Ration Card in Assam
Assam state government scheme
A ration card in Assam is issued by the Food, Public Distribution and Consumer Affairs Department on the prescribed Proforma-C, submitted to the FCS&CA authority of the district or sub-division. The eldest woman of a family with annual family income below Rs 4,00,000 applies, and Assam now issues only two card types: AAY and Priority Household. The official portal is as.smartpds.nic.in and the helpline is 1967 or 1800-345-3611.
What is a ration card in Assam and who issues it?
A ration card in Assam is an authorised document issued by government for obtaining benefits under the public distribution system, and it is issued by the Food, Public Distribution and Consumer Affairs Department, Government of Assam, through the Commissioner, Food, Public Distribution, Consumer Affairs and Legal Metrology, Assam. The department's portal is fcsca.assam.gov.in, and it carries a public advisory telling citizens to use only the official Assam SMART PDS portal at as.smartpds.nic.in and warning that fake sites exist.
Assam's card history matters, because a lot of outdated advice still circulates. Before the National Food Security Act 2013 was implemented in the state, Assam issued three kinds of card, called Family Identity Cards (FIC), for APL, BPL and AAY beneficiaries, plus a state card called the Mukhya Mantrir Anna Suraksha Yojana (MMASY) card. On implementation of NFSA 2013, the state government abolished all the earlier ration cards and now issues only two:
- Antyodaya Anna Yojana (AAY) Ration Card
- Priority Household (PHH) Ration Card
If someone in Assam tells you to apply for a "BPL card" or an "MMASY card", they are describing a system that no longer exists.
Who is eligible for a ration card in Assam?
You can apply if:
- You are the eldest woman of a family who is a bonafide citizen of the country with an annual family income of less than Rs 4,00,000, and you fulfil the criteria to be an eligible beneficiary under NFSA 2013. This is the department's own wording.
- There is no adult female member in the family, in which case the eldest male person may apply.
- Your family holds no ration card, certified by the Village Head, Gaon Panchayat President, Ward Commissioner, Inspector of FPD&CA or the concerned authority; normally granted after you file an affidavit to that effect.
- You have been transferred from one place to another and hold a surrender certificate from the FPD&CA authority of the place where you previously resided.
You cannot apply if:
- Your annual family income is Rs 4,00,000 or more.
- Your household already holds a live ration card and no surrender or deletion has been done.
- You cannot produce a no-ration-card certificate from the Village Head, Gaon Panchayat President or Ward Commissioner, since this is the pivot of the Assam application.
- You do not meet the NFSA 2013 beneficiary criteria that the department applies for AAY and PHH selection.
Is a BPL certificate still needed in Assam?
No. The BPL card was one of the three Family Identity Cards that Assam abolished when NFSA 2013 came into force. Today the household's entitlement level is the AAY or PHH category recorded on the ration card itself, and the card is the proof. There is no separate BPL certificate issued against a ration card in Assam.
What documents are required for a new ration card?
The department publishes a specific list for a new card:
| Document | Mandatory | Notes |
|---|---|---|
| Detailed particulars of family members | Yes | The core of Proforma-C |
| Birth certificates of minors below 10 years | For children | Only for members under 10 |
| Certified copy of the relevant voter list page | Yes | Establishes residence and family composition |
| Tax pay or land revenue pay receipt | Yes | Listed by the department |
| Surrender certificate or non-availability certificate | Yes where applicable | From the FCS&CA authority of the earlier residence |
| Address proof | Yes | Attested PAN, driving licence, bank or post office passbook, municipal holding receipt, electricity or telephone bill |
| No-ration-card certificate | Yes | From Village Head, GP President, Ward Commissioner or Inspector FPD&CA, after an affidavit |
Separate document lists apply to other services. A duplicate card needs a self declaration and a police report. A separate ration card needs surrender certificates in original, the parental ration cards in original, a self declaration certificate from the Village Head, Gaon Panchayat President or Ward Commissioner, an NOC from the head of the parental family for including additional members, proof of date of birth, proof of residence and a photo identity. Inclusion, deletion or surrender needs the original ration card, a local certificate or ID, proof of date of birth, an original surrender certificate for inclusion and a death certificate where a member has died.
How to apply for a ration card in Assam
- Obtain Proforma-C, the prescribed ration card application form, from the FCS&CA authority of your district or sub-division, or download it from the department's Apply for Ration Card page on fcsca.assam.gov.in.
- Get the no-ration-card certificate from your Village Head, Gaon Panchayat President, Ward Commissioner or Inspector of FPD&CA, confirming in writing that you hold no ration card. This is normally granted after you file an affidavit to that effect, and it must be attached to the application.
- Fill Proforma-C with the detailed particulars of every family member, naming the eldest woman of the family as the applicant where there is an adult female member.
- Attach the certified copy of the relevant voter list page, the tax or land revenue pay receipt, address proof, birth certificates for members below 10, and the surrender or non-availability certificate if you have moved.
- Submit the application to the FCS&CA authority of the district or sub-division and collect an acknowledgement.
- Cooperate with verification by the concerned Inspector of FPD&CA, after which the card is sanctioned under the AAY or PHH category.
How to handle changes on an existing Assam card
The department publishes distinct routes for the common changes, and using the right one saves a wasted trip:
- Birth of a child: submit the birth certificate with the ration card and an application, handwritten or typed on plain paper, addressed to the FCS&CA authority.
- After marriage: a deletion certificate from the previous place of residence, issued by the FCS&CA authority, must be attached with the application form and the ration card.
- Moving from another place: a surrender certificate from the FCS&CA authority where you previously lived.
- Lost or damaged card: apply for a duplicate with a self declaration and a police report. The department states the competent authority can issue a duplicate after charging the appropriate fee.
- Change of head of family: the original card, the death certificate where the head has died, and a no-objection certificate.
- Child to adult conversion: the original card and proof of date of birth.
- Change of fair price shop or address: the original card and a photo identity such as an election card, PAN, driving licence or passport.
How do I check my ration card status in Assam?
- Use the official Assam SMART PDS portal at as.smartpds.nic.in. The department's public advisory names this as the only official portal, so avoid lookalike sites.
- Ask at the circle office or the district or sub-division FCS&CA office where Proforma-C was submitted, quoting the acknowledgement.
- Call the helpline on 1967 or 1800-345-3611.
- Use the grievance redressal link on fcsca.assam.gov.in.
What are a cardholder's duties in Assam?
The department sets these out explicitly, and they matter because breaching them can cost you the card:
- Keep the ration card in safe custody; never hand it to another person or to the PDS dealer to keep.
- Check quality, quantity and weighment while drawing ration, and insist on a cash memo with proper entries made in the card.
- Contact the concerned circle office immediately if the card is lost or damaged, or when an entry needs changing.
- No overwriting or alteration on the card by the cardholder.
- Get a member deleted on death, or when a member migrates out of the state for a specified period.
Why Assam ration card applications get rejected
- Annual family income of Rs 4,00,000 or more, which puts the family outside the department's stated eligibility.
- No certificate from the Village Head, Gaon Panchayat President or Ward Commissioner that the applicant holds no ration card.
- No surrender certificate from the previous place of residence where the family has moved.
- A duplicate card already exists for the family or a member.
- Missing voter list page or tax/land revenue receipt, both of which the department lists as required.
- The wrong applicant — the form filed by a male member when there is an adult female in the family who should be named as the head.
What does it cost, and what to watch out for
The department publishes Proforma-C as a free download and hands the form out at the district and sub-division office. It publishes a fee only for a duplicate card, where the competent authority may issue one "after charging the appropriate fee". No fee is published for a new ration card, so ask for the notified amount at the counter and take a receipt for anything you pay.
The department's own public advisory warns citizens against fake portals and directs them to as.smartpds.nic.in. Apply the same caution offline: no agent can obtain a no-ration-card certificate for you, that comes from your Village Head, Gaon Panchayat President or Ward Commissioner, and no one can shorten verification by the Inspector of FPD&CA.

Who can apply for a ration card in Assam?
The eldest woman of a family who is a bonafide citizen with an annual family income of less than Rs 4,00,000 may apply, provided she meets the NFSA 2013 beneficiary criteria; in the absence of an adult female member, the eldest male person may apply. That is the department's own stated rule.
How many types of ration card does Assam issue?

The department's public advisory directs citizens to use only the official Assam SMART PDS portal at as.smartpds.nic.in and warns against fake sites, while the application for a new card is made on the prescribed Proforma-C to the district or sub-division FCS&CA authority. How do I add a newborn to my Assam ration card?
