What is Angikaar?

Angikaar is a campaign of the Ministry of Housing and Urban Affairs, run alongside Pradhan Mantri Awas Yojana - Urban. Angikaar is not a scheme that pays anything. It has no beneficiary list of its own, no sanction amount and no application form, and readers looking for a housing grant should go to the PMAY-U verticals instead.

What Angikaar does is address a real problem in urban housing delivery: a family that has received a pucca house under PMAY-U often remains disconnected from the other services that make that house liveable. A gas connection, a health insurance card, piped water, waste collection. Angikaar sends the administration to the ward to close those gaps in one visit.

The campaign was first launched on 29 August 2019 and run in target cities from 2 October 2019, the 150th Gandhi Jayanti, to 10 December 2019, Human Rights Day. It was delivered through community mobilisation and Information, Education and Communication activities at ward level.

Convergence

According to the Ministry of Housing and Urban Affairs, Angikaar converges with schemes of other ministries dealing with these subjects, with particular emphasis on Pradhan Mantri Ujjwala Yojana for LPG connections and Ayushman Bharat for health insurance cover for PMAY-U beneficiaries.

What is Angikaar 2025?

Angikaar 2025 was launched on 5 September 2025 by the Minister for Housing and Urban Affairs as an outreach initiative under PMAY-U 2.0. The purpose shifted from post-occupancy behaviour change to delivery: creating awareness of PMAY-U 2.0 across the country, speeding up verification of applications, and completing sanctioned houses that are stuck near the finish line.

The ministry reported at the launch that 1.2 crore houses had been sanctioned under the programme and more than 94 lakh completed pucca houses delivered to beneficiaries, with Angikaar meant to help finish the rest through active community mobilisation and last-mile delivery.

Who is eligible for Angikaar?

Angikaar has no eligibility test, because it confers no individual entitlement. In practice the campaign is directed at:

• Beneficiaries of completed houses under PMAY-U, who are the original target group.
• Transgender persons, persons with disabilities, widows, single women and senior citizens among those beneficiaries, who receive special focus.
• PMAY-U 2.0 applicants whose verification is pending, under the 2025 round.

You cannot apply for Angikaar as an individual benefit, and no one is excluded from attending a camp either. Specifically:

• Angikaar provides no cash grant, subsidy or loan. A family seeking housing assistance is not eligible for anything under Angikaar and must apply under a PMAY-U vertical.
• Angikaar creates no separate beneficiary database. Being recorded at a camp does not sanction a house.
• Rural households are not covered, the urban campaign runs in cities through Urban Local Bodies, while rural housing sits under PMAY-Gramin.

What documents should I carry to an Angikaar camp?

Nothing is compulsory. A resident can attend a ward activity without any document, but carrying the PMAY-U application ID is what makes the visit useful.

How to apply or take part in Angikaar

Angikaar has no application form. These are the steps that actually get a household something out of the campaign.

1. Find out from your Urban Local Body, ward office or municipal corporation when Angikaar activities are scheduled in your ward — dates are announced locally rather than centrally.
2. Attend the ward-level camp or community mobilisation event with your PMAY-U application or beneficiary ID.
3. Ask the ULB official to check the verification stage of your PMAY-U application, or the completion status of your sanctioned house, and record the grievance if it is stalled.
4. Use the convergence desks at the camp to get linked to Ujjwala for an LPG connection, to Ayushman Bharat for a health card, and to the municipal water, sanitation and waste collection services.
5. Follow up at the ULB office with the acknowledgement or reference given at the camp if nothing moves within a few weeks.
6. Escalate an unresolved PMAY-U grievance to the state-level nodal officer or the MoHUA helpline numbers listed below.

How is Angikaar implemented?

Angikaar runs through Urban Local Bodies rather than through a central office. Municipal staff, community organisers and self-help groups conduct ward-level meetings, door-to-door contact with beneficiary households, and IEC activities such as street plays, rallies and demonstrations on waste segregation and water saving. Convergence desks bring officials from other departments into the same event so that a household is enrolled on the spot.

Because delivery is local, the intensity of the campaign varies widely between cities. A resident whose ULB has not organised anything cannot claim Angikaar activities as a right.
