How RGSA money reaches Panchayat training
What the numbers show
Rashtriya Gram Swaraj Abhiyan is a training scheme for Panchayats, so its main outputs are money released to states and the number of people trained. In 2025-26 the Centre released Rs 697 crore up to 25 November 2025, and the Training Management Portal recorded 45,73,491 participants for the full year. These are elected representatives and Panchayat functionaries who went through orientation, refresher, thematic or specialised training.
Funds over the years
Central releases were Rs 614.25 crore in 2021-22, the last year of the old scheme, and Rs 672.97 crore in 2022-23, the first year of the revamped RGSA. Releases peaked at Rs 800.17 crore in 2023-24 and were Rs 670.40 crore in 2024-25. The 2025-26 figure is only up to late November, so the full-year amount is likely higher. The Ministry says RGSA is demand driven: a state gets money only after its Annual Action Plan is approved and it has submitted utilisation certificates and auditor reports, so releases rise and fall with state spending.
Training trends
Training numbers dipped from 39,92,382 in 2023-24 to 35,54,942 in 2024-25 and then rose to 45,73,491 in 2025-26. The state picture changed a lot between years. Uttar Pradesh and Rajasthan trained far more people in 2025-26 than in the year before, while Bihar and Maharashtra trained fewer. Andhra Pradesh led in 2025-26 with 5,75,492 participants.
What the figures do not tell you
Participant counts are training attendances. One person who attends several courses can be counted more than once, so the totals are not the number of different people trained. The release figures are the central share only and do not include money the states add. District-wise figures are not kept by the Ministry.
