What is the pension for dependents of identified state agitators?

This scheme is run by the Police Department under the Department of Home, Government of Uttarakhand, and pays a monthly family pension to the surviving spouse of a deceased rajya andolankari, an identified participant in the Uttarakhand statehood movement. Its full official name is long because it carves out one precise group: identified state agitators other than those who either went to jail for seven days or were injured during the Uttarakhand State Movement, and it applies after the death of the agitator.

According to the scheme details for this category, the pension amount is Rs 4,500 per month, payable to the husband or wife of the deceased agitator. The scheme exists because the state recognised that when an identified agitator dies, the honour pension attached to their recognition should not simply stop and leave the surviving spouse without support.

The Uttarakhand statehood movement ran through the 1990s and led to the creation of the state on 9 November 2000. Successive state governments have maintained a process of chinhikaran; formal identification of people who took part in the movement, and have graded benefits by what the agitator went through. Those who were jailed for at least seven days or who were injured form one category with its own entitlements. This scheme covers the remaining identified agitators, and specifically their widows and widowers.

Who is eligible for this agitator dependents' pension?

You can claim if:

  • You are a resident of Uttarakhand.
  • You are the husband or wife of a deceased identified state agitator.
  • The deceased agitator was formally identified (chinhit) as a participant in the Uttarakhand statehood movement.
  • The deceased agitator did not fall in the category of those who went to jail for seven days or who were injured during the movement.
  • The deceased agitator was not receiving agitator pension or any other pension from a government source.
  • The deceased agitator was not employed in government service.

You cannot apply / are not eligible if:

  • You are a son, daughter, parent, brother, sister or other relative rather than the spouse. The scheme names the dependent as husband or wife only.
  • The deceased agitator was never formally identified by the state's verification process. An unrecorded claim of participation in the movement is not enough.
  • The deceased agitator belonged to the jailed-for-seven-days or injured category, that group is dealt with separately.
  • The deceased agitator was already drawing agitator pension or another government pension, or was in government service.
  • You are not a resident of Uttarakhand.

The exclusion around an existing pension is the condition applicants most often misread. It is about the deceased agitator's own status, not about the surviving spouse's own income.

What documents are required?

Document Mandatory Notes
Uttarakhand residence certificate Yes Establishes state residence
Identification (chinhikaran) record of the agitator Yes The state's recognition order or list entry
Death certificate of the agitator Yes Trigger document for the dependent's claim
Marriage / relationship proof Yes Marriage certificate, family register extract or ration card
Declaration of no other government pension Yes Covers the deceased's pension and service status
Aadhaar card Yes Identity proof of the applicant
Bank passbook Yes Pension is credited to the spouse's own account
Passport-size photographs Yes As required on the district form

Because the process is district-driven, the exact set of annexures can vary a little between districts. The safest approach is to carry all of the above and ask the andolankari welfare clerk at the collectorate for the current checklist before filling the form.

How to apply for the state agitator dependents' pension

  1. Visit the office of the District Magistrate of the district where you are a permanent resident, and ask for the rajya andolankari dependent pension application form.
  2. Fill the form with the deceased agitator's identification details, the category under which they were identified, and your relationship to them.
  3. Attach the death certificate, identification record, residence certificate, marriage or relationship proof, Aadhaar, bank passbook and photographs, and sign the declaration that the deceased was not drawing agitator pension or any other government pension and was not in government service.
  4. Submit the complete application at the DM's office and obtain a dated receipt or diary number.
  5. Cooperate with the verification carried out by the district administration, which cross-checks the identification list, the death record and the pension-status declaration.
  6. On sanction by the District Magistrate, the Rs 4,500 monthly pension is released to your bank account.

There is no online application for this category. Applicants should not pay any intermediary who claims to be able to speed up sanction — the file moves only on the district administration's verification.

How much is paid and how?

The pension is Rs 4,500 per month. Payment is made to the surviving spouse after the District Magistrate sanctions the case. Keep the bank account Aadhaar-seeded and active; dormant accounts are a routine cause of failed credits in every Uttarakhand pension line.

Uttarakhand's andolankari pension amounts have been revised more than once since the categories were created, and state announcements from time to time indicate further increases. Applicants should confirm the currently sanctioned rate with the district office at the time of applying rather than assume any figure quoted in news reports.

Why applications get rejected

  • No identification record for the deceased as a state agitator, or a record that places them in the jailed-seven-days or injured category.
  • Relationship not proved, no marriage certificate, and no family register entry showing the applicant as spouse.
  • Deceased was in government service or was drawing a government pension.
  • Applicant is a child or other relative, not the husband or wife.
  • Residence not established in Uttarakhand.
  • Incomplete bank details or an account in a different name.

If the case is rejected on paperwork, the file can be refiled at the DM's office with the missing document. If the rejection is on the identification status of the deceased, the correct route is to take up the identification record itself with the district administration.

How this scheme differs from the other andolankari pensions

Uttarakhand's rajya andolankari welfare arrangements are split by category, and mixing them up is the commonest source of confusion at the collectorate counter.

  • Identified agitators who went to jail for seven days or were injured during the movement form a distinct, separately treated category. This scheme explicitly excludes them.
  • Identified agitators outside those two categories, while still living, are covered by their own pension scheme. That is a benefit paid to the agitator.
  • This scheme starts where that one ends: it is a family pension for the surviving husband or wife after the death of the agitator, and only where the deceased was not already drawing agitator pension or another government pension and was not in government service.

The practical consequence is that a spouse should first establish, from the district record, which category the deceased was identified in. If the identification places the deceased in the jailed-seven-days or injured group, the claim has to be made under that category's rules, not under this one, and filing under the wrong head only loses time.

Applicants should also be clear that identification is a separate process from pension sanction. If the deceased was never put through chinhikaran, the first step is not this pension application at all, it is taking up the identification record itself with the district administration.

Grievance and where to follow up

  • District Magistrate's office of your district. The sanctioning authority and the first place to follow up on a pending file.
  • Department of Home, Government of Uttarakhand, through the state portal uk.gov.in, for policy-level questions on andolankari welfare.
  • Uttarakhand CM Helpline 1905, the state's general grievance line, for escalating a file that has been pending without action.

Applying is free. No application fee is charged at the collectorate for this pension, and no facilitator is authorised to charge for submitting it.

Frequently asked questions

How much pension do dependents of identified state agitators get?

The scheme pays Rs 4,500 per month to the surviving husband or wife of a deceased identified state agitator in this category. The Home Department of Uttarakhand sanctions the pension through the District Magistrate after verification.

Who is eligible for this dependents' pension?

The surviving husband or wife of a deceased identified Uttarakhand statehood-movement agitator is eligible, provided the agitator did not fall in the jailed-for-7-days or injured category and was not drawing agitator pension or any other government pension. The applicant must be a resident of Uttarakhand.

Where do I apply for this pension?

Applications are submitted offline at the office of the District Magistrate of the district concerned. There is no online application route for this category of andolankari family pension.

Can children of the agitator claim this pension?

No. This particular scheme names the dependent as the husband or wife of the deceased agitator. Sons, daughters and other relatives are not covered under this category.

What if the agitator was jailed for 7 days or injured in the movement?

Those agitators and their families fall under a separate, higher category of the andolankari welfare arrangements and are not covered by this scheme. This scheme is specifically for agitators outside the jailed-7-days and injured categories.

What if the deceased was already drawing a government pension?

The dependent is then not eligible. The scheme conditions require that the deceased agitator was neither receiving agitator pension nor any other government pension, and was not employed in government service.

How long does sanction take?

The pension is sanctioned only after verification by the District Magistrate, so the timeline depends on how quickly the district office confirms the identification record and the death certificate. Applicants should keep the receipt of submission and follow up at the DM's office.
