What is Vidhik Seva Rath?

Vidhik Seva Rath, which translates as the "legal services chariot", is a mobile legal-awareness van operated by the Uttarakhand State Legal Services Authority (UKSLSA). The van travels to villages, blocks and urban wards across Uttarakhand to spread legal awareness, explain the free legal aid that the state provides, and help people connect with government welfare schemes to which they are entitled.

According to the Uttarakhand State Legal Services Authority, the programme is part of its statutory duty under the Legal Services Authorities Act, 1987, to take justice to the doorstep of ordinary people, especially those in remote hill areas and weaker sections who might never approach a court or a lawyer on their own. The Rath is used to run awareness camps where legal volunteers, para-legal volunteers and officials of the authority meet residents directly.

Vidhik Seva Rath is not a cash benefit and not something you apply for. It is an outreach vehicle: it comes to a community, holds a camp, and offers on-the-spot information and services. Real camps run under this model in Uttarakhand have, for example, been paired with door-to-door surveys by para-legal volunteers to identify people who need help before the van arrives.

What help can you get through Vidhik Seva Rath?

Vidhik Seva Rath camps bundle several kinds of help in one place. Based on how UKSLSA has run these camps, residents have been able to:

• Get legal awareness and advice on their rights and on court and police procedures.
• Learn about and enrol in government welfare schemes, such as pensions.
• Access e-services like Aadhaar card updates and disability pension linkage.
• Receive aids and appliances, for example wheelchairs, crutches and hearing aids: through tie-ups with other departments and agencies.
• Attend health check-ups organised jointly with the health department.

In one documented round of Vidhik Seva Rath camps, para-legal volunteers first carried out door-to-door surveys (reported on 14 and 16 September 2024) to identify people who needed help, and the follow-up camps held later that month then delivered the services. According to the Uttarakhand State Legal Services Authority's own account of that round, the camps provided 33 wheelchairs and crutches to persons with disabilities, 155 hearing aids, health check-ups to 221 people with free medicine given to 690 people, and agricultural input packages to 225 farmers, while 89 people were helped with e-services such as Aadhaar updates and linkage to disability, widow and old-age pensions: all alongside the core legal-awareness work. The exact mix of services at any camp depends on the partner departments the authority brings in for that event, so these figures illustrate the model rather than a fixed entitlement.

Who is this programme for?

You can benefit if:

• You are a resident of Uttarakhand, particularly in a rural or underserved area the van visits.
• You need legal awareness or advice, which is open to everyone at the camp.
• You belong to a weaker section covered by Section 12 of the Legal Services Authorities Act and need free legal aid. This includes women, children, Scheduled Caste and Scheduled Tribe members, persons with disabilities, victims of trafficking or disaster, industrial workmen, and people below the income limit fixed by the State Authority.

There is nothing to apply for, but note who is not eligible for free legal aid:

• People who do not fall under any Section 12 category and are above the income limit fixed by the State Authority are not eligible for free legal aid (a lawyer at state expense) — though the awareness camp itself remains open to everyone.
• The programme does not hand out a fixed cash grant, so anyone expecting a personal cash benefit cannot apply for one, it provides services, advice and welfare-scheme linkage instead.
• A person who can comfortably afford a private lawyer is generally not eligible for state-funded legal aid, which is meant for those who cannot.

1. Watch for the camp, the Uttarakhand State Legal Services Authority and the District Legal Services Authority announce when the Vidhik Seva Rath will visit an area, often through the panchayat, local officials or para-legal volunteers.
2. Attend the camp when the van reaches your village, block or ward, and speak to the legal volunteers about your question or problem.

Because the programme is delivered through camps and the helpline rather than an individual online form, there is no application number to track, you get help at the point of contact.

How free legal aid works beyond the camp

Vidhik Seva Rath is the mobile outreach face of a permanent legal-aid system, so the help does not end when the van leaves. According to the Uttarakhand State Legal Services Authority, the authority works through a District Legal Services Authority (DLSA) in every district, headed by the District Judge, with Taluk Legal Services Committees at the sub-division level and para-legal volunteers at the village level. A person who qualifies under Section 12 of the Legal Services Authorities Act, 1987 can walk into the DLSA at the district court on any working day, not only during a camp, and ask for a lawyer at state expense.

The same authority runs Lok Adalats for the amicable, no-cost settlement of compoundable and compromisable cases, and mediation services. So a camp visit often ends with a referral: legal advice at the Rath, then formal free legal aid or a Lok Adalat hearing arranged through the DLSA.
