What is the District Central Cooperative Bank maternity loan?

The maternity loan through Self Help Groups is a small credit product offered by District Central Cooperative Banks (DCCBs) in Tamil Nadu and their branches, under the Cooperation, Food and Consumer Protection Department and the Registrar of Cooperative Societies. It gives a pregnant woman who is a member of a Self Help Group access to a small sum. The Tamil Nadu government scheme directory records the ceiling as Rs 2,000, to meet immediate costs around her delivery.

According to the Registrar of Cooperative Societies, Tamil Nadu has 23 Central Cooperative Banks operating 933 branches, located mostly at taluk and block level. Financial assistance to Self Help Groups is one of the standard credit services these institutions provide, alongside Kisan Credit Card loans, loans to Joint Liability Groups, produce pledge loans, micro credit to petty traders, women entrepreneur loans and other consumption loans, of which the maternity loan is one.

The scheme directory records an interest rate of 11 per cent, subject to change. That is the honest position. Cooperative banks fix rates through their own boards under the Registrar's supervision, and the rate on your sanction letter is the rate that binds you, not a figure in a directory. Ask the branch, and ask specifically whether the rate is charged on a reducing balance or a flat basis, because the two produce very different repayments on the same headline number.

Where this product sits in the cooperative structure. Tamil Nadu's short-term cooperative credit system has three tiers: the Tamil Nadu State Apex Cooperative Bank at the top, the District Central Cooperative Banks in the middle, and Primary Agricultural Cooperative Credit Societies at village level. SHG lending happens at the DCCB and PACCS tiers because that is where the groups are physically banked. A maternity loan of Rs 2,000 is a non-farm-sector consumption advance, made against the group's discipline rather than against land or gold.

Who is eligible, and who is not eligible?

You are eligible if:

  • You are a woman member of a Self Help Group that is linked to a District Central Cooperative Bank or one of its branches.
  • You are pregnant, and can produce an antenatal card from a Primary Health Centre or a certificate from a registered medical practitioner. This is a purpose-specific loan.
  • Your group is in good standing; savings regular, meetings held, previous group borrowings repaid on time. Banks grade SHGs before lending, and a group with arrears will not get a fresh sanction for any member.
  • You live within the operational area of that District Central Cooperative Bank. Every DCCB lends only inside its own district's jurisdiction.
  • Your group passes a resolution naming you and recommending the loan.

You cannot apply, or are not eligible, if:

  • You are not a member of a Self Help Group. This product has no individual route. A woman outside an SHG must look at other DCCB products or at the state's maternity benefit schemes instead.
  • Your group is in default on an existing bank loan, or has been downgraded at its last grading.
  • You approach a DCCB outside your district. You must go to the DCCB whose operational area covers your village or town.
  • You are looking for a grant. This is a loan and the principal plus interest is repayable. If what you need is non-repayable maternity support, the Dr Muthulakshmi Reddy Maternity Benefit Scheme of the Health and Family Welfare Department is the scheme to look at, and the two are not alternatives to each other. A woman may be eligible for both.
  • You want the money for a purpose other than the delivery. Consumption loans for other needs exist, but under different heads.

How to apply for the maternity loan through your Self Help Group

  1. Raise it at your group meeting. Tell the group's animator or leader that you need a maternity loan and ask for it to be taken up at the next meeting. Nothing moves without the group.
  2. Get a minuted resolution passed by the group recommending the loan in your name, with the amount and the purpose recorded in the minutes book.
  3. Assemble your documents, Aadhaar or another identity and address proof, the antenatal card or medical certificate confirming the pregnancy, and the group's savings passbook, minutes book and loan repayment record.
  4. Go to the District Central Cooperative Bank branch where the group holds its account, together with the group leader. The branch will not usually process an SHG loan brought by a member acting alone.
  5. Submit the application on the branch's form, along with the resolution and the group records, and ask for an acknowledgement.
  6. Let the branch grade the group and appraise the request. Small SHG loans are normally within the branch manager's delegated sanctioning power, so the decision does not have to travel to the head office.
  7. Complete documentation and take disbursement. The amount is usually credited to the group's account and passed to you by the group, though some branches credit the member directly. Note the interest rate and the repayment schedule on the sanction letter before signing.
  8. Repay through the group at its regular meeting, in the instalments fixed at sanction.

What documents are required?

Document Mandatory Notes
SHG resolution Yes Minuted, naming the member and the amount
Group savings and loan records Yes Passbook, minutes book, repayment history
Identity and address proof Yes Aadhaar, voter ID or ration card
Proof of pregnancy Yes Antenatal card or medical certificate
Bank account details Yes Usually the group's account
Photograph No Commonly asked for at documentation

How to check the status of your application

There is no statewide online tracker for DCCB Self Help Group loans. Cooperative banking is branch-level work, so the practical steps are:

  1. Ask the branch manager for the application number and the stage the file has reached: grading, appraisal, sanction or disbursement.
  2. Ask your group animator or the block-level federation to follow up. Groups linked through Mahalir Thittam and similar programmes have field staff who deal with the branch routinely.
  3. If a branch sits on a small SHG loan without giving a reason, write to the Deputy Registrar or Joint Registrar of Cooperative Societies for your district, who supervises cooperative institutions in that jurisdiction.

Why maternity loan applications get rejected

  • Group not graded or newly formed, with no savings track record yet. Most banks want a group to have run for a minimum period before credit linkage.
  • Arrears on an existing group loan. One defaulting member can block credit for the whole group, which is why groups police repayment themselves.
  • No resolution from the group, or a resolution that does not name the member and the amount.
  • No proof of pregnancy, so the purpose cannot be established for a purpose-specific loan.
  • Applicant outside the bank's operational area.
  • Member's identity documents inconsistent with the names in the group register.

What this loan does and does not solve

Rs 2,000 is a small sum, and it is worth being clear about what it is for. It covers immediate out-of-pocket costs around a delivery โ€” travel, attendant expenses, a few days without earnings, for a household with no cash buffer. It is not designed to fund hospital treatment, and it does not replace the state's maternity benefit payments or the free institutional delivery services available at government hospitals. Women who need larger sums should ask the branch about the other SHG-linked products the cooperative system offers, including the women entrepreneur and working women loans that the Registrar's own material lists among the credit services of the cooperative credit societies.

Where to raise a grievance

  • Branch manager, then the General Manager of the District Central Cooperative Bank at its head office.
  • Deputy Registrar or Joint Registrar of Cooperative Societies for your district, under the Cooperation, Food and Consumer Protection Department.
  • Registrar of Cooperative Societies, Tamil Nadu, rcs.tn.gov.in, for matters the district office does not settle.
  • Reserve Bank of India Ombudsman, where the cooperative bank is licensed by the RBI and its own grievance route has been exhausted.

Applying for a cooperative bank loan is free. No agent is required, and no payment beyond the bank's notified charges should be made to anyone; including a group leader or animator: to obtain a sanction.

Documents required

Self Help Group resolution
A minuted resolution of the group recommending the loan to the named member. Without it the branch has nothing to act on.
Group's savings and loan records
The group's passbook, minutes book and repayment record. Grading of the group decides whether the branch lends at all.
Identity and address proof of the member
Aadhaar card, voter ID or ration card in the member's name.
Proof of pregnancy
Antenatal card from the Primary Health Centre, or a certificate from a registered medical practitioner. The loan is purpose-specific.
Bank account details
Ordinarily the group's account, since the loan is routed through the group. Some branches credit the member directly.
Photograph of the memberoptional
Usually asked for at the time of documentation.

Frequently asked questions

How much is the maternity loan through a Self Help Group?

The Tamil Nadu government scheme directory records the maternity loan through District Central Cooperative Banks as capped at Rs 2,000 per member. It is a small consumption loan meant to cover immediate costs around a delivery, not a maternity benefit grant.

What interest rate is charged?

The state scheme directory records 11 per cent, and adds that the rate is subject to change. Each District Central Cooperative Bank fixes its own current rate under its board's approved policy, so ask the branch for the rate in force on the day you apply.

Is this the same as the Dr Muthulakshmi Reddy Maternity Benefit Scheme?

No, and the difference matters. The Dr Muthulakshmi Reddy Maternity Benefit Scheme is a cash grant from the Health and Family Welfare Department that does not have to be repaid. The DCCB maternity loan is a loan from a cooperative bank, repayable with interest.

Can I apply individually without a Self Help Group?

No. This particular product is routed through Self Help Groups. A woman who is not a member of an SHG linked to the bank cannot apply under this scheme, though she may be eligible for other DCCB products such as a jewel loan or a women entrepreneur loan.

Who repays the loan, me or my group?

The group carries the primary discipline. In SHG lending the group is jointly responsible for repayment and recovers the instalment from the member at its weekly or monthly meeting, then remits it to the bank.

Which banks give this loan?

The District Central Cooperative Bank for your district and its branches. Tamil Nadu has 23 Central Cooperative Banks with 933 branches, located mostly at taluk or block level, under the Registrar of Cooperative Societies.

Do I need collateral or a guarantor?

Normally no security is taken for a loan of this size. SHG lending relies on group guarantee and the group's grading rather than on collateral, which is exactly why the ceiling is low.

How long do I get to repay?

Repayment terms for a small consumption loan of this size are short, typically within a year, and are fixed by the branch in line with the group's own repayment cycle. Confirm the schedule at the time of sanction.
