What is the PCARDB power tiller loan?

The Primary Cooperative Agriculture and Rural Development Bank power tiller loan is a long-term farm credit product offered under the Co-operation, Food and Consumer Protection Department, Government of Tamil Nadu. Under it a farmer can finance up to 90 per cent of the cost of a power tiller at an interest rate of 11 to 12.25 per cent a year, subject to change.

Tamil Nadu has 180 Primary Cooperative Agriculture and Rural Development Banks (PCARDBs), supervised by the Tamil Nadu State Agriculture and Rural Development Bank. According to the Registrar of Cooperative Societies, PCARDBs are the long-term arm of the cooperative credit structure, lending for irrigation, farm mechanisation and horticulture, the investments a farmer makes once and repays over years, as distinct from the seasonal crop loans that Primary Agricultural Cooperative Credit Societies handle.

A power tiller sits squarely in that category. For a farmer with two to five acres, a power tiller replaces hired bullock or tractor time for ploughing, puddling, weeding and transport, and in many parts of Tamil Nadu it also earns money on custom hire from neighbouring holdings. The machine typically costs between Rs 1.5 lakh and Rs 3 lakh depending on engine size and attachments, which puts it out of reach of own savings but well within a long-term loan's range.

Why the cooperative route matters

  • PCARDB branches sit at taluk level and lend against land, so a small farmer with clear records but no banking history can still borrow.
  • Repayment is structured over years rather than a season, matching the life of the machine.
  • The same branch also finances irrigation works, farm ponds, horticulture planting and other tractors, so the relationship is reusable.

Who is eligible for the power tiller loan?

You can apply if:

  • You are a resident of Tamil Nadu.
  • You are a farmer engaged in agricultural activity.
  • You want the loan specifically to buy a power tiller.
  • You hold land records in your own name: chitta, adangal and patta, that can be offered as security.
  • The land is free of prior charge, evidenced by an encumbrance certificate.
  • You can meet the margin of at least 10 per cent of the machine cost from your own funds.
  • You live within the area of operation of the PCARDB branch you approach.

You cannot apply, or will not be sanctioned, if:

  • You are not resident in Tamil Nadu.
  • You have no agricultural activity to justify the machine. A power tiller loan is not available to a non-farmer, who is not eligible under this head.
  • You cannot offer acceptable security. Long-term cooperative lending is secured; an applicant with no land in their own name will usually be refused and should look at the Agriculture Engineering Department's custom hiring centres instead.
  • The land offered carries an existing mortgage or encumbrance.
  • You are an existing defaulter to the PCARDB, another cooperative institution or a commercial bank.
  • You approach a branch outside whose area of operation your land falls.

How much is the loan and what does it cost?

Item Detail
Loan coverage Up to 90 per cent of the power tiller cost
Farmer's margin At least 10 per cent of the cost
Interest rate 11 to 12.25 per cent a year, subject to change
Tenure Long-term, fixed at sanction against the machine's useful life
Security Mortgage of land, plus hypothecation of the machine
Lender Primary Cooperative Agriculture and Rural Development Bank

Costs to confirm before signing: processing charges, mortgage and registration charges on the land security, insurance on the machine, and the penal rate applicable on overdue instalments. On a long-term loan these one-time costs are worth asking about explicitly, because they are paid up front while the benefit is spread over years.

How to apply for the PCARDB power tiller loan

  1. Identify the Primary Cooperative Agriculture and Rural Development Bank branch for your area. PCARDBs operate at taluk level; the district Deputy Registrar of Cooperative Societies office or your Primary Agricultural Cooperative Credit Society can tell you which branch covers your village.
  2. Get a quotation or proforma invoice for the power tiller from an authorised dealer, showing the model, the attachments and the total cost. The 90 per cent is calculated on this figure.
  3. Assemble the land papers — current chitta and adangal, the patta, and a fresh encumbrance certificate from the sub-registrar covering the required period.
  4. Collect the loan application form at the branch counter and ask for the power tiller head specifically, since tractor and irrigation loans use different forms and different terms.
  5. Fill in every mandatory field, paste your photograph, sign where indicated and self-attest each photocopy.
  6. Submit the application with the documents at the branch and take an acknowledgement with a reference number and date.
  7. Attend the field inspection. A bank officer will visit the land, verify the holding and confirm that the machine suits the operation.
  8. Complete the mortgage formalities once the loan is recommended, then collect the sanction order and repayment schedule at disbursement. The amount is normally paid to the dealer against the invoice rather than in cash.

How to check the status of your application

There is no online status tracker for PCARDB loans. Use this route:

  1. Keep the acknowledgement issued at submission.
  2. Follow up at the same branch with the branch secretary or manager.
  3. Ask specifically whether the file is at inspection, legal scrutiny of the land documents, or board sanction, these are the three stages where files sit.
  4. Escalate to the Deputy Registrar of Cooperative Societies for your district if the file is stuck, and then to the Registrar of Cooperative Societies, Chennai, at rcs.tn.gov.in.

Why applications get rejected, and how to fix them

  • Encumbrance on the land. A subsisting mortgage to another lender blocks the security. Close it and obtain a fresh encumbrance certificate.
  • Land records not updated. Chitta and adangal showing a deceased parent's name are extremely common. Get the transfer of registry done at the taluk office before applying.
  • No dealer quotation, so the branch cannot fix the loan amount.
  • Margin money not available. The farmer's 10 per cent has to be genuinely in hand; the branch will ask how it is being met.
  • Existing default with any cooperative institution.
  • Wrong branch. PCARDB lending is territorial; apply where the land lies.
  • Applying for a subsidy after buying the machine. Farm machinery subsidies from the Agriculture Engineering Department normally have to be sanctioned before purchase, so speak to the block Assistant Agricultural Engineer before you take delivery.

Other PCARDB and cooperative credit worth knowing about

The same cooperative structure lends for several related purposes, and the branch that handles your power tiller file can also handle these:

  • Tractor purchase loans on comparable long-term terms.
  • Irrigation finance for wells, pumpsets and drip systems.
  • Horticulture loans, including a separate head with a ceiling of about Rs 2 lakh.
  • Jewel loans, which the Tamil Nadu State Agriculture and Rural Development Bank specialises in and which are the fastest route to a small sum.
  • Kisan Credit Card and crop loans from the Primary Agricultural Cooperative Credit Society, of which Tamil Nadu has 4,473 with 218 branches.

Where to raise a grievance

  • The Secretary or Special Officer of the PCARDB branch.
  • The Tamil Nadu State Agriculture and Rural Development Bank, which supervises the PCARDBs.
  • The Deputy Registrar of Cooperative Societies for your district.
  • The Registrar of Cooperative Societies, Chennai: rcs.tn.gov.in.

The application form is free at the branch counter. No agent can obtain a cooperative bank sanction for a fee, and every legitimate charge appears on the sanction letter.

Frequently asked questions

How much of the power tiller cost does the PCARDB loan cover?

Up to 90 per cent of the cost of the power tiller, which means the farmer contributes a margin of at least 10 per cent from own funds. The exact percentage sanctioned depends on the branch's appraisal and the security offered.

What is the interest rate on the PCARDB power tiller loan?

Between 11 and 12.25 per cent a year, subject to change as per government or bank policy. Confirm the applicable rate at the branch before signing, because cooperative rates are revised periodically.

Can I apply online for a power tiller loan from a cooperative bank?

No. Only offline applications are accepted, at the designated Primary Cooperative Agriculture and Rural Development Bank branch office.

How many PCARDBs operate in Tamil Nadu?

One hundred and eighty, according to the Registrar of Cooperative Societies. They provide long-term finance for irrigation, farm mechanisation and horticulture, and are supervised by the Tamil Nadu State Agriculture and Rural Development Bank.

Do I need to own land to get this loan?

In practice yes. PCARDB lending is long-term credit secured against immovable property, so land records in the applicant's name and an encumbrance certificate are normally required.

Is there a subsidy on the power tiller as well?

The PCARDB loan itself is credit, not subsidy. Farm machinery subsidies in Tamil Nadu come through the Agriculture Engineering Department and the Sub-Mission on Agricultural Mechanisation — check with the block Assistant Agricultural Engineer before buying, because a subsidy usually has to be sanctioned before purchase.

What if I want a tractor instead of a power tiller?

PCARDBs run a separate tractor purchase loan on similar long-term terms. Ask the branch for the tractor head rather than applying under the power tiller head.
