RMEWF Education Grant: Why Applications Get Rejected and How to Fix It

Why RMEWF Education Grant applications get rejected

RMEWF Education Grant claims are most often rejected for a rank above Havildar, a professional or technical course that the scheme excludes, a third-child claim without the twin or death-of-a-child relaxation, missing children's names in the discharge book, an already-drawn state scholarship, or a case older than one year. The Kendriya Sainik Board (KSB) does not issue coded rejection reasons for this grant. The points below are the scheme conditions published on ksb.gov.in that, when unmet, stop a case.

Reason 1: Rank above Havildar or equivalent

The scheme is limited to ex-servicemen of the rank of Havildar or equivalent and below, and their widows. Children of officers and of senior JCOs are not eligible.

Fix: There is no fix if the ESM retired above Havildar — this grant does not apply. Check whether another RMEWF grant fits the family's situation instead.

Reason 2: The course is professional or technical

KSB states plainly that the grant "is not applicable to any professional or technical course or degree." The grant covers classes 1 to 12, undergraduate degree classes, and a 2-year post-graduate degree for widows only.

Fix: Claim only for an eligible school class or a general undergraduate degree. A professional or technical course cannot be regularised for this grant; look at other scholarship routes for such courses.

Reason 3: Third-child claim without a valid relaxation

The grant is for the first two children. A claim for a third child is rejected unless one of two relaxations applies: the 2nd and 3rd children are twins, or the 1st or 2nd child has died and the death certificate is produced.

Fix: For twins, file the two twins on one application with the same date of birth, then a separate application for the remaining child. For a deceased child, upload the death certificate so eligibility can pass to the third child named in the discharge book.

Reason 4: Children's names not in the discharge book

If the children are not properly entered in the service or discharge book, KSB requires a Part II Order naming them. Without either, the claim cannot be tied to the ESM's record.

Fix: Upload the Part II Order naming the children, or apply to the record office to add the entry, then resubmit.

Reason 5: Already drawing a state scholarship or education allowance

The applicant must give a self certificate that no education allowance or scholarship has been drawn from the state government or the present employer. Drawing both makes the application ineligible.

Fix: Choose one source. If you claim the RMEWF grant, do not draw a state education allowance for the same child, and give the self certificate truthfully.

Reason 6: Case older than one year, or academic year not completed successfully

KSB states cases older than one year "will not be accepted," and the ward or widow must have completed the academic year successfully. A late claim or a failed year is rejected.

Fix: Apply after every completed academic year, within the cut-off dates published in the News section of ksb.gov.in, and upload the mark sheet or progress card showing successful completion.

Reason 7: Wrong bank details causing payment failure

Even a sanctioned case fails if the ex-serviceman's account number or IFSC is wrong.

Fix: Verify the account and IFSC before submitting. If a payment has failed, KSB directs applicants to follow its re-issue instructions circulated in KSB letter number 181/Welfare/Re-issue/Obsn/20-21 dated 9 February 2021, through the ZSWO.

How to escalate

  1. Ask the Zila Sainik Welfare Officer, who scrutinised the application, which condition failed.
  2. Fix the specific document and resubmit within the cut-off window.
