What is the Orunodoi scheme?

Orunodoi, also written Arunodoi, is the flagship poverty-alleviation cash transfer programme of the Government of Assam, run by the Finance Department. Orunodoi was launched on 2 October 2020 and pays a fixed sum of money every month, by Direct Benefit Transfer, into the bank account of the adult woman of an eligible economically weak household.

Orunodoi began at Rs 830 per month. The Assam state portal records that the benefit was then raised to Rs 1,000 per woman, and the Chief Minister's Office scheme page states that the amount "has since been increased to Rs 1,250 per month". The current, enhanced phase of the programme is commonly referred to in Assam as Orunodoi 3.0.

According to the Chief Minister's Office, Orunodoi money "is disbursed to the beneficiaries on the 10th of every month", around 19 lakh women have been covered, and a corpus of Rs 2,625 crore is to be disbursed every year to Orunodoi beneficiaries.

What makes Orunodoi different from most welfare schemes

  • The benefit is unconditional cash, not a voucher, ration or subsidy in kind. The family decides what to spend it on.
  • The payee is deliberately the woman of the household, not the male head. The Government of Assam's stated reasoning is that women are the primary caretakers of the family.
  • Selection is household-based and list-based, done locally, rather than by an individual filling a form on a website.

What was the original design of the Orunodoi benefit?

Orunodoi was originally framed as a nutrition and health floor for the poorest households. The Assam state portal sets out the original Rs 830 as four components paid to each beneficiary family every month:

Component Amount per month Purpose
Medicines Rs 400 Meeting routine health needs of the family
Pulses Rs 200 50% subsidy on the 4 kg of pulses a family consumes monthly
Sugar Rs 80 50% subsidy on the 4 kg of sugar bought monthly
Fruit and vegetables Rs 150 Essential produce beyond what the family grows at home

The Government of Assam described this as a consolidated inflow of medical and nutritional support. In practice the money arrives as a single credit, and the enhanced Rs 1,250 is likewise paid as one monthly transfer rather than as four separate heads.

Who is eligible for Orunodoi, and who is not eligible?

Orunodoi is targeted at economically weak households in Assam with the adult woman of the household named as the beneficiary. The Assam state portal is explicit about how that targeting is done rather than publishing a simple online self-check:

  • The preliminary selection of beneficiaries is done at the level of the Gaon Panchayat (GP), the Village Council Development Committee (VCDC) or the Urban Local Body (ULB), on the basis of the eligibility and ineligibility conditions in the scheme guidelines.
  • An undertaking-cum-checklist of those eligibility and ineligibility conditions, attached as Annexure A to the scheme document, must be prepared. The portal states that only one such undertaking-cum-checklist should be prepared against each proposed beneficiary household: in other words, one benefit per household, not one per adult.
  • The District Level Monitoring Committee then devises the modalities for preparing the final list of eligible beneficiaries strictly as per the guidelines.

Who cannot apply or be listed

  • A household that has already been enrolled through another member cannot be listed a second time. The one-undertaking-per-household rule is the mechanism that blocks duplicate claims.
  • A household that does not appear in the list drawn up by the GP, VCDC or ULB cannot claim the benefit directly from the Finance Department. The route is to get the household included in the local list.
  • A woman without a bank account in her own name, or with an account that is not Aadhaar-seeded, cannot be paid, because the entire scheme runs on Direct Benefit Transfer.

The published state-portal material does not set out a single statewide income figure or an exhaustive exclusion list on the public page, and the detailed household-level conditions are applied through the Annexure A checklist at the GP, VCDC or ULB level. Ask at your Gaon Panchayat or ward office for the checklist that is in force for the round being conducted rather than relying on figures circulated on private websites.

How to apply for Orunodoi

Orunodoi has no self-service online application form. Enrolment happens in rounds that the Finance Department and the district administration notify, and the work is done at the ward or village level.

  1. Wait for a notified enrolment round. Fresh Orunodoi enrolment is opened in rounds; the Gaon Panchayat, VCDC or ULB office and the district administration announce when forms are being collected in your area.
  2. Collect the Orunodoi application form and the undertaking-cum-checklist from your Gaon Panchayat office if you live in a rural area, from the VCDC if you are in a council area, or from your Urban Local Body or ward office if you live in a town.
  3. Fill the form in the name of the adult woman of the household, since the scheme pays the woman and not the household head, and complete the Annexure A undertaking-cum-checklist for your household.
  4. Attach the documents; Aadhaar card, the woman's own bank passbook, the ration or NFSA card, and a photograph — and submit the set at the same GP, VCDC or ULB office. Ask for an acknowledgement.
  5. Wait for the two-stage verification. The GP, VCDC or ULB does the preliminary selection, and the District Level Monitoring Committee approves the final list.
  6. Check the published beneficiary list at your GP, VCDC or ULB office once the round is finalised, and confirm that the bank account printed against your name is correct before the first payment cycle.

How do you check your Orunodoi status and payment?

  1. Ask at the Gaon Panchayat, VCDC or Urban Local Body office that took your form. The approved beneficiary list for your ward or village is held and displayed there.
  2. Check your bank passbook or bank SMS around the 10th of the month, since that is the disbursement date stated by the Chief Minister's Office.
  3. If the credit is missing, get your Aadhaar seeding confirmed at your bank branch. A DBT credit fails silently when the account is not Aadhaar-seeded, is dormant, or the name does not match.
  4. If the bank side is clean and the money still has not arrived, raise the case with the GP, VCDC or ULB office, and then with the office of the Deputy Commissioner of your district, which chairs the district-level monitoring of the scheme.

Why do Orunodoi payments stop?

  • Bank account not Aadhaar-seeded, so the DBT credit cannot be routed.
  • Account closed, frozen or dormant because it was not operated for a long period.
  • Name mismatch between the Aadhaar record and the bank record.
  • Household held for re-verification after a district-level review of the list.
  • Duplicate household entry detected, since only one undertaking-cum- checklist is allowed against each beneficiary household.
  • Death or migration of the listed woman, which requires the household file to be updated at the GP, VCDC or ULB before payment can resume.

Most stopped payments are bank problems rather than eligibility problems. Start at the bank branch, and only then go back to the panchayat or ward office.

Where do you complain about Orunodoi?

  • The Gaon Panchayat, VCDC or Urban Local Body office that maintains your ward's beneficiary list is the first point of contact for inclusion, correction and non-payment complaints.
  • The office of the Deputy Commissioner of your district handles escalations, since the District Level Monitoring Committee owns the final list.
  • Assam's common citizen services platform, Sewa Setu, publishes a toll-free helpline of 1800-345-3574 for state service queries. Sewa Setu currently notes on its own site that this helpline is temporarily unavailable and asks citizens to email sewasetu.queries@gmail.com instead.

Orunodoi enrolment is free at every stage. No agent can charge you a fee to get a household on to the Orunodoi list, and no government official will ask you for the one-time password sent to your mobile number.

Frequently asked questions

How much money does Orunodoi pay every month?

Orunodoi pays Rs 1,250 per month to the nominated woman of an eligible household. The Chief Minister's Office records that the scheme started at Rs 830 per month in October 2020 and that the amount has since been raised to Rs 1,250 per month, which works out to Rs 15,000 in a full year.

On which date is the Orunodoi money credited?

Orunodoi money is disbursed on the 10th of every month, according to the Chief Minister's Office scheme page. The payment reaches the beneficiary through Direct Benefit Transfer into her own bank account, so no cash is handed out at any office.

Who is the beneficiary in an Orunodoi household — the man or the woman?

The woman of the household is the beneficiary. The Government of Assam states that women, being the primary caretakers of the family, have been kept as the beneficiaries of the scheme, and the money is transferred directly to the primary careholder's own account rather than to a household head.

Can I apply for Orunodoi online?

No, Orunodoi enrolment is not a self-service online application. The preliminary selection of beneficiaries is done at the Gaon Panchayat, Village Council Development Committee or Urban Local Body level, and the district administration then verifies the list, so you approach your GP, VCDC or ULB office when a fresh round is notified.

How many families receive Orunodoi?

Around 19 lakh women receive Orunodoi, according to the Chief Minister's Office. The same source records an annual corpus of Rs 2,625 crore for disbursement to Orunodoi beneficiaries.

Why has my Orunodoi payment not come this month?

The most common reasons are a bank account that is not Aadhaar-seeded, a closed or dormant account, a name mismatch between Aadhaar and the bank record, or the household file being held for re-verification by the District Level Monitoring Committee. Fix bank-side problems at your branch first, then report the case to your Gaon Panchayat, VCDC or ULB office.

What was Orunodoi originally meant to pay for?

Orunodoi was designed as nutrition and health support. The Assam state portal records the original Rs 830 as Rs 400 a month for medicines, Rs 200 towards pulses, Rs 80 towards sugar and Rs 150 for fruit and vegetables. The money is not conditional — it is paid as cash and the family decides how to spend it.

Is there any fee or agent charge for Orunodoi enrolment?

No. Orunodoi enrolment through your Gaon Panchayat, VCDC or Urban Local Body carries no fee. No agent can charge money to add a household to the Orunodoi list, and no official will ask you for the OTP sent to your mobile.
