How to apply for the RMEWF Disabled Children Grant

To apply for the Raksha Mantri Ex-Servicemen Welfare Fund - Disabled Children Grant, an ex-serviceman of JCO rank or below (or the widow) obtains a 100 per cent disability certificate from a military or government hospital, registers on ksb.gov.in, fills the disabled-child application, attaches the discharge book page, both identity cards and PNB/SBI bank details, and submits it to the Zila Sainik Board by 31 December. Before you start: three things to line up

1. The disability certificate. KSB requires a certificate stating the child is "100% disabled issued by Military / Govt hospital." Get this first, because everything else depends on it. A percentage below 100, or a private-hospital certificate, will not be accepted.
2. The bank account. KSB disburses only into a Punjab National Bank or State Bank of India account. Open one in the name of the ESM, the widow or the child before you apply, and note the IFSC.
3. The dependent identity card. The child needs a dependent identity card issued by the Zila Sainik Board. If you do not hold one, get it from the Zila Sainik Welfare Office first.

Step-by-step application

1. Get the disability assessment. Take the child to a military hospital or a government district hospital and obtain the 100 per cent disability certificate in writing, with the percentage stated in numbers.
2. Visit the Zila Sainik Welfare Office (ZSWO). Confirm your ESM identity card is current and apply for the child's dependent identity card if you do not already have one.
3. Register on ksb.gov.in. Create a login on the Kendriya Sainik Board web portal, or ask the ZSWO to help you if you have no internet access, the whole process can be completed at the welfare office.
4. Open the disabled-child application. From the welfare grants menu, select the application for financial assistance to a 100 per cent disabled child of an ex-serviceman.
5. Fill the details. Enter the ex-serviceman's particulars, the child's details, and the PNB or SBI bank account number with IFSC. Check the spelling of the child's name against the discharge book.
6. Upload the documents. Attach, within the file-size limits shown online:

• The discharge book page carrying the child's entry
• The 100 per cent disability certificate
• The ESM identity card and the child's dependent identity card
• Bank proof — a cancelled cheque or passbook first page of the PNB/SBI account

7. Submit before 31 December. The completed set must reach the respective Zila Sainik Board by 31 December of the year.
8. Attend verification. The ZSWO scrutinises the papers and checks the originals, then forwards the recommended case through the Rajya Sainik Board to the KSB Secretariat by 31 January.
9. Receive the payment. Once sanctioned, the annual amount is credited directly to the notified PNB or SBI account.

After sanction: keep the grant running

Unlike the education grant, there is no age limit on the child, so the assistance can continue for life. The one recurring duty is the annual life certificate of the child, submitted online between 1 December and 31 March. KSB warns that renewal will not be accepted on the portal after 31 March, so treat that window as firm.

Offline route for families without internet

Everything above can be done at the Zila Sainik Welfare Office. Carry the disability certificate, the discharge book, both identity cards and the bank passbook, and the officer will complete the online registration and application on your behalf and give you the verification appointment.
