What is Mukhyamantri Mahila Udyamita Abhiyan?

Mukhyamantri Mahila Udyamita Abhiyan, commonly written as MMUA, is the Government of Assam's self-employment scheme for women who are members of Self-Help Groups. The Government of Assam launched it in 2024, and the Assam State Rural Livelihood Mission (ASRLM) implements it under the Panchayat & Rural Development Department.

MMUA's stated target is specific and unusual: to take each participating woman to a minimum annual income of Rs 1 lakh. The scheme's underlying idea is that Assam already has the organisational base; roughly 39 to 40 lakh women organised into SHGs under ASRLM, and what those groups lack is working capital at the individual member level. A group loan for the SHG as a whole does not necessarily put money in the hands of the woman who has a specific plan for a specific trade. MMUA does, through a three-year escalating ladder of assistance tied to whether the previous year's money was actually used.

The state has reported a funding commitment of about Rs 3,038 crore for 2025-2026, with financial assistance under the expanded phase beginning from 1 April 2025. The term "lakhpati didi" is often used alongside MMUA, reflecting the Rs 1 lakh annual income goal.

How much does MMUA pay and over how long?

MMUA is a three-phase ladder, not a single grant. Each phase depends on the previous one being used well.

Year 1 to Rs 10,000 seed capital. Paid by direct benefit transfer into the beneficiary's Aadhaar-seeded bank account. This is a grant, not a loan. It is intended to give the enterprise its start.

Year 2 to Rs 25,000. Split evenly: Rs 12,500 as a bank loan and Rs 12,500 as a government subsidy which is non-refundable. Access to this phase depends on a review of how the first year's Rs 10,000 was used; the government examines utilisation and releases the second tranche where feedback is satisfactory.

Year 3 to Rs 50,000. Released to beneficiaries who used the earlier assistance productively and repaid the Rs 12,500 loan portion on time.

Taken end to end, a woman who completes all three phases receives Rs 85,000 of assistance, of which only Rs 12,500 is repayable. That structure is deliberate: it rewards the beneficiaries who actually build something, rather than spreading a flat amount across everyone.

Who is eligible for MMUA and who is not?

Eligible:

  • A woman who is a permanent resident of Assam.
  • An active member of a Self-Help Group formed under ASRLM. Membership must be current, not lapsed.
  • Holder of a valid, operational savings bank account seeded with Aadhaar.
  • Not a defaulter to her SHG, to any bank, or to a federation.
  • Engaged in, or ready to start, an income-generating activity, with a business plan. The scheme publishes around 145 approved business plans that applicants can pick from.
  • Household within the child-number limits: a maximum of three children for General and OBC applicants, and a maximum of four children for SC, ST, Moran, Matak and Tea Tribe applicants.
  • Girl children of school-going age in the household must be enrolled in school, with an undertaking that they will remain so.
  • Saplings planted under the Amrit Brikshya Andolan by the applicant must be alive.

Who cannot apply / is not eligible:

  • A woman who is not a member of an SHG under ASRLM cannot apply. This is the gateway condition, and there is no route into MMUA that bypasses SHG membership.
  • A defaulter to her SHG, a bank or a federation is not eligible, however good her business plan.
  • Applicants exceeding the child-number limits for their category are not eligible.
  • Households where a school-age girl child is not enrolled in school are not eligible until that is corrected.
  • Men are not eligible: MMUA is a women's scheme by design.
  • Applicants without an active, Aadhaar-seeded bank account in their own name cannot receive the transfer, so a joint or dormant account effectively blocks eligibility until it is fixed.

Members with two children are additionally required to sign a declaration restricting future births, a condition applicants should read carefully before signing, since it is part of the Sankalp Patra submitted with the form.

What documents are required for MMUA?

Assemble these before collecting the form:

  • Aadhaar card, seeded with the bank account.
  • Bank passbook; active savings account in the applicant's own name.
  • SHG membership documents: SHG name, code and evidence of active membership under ASRLM.
  • Passport-size photograph.
  • Business plan — the activity to be started or scaled; picking one of the approved plans simplifies this.
  • Two signed Sankalp Patra declarations, the child-number declaration and the girl child school enrolment undertaking.
  • Mobile number, for verification and alerts.

Applying is free. No panchayat official, SHG leader or agent is entitled to charge for the form, for filling it, or for "getting the name added" to the beneficiary list.

How to apply for MMUA in Assam

MMUA is an offline scheme. There is no online citizen application form, and mmua.in carries scheme information and lists rather than an application portal. Follow this sequence:

  1. Confirm your SHG standing first. Check with your SHG that your membership is active in the ASRLM records and that you carry no default against the group's internal lending. Sorting this out afterwards is far harder than sorting it out first, because the beneficiary list is prepared from ASRLM records.
  2. Collect the original application form. In rural areas, from the Gaon Panchayat office; in urban areas, from the Municipal Corporation or municipal board office. Take the original form only, photocopies are not accepted in place of the issued form.
  3. Choose or write your business plan. Select one of the approximately 145 approved business plans, or describe your own income-generating activity clearly: what you will make or sell, where, and what the Rs 10,000 will buy.
  4. Fill the form accurately. Enter your name exactly as it appears on your Aadhaar, your SHG name and code, and your bank account number and IFSC exactly as printed in the passbook. Affix your photograph.
  5. Sign the two Sankalp Patra declarations. Read them before signing. They cover the child-number condition and the girl child school enrolment undertaking.
  6. Attach the documents and submit at the same office. Submit the completed package at the panchayat or municipal office you collected it from, and ask for an acknowledgement.
  7. Allow verification. Officials verify your details, cross-check ASRLM membership and default status, and prepare the beneficiary list.
  8. Receive the seed capital by direct benefit transfer. Once selected, Rs 10,000 is credited to your Aadhaar-seeded account. Check the passbook rather than waiting for a phone call.

How do you check your MMUA status and beneficiary list?

Beneficiary lists under MMUA are compiled district-wise and block-wise by ASRLM after verification, and the practical place to check is the Gaon Panchayat or municipal office where you submitted the form. The list is prepared and displayed locally before funds are released. Your SHG's community resource person and the block ASRLM staff can also confirm your status against the mission's records.

For payment, check the passbook or the SMS alerts on the mobile number recorded in the form. The Rs 10,000 arrives by direct benefit transfer, not in cash or by cheque.

Why do MMUA applications get rejected?

  • SHG membership not active in ASRLM records. The applicant considers herself a member, but the mission's records show the SHG dormant or the membership lapsed. This is the largest single cause.
  • Default flag against the applicant. An unpaid SHG internal loan, a bank overdue, or a federation dues arrear disqualifies the application outright.
  • Bank account not Aadhaar-seeded, dormant, or held jointly. The application may be approved and the transfer still fail.
  • Name mismatch between the Aadhaar, the SHG register and the bank passbook.
  • Child-number condition exceeded for the applicant's category, or the Sankalp Patra declarations unsigned or incomplete.
  • Girl child not enrolled in school where the household has school-age girls.
  • Business plan missing or too vague to be assessed.
  • Amrit Brikshya Andolan saplings not surviving, checked at verification.

Most of these are correctable. Fix the specific defect, seed the bank account, clear the dues, revive the SHG membership, and resubmit at the next enrolment drive rather than filing a duplicate form, which creates conflicting records.

What happens after the first year?

The second and third phases are not automatic. The Government of Assam reviews how the first year's Rs 10,000 was actually utilised before releasing the Rs 25,000, and reviews both utilisation and loan repayment before releasing the Rs 50,000. Practically, this means a beneficiary should:

  • Keep simple records of what the seed capital bought and what the enterprise earned.
  • Stay active in the SHG, since the SHG remains the verification channel throughout.
  • Repay the Rs 12,500 loan portion of the second-year assistance on schedule; timely repayment is the express condition for the third-year Rs 50,000.

Where do you get help or complain about MMUA?

  • MMUA helpline: +91 7896407770, and email asidcassam@gmail.com, as published against the scheme.
  • Your Gaon Panchayat or municipal office, which issued and received your form and holds the local beneficiary list.
  • The block and district offices of the Assam State Rural Livelihood Mission, for SHG record corrections, default status disputes and beneficiary list questions.
  • The Panchayat & Rural Development Department, at pnrd.assam.gov.in, for unresolved district-level matters.
