Senior Citizen ID Card in West Bengal
West Bengal state government scheme
West Bengal does not issue one statewide senior citizen ID card. Residents aged 60 and above are recognised through the Jai Bangla old age pension of Rs 1,000 a month at jaibangla.wb.gov.in, and in Kolkata through Pronam membership with Kolkata Police, available free at any of the 48 police stations or online.
What is a senior citizen ID card in West Bengal?
A senior citizen ID card is proof that the holder has crossed 60 years, the age at which Indian law treats a person as a senior citizen. West Bengal does not operate one uniform statewide senior citizen identity card service. Instead, two real and verifiable systems recognise elderly residents.
The first is the Jai Bangla pension umbrella at jaibangla.wb.gov.in, launched on 1 April 2020, which pays Rs 1,000 a month to eligible elderly, widowed, SC, ST and disabled beneficiaries. Once a person is enrolled, the beneficiary record is West Bengal's own proof of senior citizen status.
The second is Pronam, a joint project of Kolkata Police for senior citizens of Kolkata, dealing with their concerns on safety and security, health, legal matters and wellbeing. Pronam was launched on 27 June 2009 and began functioning from 1 July 2009. Registered members receive a membership record with the police, and as on 31 January 2023 the project had 22,751 registered members of whom 18,372 were active.
Between them, these two cover most of what a senior citizen card would do elsewhere. Ignore private websites that advertise a "West Bengal senior citizen card" with invented fees and seven-day timelines.
Who is eligible in West Bengal and who cannot apply?
Any person aged 60 years or above who is a permanent resident of West Bengal is a senior citizen, under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.
For the Jai Bangla old age pension the applicant must be a permanent resident of West Bengal, aged 60 or above, and must hold an Aadhaar card, West Bengal residence proof, and a bank passbook of an individual account.
You cannot apply for the Jai Bangla old age pension if:
- You are below 60 years on the date of application.
- You are not a permanent resident of West Bengal.
- Your only bank account is a joint account, since the pension requires an individual account for direct benefit transfer.
- You already draw a government service pension or another social security pension of the same nature, because the scheme is meant for those without such support.
Pronam has a narrower geography. Membership is for senior citizens living within the jurisdiction of Kolkata Police, and its 24-hour help line is specifically for senior citizens above 65 years who live alone, as a single person or as a couple, in that jurisdiction. A senior citizen in Siliguri or Asansol therefore cannot apply for Pronam, and should use the Jai Bangla route and Elderline instead.
Which documents does West Bengal ask for?
For the pension, applicants need the Aadhaar card, West Bengal residence proof, a bank passbook of an individual account, supporting income or BPL documentation as required by the sub-scheme, and two photographs. Age proof is established by a birth certificate, school admission card, PAN card, passport, or the date of birth on the Aadhaar card.
For Pronam membership, Kolkata Police asks for a duly filled membership form and two sets of passport-size photographs, submitted at the nearest police station.
How to apply for senior citizen recognition in West Bengal
- Confirm your age proof and residence proof match. The name and date of birth on the Aadhaar card, voter ID and bank passbook must agree. Fix mismatches first, because both the pension and the police record are checked against Aadhaar.
- Get Form P for the Jai Bangla pension. Download it from jaibangla.wb.gov.in, or collect it free of cost from the nearest Block Development Office, Sub-Divisional Office or Municipal Corporation office. There is no charge for the form.
- Fill and submit Form P with the documents. Attach the Aadhaar copy, residence proof, individual bank account passbook copy and photographs, and submit at the BDO, SDO or Municipal Corporation office for your area. Keep the acknowledgement.
- Track the pension on the portal. Use the beneficiary search on jaibangla.wb.gov.in with the Aadhaar number or beneficiary ID and the district. Payments are generally released on or around the first day of each month, credited by direct benefit transfer.
- If you live in Kolkata, register for Pronam as well. Collect the Pronam membership form from any of the 48 police stations under Kolkata Police, attach two sets of passport-size photographs, and submit it at that police station. Online registration is also available through the link on kolkatapolice.gov.in.
What does a senior citizen in West Bengal receive?
Under the Jai Bangla umbrella, an eligible elderly beneficiary receives Rs 1,000 a month by direct benefit transfer. Jai Bangla covers several streams, including Jai Johar for elderly Scheduled Tribe residents aged 60 and above, which the state's tribal development department administers.
Pronam members in Kolkata receive practical services rather than cash. Kolkata Police records health check-ups for members, with 10,997 beneficiaries covered between July 2009 and February 2020. Liaison teams conduct home security audits, and 3,308 beneficiaries have been assisted on safety and security. Free legal advice on criminal and civil matters has been given in 161 cases. The project also runs cultural programmes, sports activities and picnics, publishes a quarterly magazine, and uses a bulk SMS facility to keep members informed.
How much does this cost in West Bengal?
Nothing. Form P for the Jai Bangla pension is downloadable from the portal or given free of cost at the BDO, SDO and Municipal Corporation offices. Pronam membership forms are collected free from any Kolkata police station, and no membership charge is published.
Because both routes are free, any agent asking for money to "make a senior citizen card in West Bengal" is charging for a document the state does not sell. Submit at the government counter yourself, or ask a family member to do it, and always take an acknowledgement.
How do you check status and raise a grievance?
For the pension, the beneficiary search on jaibangla.wb.gov.in shows whether the application has been converted into a beneficiary record. If a sanctioned pension does not arrive, check with the bank branch whether the account is active, single-name and Aadhaar-seeded before returning to the BDO or municipal office.
For elderly welfare in general, call Elderline 14567. It is the national toll-free helpline for senior citizens, set up by the Ministry of Social Justice and Empowerment with the National Institute of Social Defence and implemented by all states and union territories, operating seven days a week from 8 am to 8 pm. Elderline handles pension queries, questions under the Maintenance Act, legal guidance, information on doctors, hospitals and old age homes, emotional support, and direct field intervention in cases of elder abuse or abandonment.
In Kolkata, Pronam's own 24-hour help line serves senior citizens above 65 years living alone within the Kolkata Police jurisdiction, and the local police station remains the fastest first point of contact in an emergency.
Why applications fail in West Bengal
- A joint bank account submitted for the Jai Bangla pension, when an individual account is required.
- Aadhaar not seeded with the bank account, which stops the direct benefit transfer after sanction.
- Name or date of birth mismatches between Aadhaar, voter ID and the application form.
- Applying for Pronam from outside the Kolkata Police jurisdiction, where the project does not operate.
- Chasing a statewide "senior citizen card" that West Bengal does not issue, instead of enrolling in the pension or in Pronam.
