SANKALP Hub for Empowerment of Women does not "reject applications" in the usual sense. It is a free information, referral and hand-holding facility, not a benefit you apply for and can be refused. There is no individual application to reject
SANKALP does not pay individuals and does not grant anything to a person, so it cannot reject an individual claim. The scheme funds hubs at national, state and district level; any money a woman receives comes from the separate scheme she is referred to, not from SANKALP. If you were expecting cash or a grant directly from SANKALP, that expectation was wrong. The hub's job is to connect you to schemes that pay, such as maternity benefit, pensions, credit and skilling programmes.
Situation 1: A hub asks you for documents or a fee before helping
A Hub for Empowerment of Women is open to any woman and, by the Ministry's design, cannot demand identity papers before answering a query, and all its services are free.
Fix: If a hub refuses to answer your question without Aadhaar or other papers, or if anyone asks for a fee for information, a referral or help filling a form, that demand is improper. Escalate to the District Magistrate's office, which houses the District Hub, or call the Women Helpline on 181. No fee is a legitimate condition of using the hub.
Situation 2: The scheme the hub referred you to rejects you
This is the real "rejection" most women mean. The hub can identify schemes and help you apply, but the department that runs each scheme decides your claim against that scheme's own eligibility; income ceiling, category, age, documents. A pension, maternity benefit or scholarship can be refused there even though the hub did its job.
Fix:
- Return to the hub with the acknowledgement number of the application the department rejected.
- Ask the hub to obtain the exact rejection reason from the concerned department and to tell you which criterion you missed.
- Correct the specific gap — usually a document, an income figure, or a mismatch, and reapply, again with the hub's help.
- If the department does not act or the rejection looks wrong, ask the hub to escalate through the District Magistrate's office, since the district hub sits within it.
Situation 3: You brought an emergency to the wrong place
A hub is an information and convergence facility, not a crisis service. A woman facing violence or in immediate danger who comes only to the hub may feel turned away because the hub is not built to respond to emergencies.
Fix: For any emergency, call 181 or 112, or go to a One Stop Centre, which provides immediate legal, medical and shelter support. Use the hub for information and follow-up, not for rescue.
Who genuinely cannot use the hub
- Men cannot use it as beneficiaries, it is a facility for women.
- Individuals cannot apply to SANKALP for money, a grant or a job.
- NGOs and voluntary organisations cannot apply directly for hub funding; hubs are sanctioned to state and union territory governments.
If you fall into these, the answer is not a fix but the correct route: individuals should ask the hub which paying scheme fits them, and organisations should engage the state Mission Shakti machinery.
