What the numbers show

The Support to Tribal Research Institutes scheme pays for the research, documentation, museums and training work of state Tribal Research Institutes. According to the Ministry of Tribal Affairs Annual Report 2024-25, Rs 90.00 crore was released to state and UT governments in 2024-25, the whole of the revised allocation. The scheme's annual outlay has grown from Rs 21.00 crore in 2016-17 to Rs 111 crore in 2024-25.

The trend over four years

Annexure 10B of the report gives releases for four years. They were Rs 6,000 lakh in 2021-22, fell to Rs 1,240.26 lakh in 2022-23, rose to Rs 4,353.17 lakh in 2023-24 and reached Rs 9,000 lakh in 2024-25. The swings are large because grants are released on a need basis, after the Apex Committee approves a state's plan, and states must send utilisation certificates for money already given. The report says the Ministry follows up with TRIs to spend sanctioned funds and to reduce unspent balances.

State differences

In 2024-25 Telangana received the most, Rs 1,300 lakh, after getting nothing in the two previous years. Chhattisgarh received Rs 1,100 lakh. Uttarakhand, Mizoram and Odisha are steady recipients, getting money in most of the four years. A number of states, including Assam, Gujarat, Kerala and Maharashtra, received their first release in this period only in 2024-25. The report also records building grants since 2015-16 for newer TRIs in Uttarakhand, Arunachal Pradesh, Nagaland, Sikkim, Mizoram, Goa and Jammu and Kashmir.

What the figures do not tell you

A release is not the same as spending. A state can receive a large grant in one year and spend it over the next two. The tables also do not show what each TRI used the money for, whether museums, research studies or tribal festivals. Figures for 2024-25 in a Lok Sabha reply for Tamil Nadu are marked provisional.

Where to check for updates

The Ministry of Tribal Affairs annual report, published on tribal.nic.in, has the state-wise table each year. State-specific figures also appear in Lok Sabha replies released by PIB.
