RMEWF Disabled Children Grant: Why Applications Get Rejected and How to Fix It

Why RMEWF Disabled Children Grant applications get rejected

Most rejections of the Raksha Mantri Ex-Servicemen Welfare Fund Disabled Children Grant come down to five fixable problems: a disability certificate below 100 per cent or from an unrecognised hospital, a bank account that is not with PNB or SBI, the child's name missing from the discharge book, papers reaching the Zila Sainik Board after 31 December, or a missing annual life certificate. The Kendriya Sainik Board (KSB) does not publish coded rejection reasons for this grant. What follows are the documented eligibility and process conditions on ksb.gov.in that, when unmet, stop a case, not invented status codes.

Reason 1: Disability certificate is not 100 per cent, or from the wrong hospital

The single most common cause. KSB states the child "should be 100% disabled" and the certificate must be "issued by Military / Govt hospital." A certificate showing 70, 80 or 90 per cent does not qualify, however severe the condition reads, and a certificate from a private hospital or an individual doctor is rejected outright.

Fix: Get the child re-assessed at a military hospital or a government district hospital and obtain a fresh certificate that states 100 per cent disability in numbers. Do not submit a private assessment even as a stop-gap.

Reason 2: Bank account is not PNB or SBI

KSB Secretariat disburses only into a Punjab National Bank or State Bank of India account. An account with any other bank cannot be processed, so a case that is otherwise perfect stalls at payment.

Fix: Open a PNB or SBI account in the name of the ex-serviceman, the widow or the child before applying, and give its number with the correct IFSC. If a sanctioned case has failed at the bank, report the correct account to the Zila Sainik Welfare Officer for re-issue.

Reason 3: Child's name is missing from the discharge book

The grant requires the child to be a legitimate child of the ESM with the entry recorded in the service or discharge book. If the child was born after discharge or the entry was never made, the claim cannot be linked to the ex-serviceman's record.

Fix: Apply to the ex-serviceman's record office for a corrigendum or a Part II Order adding the child, then submit that page with the application. The Zila Sainik Welfare Officer can advise on the record office address.

Reason 4: Application missed the 31 December cut-off

KSB requires that the application reach the respective ZSB "by 31st Dec of the year." A file submitted after that misses the financial-year cycle and is held over.

Fix: Submit well before 31 December so the ZSWO can verify and forward the case through the Rajya Sainik Board to KSB by 31 January. If you missed the date, file at the start of the next cycle rather than assuming a late case will be carried forward.

Reason 5: Annual life certificate not filed (renewal cases)

For a previously sanctioned case, KSB requires an annual life certificate of the disabled child, submitted online between 1 December and 31 March. KSB adds that renewal "will not be accepted by Web portal after 31 Mar." Missing this suspends the next release.

Fix: Diarise the 1 December to 31 March window every year and submit the life certificate on time through the ZSWO.

How to correct or escalate a stalled case

  1. Ask your Zila Sainik Welfare Officer exactly which condition was not met — the ZSWO handles the original scrutiny and knows the file.
  2. Fix the specific document (certificate, bank account, discharge book entry) and resubmit through the ZSB.
  3. If the case is stuck after correction, raise it with the Joint Director (Welfare), KSB Secretariat on 011-20862446.
  4. For an unresolved complaint, use Joint Director (Grievance), KSB on 011-26179109.

No fee is charged at any stage, and no agent can override a genuine eligibility failure, only the correct document fixes it.
