How SRE reimbursement works

How SRE reimbursement works How SRE reimbursement works. How it works, based on the official scheme guidelines How SRE reimbursement works 1 State spends first The state pays for approved security, relief and rehabilitation items. 2 Annual work plan Spending follows the state's annual work plan approved under scheme guidelines. 3 Claim with audit The state claims reimbursement from MHA with audit reports for the spending. 4 MHA reimburses MHA releases the central share to the state after checking the claim. What the numbers show

The Security Related Expenditure scheme reimburses states for part of what they spend on fighting Left Wing Extremism, from training and operational costs to ex-gratia for victims and rehabilitation of surrendered cadres. According to a Ministry of Home Affairs reply in the Lok Sabha, released by PIB on 6 August 2024, the Centre released Rs 400.00 crore to LWE affected states in 2023-24. Releases had been almost flat in the three years before, at Rs 304.49 crore in 2020-21 and Rs 306.95 crore in both 2021-22 and 2022-23.

Over a longer period, MHA said Rs 1,685.65 crore was released in the five years up to August 2024. In a Lok Sabha answer on 11 February 2025, it put the release from 2019-20 to that date at Rs 1,925.83 crore.

State differences

Chhattisgarh dominates the scheme. It received Rs 176.89 crore in 2023-24, and Rs 829.80 crore of the total released between 2019-20 and February 2025. Jharkhand is second, with Rs 102.24 crore in 2023-24, followed by Odisha and Maharashtra. Bihar, Andhra Pradesh, Telangana, Madhya Pradesh and West Bengal receive smaller amounts. Kerala appears for the first time in 2023-24 with Rs 0.18 crore, while Uttar Pradesh received nothing that year.

What the figures do not tell you

These are releases by the Centre, not the full cost borne by states, which pay their own share. A release in one year can relate to spending from an earlier year, because reimbursement follows audit. The figures also do not show how the money was split between security operations, ex-gratia and rehabilitation.

Where to check for updates

MHA reports SRE releases in replies to Parliament questions, which are posted on mha.gov.in and released through PIB, and in its annual reports.
