units with Rs 29,623 crore in subsidy, according to the MSME Ministry note of June 2026.

The trend over the years

Year-wise figures from the Rajya Sabha reply of July 2024 show the scheme grew after the pandemic. Units assisted rose from 66,653 in 2019-20 to a peak of 1,03,219 in 2021-22, and stayed between 85,000 and 90,000 in the next two years. Margin money used rose every year from Rs 1,950.82 crore in 2019-20 to Rs 3,093.88 crore in 2023-24. Over the same period the maximum project cost was raised to Rs 50 lakh for manufacturing and Rs 20 lakh for services.

The pace continued in 2025: the Year End Review 2025 reports 84,034 new units and Rs 3,125.35 crore of subsidy between 1 January and 16 December 2025.

Women and states

Women-led units have made up roughly 37 to 41 percent of units assisted in recent years, with 36,806 in 2023-24. Women get the higher special-category subsidy. Uttar Pradesh assisted about 11,600 to 12,600 units a year between 2021-22 and 2023-24, most of them in rural areas.

What the figures do not tell you

Employment figures are estimates, calculated from the jobs each project is expected to create, not a count of people actually employed. The June 2026 note puts employment at more than 97 lakh while the December 2025 review says more than 87 lakh, a gap the releases do not explain, so this page uses the more cautious figure. The numbers also do not show how many units are still running after the lock-in period.
