Marriage Registration Certificate in Assam (Sewa Setu)
Assam state government scheme
Assam registers marriages through the Sewa Setu portal at sewasetu.assam.gov.in, where "Application for Marriage Registration" sits under the Revenue and Disaster Management Department and is notified under the Assam Right to Public Services Act. The published charges are a Rs 50 notice fee, a Rs 200 RTPS fee and a Rs 10 convenience fee, and the marriage is solemnised after 30 days and before 90 days from the notice.
Marriage registration in Assam runs through Sewa Setu, the state's single
services portal at sewasetu.assam.gov.in, which absorbed the older
rtps.assam.gov.in platform. On Sewa Setu the service is listed as Application
for Marriage Registration under the Revenue and Disaster Management
Department, with a companion service, Appointment for Marriage, for booking
the date before the Marriage Officer. Both are marked RTPS notified, meaning
they fall under Assam's Right to Public Services framework and carry a
responsible designated officer.
This matters because Assam's process is built around the notice, not around a counter visit. The state's flow is: file online, publish the notice, wait out the statutory objection period, then appear before the Marriage Officer for the proceedings and the certificate.
What does the Assam marriage registration service cover?
Sewa Setu's own description of the service covers both intended marriages and already-solemnised marriages, and the document list reflects the split:
- If the marriage has not yet taken place, you upload a marriage notice in the prescribed template, signed by both parties. This is the civil-marriage route under the Special Marriage Act, 1954, and it is the route inter-faith couples in Assam use.
- If the marriage has already been solemnised, you upload the signatures of both spouses with the identity, address and age documents, and the registration brings an existing marriage onto the register.
Alongside this, Assam retains its older community-specific registration machinery. Muslim marriages in Assam have historically been registered by licensed registrars, or Kazis, under The Assam Moslem Marriages and Divorces Registration Act, 1935, and Hindu marriages solemnised by rites may be registered under the Hindu Marriage Act, 1955. Where a passport office or a consulate insists on a certificate under a named Act, tell the Marriage Officer which Act the certificate must issue under before the file moves.
Who can and cannot register a marriage in Assam?
You can apply if:
- The groom has completed 21 years and the bride has completed 18 years, proved by a birth certificate or the HSLC admit card that Sewa Setu names.
- At least one party resides in Assam within the jurisdiction of the Marriage Officer, evidenced by a voter identity card, passport, bank passbook or Aadhaar.
- Both parties are capable of giving valid consent and are of sound mind.
- Neither party has a living spouse from a subsisting marriage.
- The parties are not within the degrees of prohibited relationship, unless custom permits.
You cannot apply if:
- Either party was or is below the legal age. No Marriage Officer can register an underage marriage, and the age documents are checked first.
- An earlier marriage is still subsisting and no divorce decree or death certificate is filed.
- Neither party can show any address in the Marriage Officer's jurisdiction. Assam's registration is territorial, and the wrong office means a fresh application.
- You want the 30-day notice period waived. It is a statutory period and no official in Assam has the power to cut it short.
- The notice template is unsigned or the uploaded documents are illegible, the Sub-Registrar returns the file at the verification stage.
What does it cost in Assam?
The Sewa Setu service page publishes the charges openly, which makes overcharging easy to spot:
| Component | Amount |
|---|---|
| Notice fee | Rs 50 |
| RTPS fee, per application | Rs 200 |
| Convenience fee | Rs 10 |
That is the complete government charge for the online application. It is paid through the portal's payment gateway, and the portal issues an acknowledgement receipt immediately. A Public Facilitation Centre or a Citizen Service Centre filing on your behalf charges its own published operator fee on top; ask for that figure in writing before handing over documents.
Anything beyond these printed amounts, a "fast-track" charge, a "notice clearance" charge, an "officer's fee", is not a government fee.
How to apply for marriage registration in Assam
- Open Sewa Setu at
https://sewasetu.assam.gov.in/and search for Application for Marriage Registration under the Revenue and Disaster Management Department. Create a citizen account with your mobile number and complete the OTP verification. - Choose the correct case, an intended marriage that still has to be solemnised, or a marriage already solemnised that you are bringing on the register. The document set differs between the two.
- Fill the application with both parties' names exactly as on their identity documents, dates of birth, addresses and, for a solemnised marriage, the date and place of the ceremony. Download the marriage notice template, get both parties to sign it, and scan it.
- Upload the supporting documents: identity proof, address proof (voter ID, passport, bank passbook or Aadhaar), age proof (birth certificate or HSLC admit card), the signed notice template or the spouses' signatures, and the photographs.
- Pay online. The Rs 50 notice fee, the Rs 200 RTPS fee and the Rs 10 convenience fee — and save the acknowledgement receipt, which carries the application number you will need for every follow-up.
- Wait for the Sub-Registrar's verification. The Sub-Registrar checks the application and the uploads, and the notice is then published for objections.
- Book the appointment using the Appointment for Marriage service on Sewa Setu once the notice period has run. Assam's stated window is after 30 days and before 90 days from the date of publication of the notice.
- Attend before the Marriage Officer on the appointed date with both parties, the witnesses and every original document. The marriage proceedings are completed in the officer's presence.
- Collect the marriage certificate issued by the Marriage Officer at the end of the proceedings, and check every spelling and date before you leave.
Is there an offline route in Assam?
There is no separate paper channel that skips Sewa Setu, but there is a fully-supported assisted route. Assam explicitly allows the application to be filed at a Public Facilitation Centre (PFC) or a Citizen Service Centre, where an operator files the identical Sewa Setu application in your name. The appearance before the Marriage Officer is, of course, always physical. The notice, the solemnisation and the signing of the register cannot be done online.
How do I check status and appeal in Assam?
Log back into sewasetu.assam.gov.in with the mobile number used to apply and
track the application against the number on the acknowledgement receipt. The
portal shows where the file sits, with the Sub-Registrar for verification, in
the notice period, or awaiting the appointment.
Because the service is RTPS notified, Assam's Right to Public Services framework gives you a route beyond a polite reminder. If the designated officer does not act within the stipulated time, an appeal lies to the appellate authority named for the service. Quote the application number and the date of payment in the appeal.
Why do Assam applications get returned?
- Notice template uploaded unsigned, or signed by only one party.
- Age proof missing or mismatched. An HSLC admit card showing a different date of birth from Aadhaar is a common cause.
- Address proof outside the Marriage Officer's jurisdiction.
- Scans that cannot be read, or documents uploaded upside down.
- Appointment booked outside the window; before 30 days have passed from the notice, or after the 90-day outer limit, which forces a fresh notice.
- Objection filed during the notice period, which the Marriage Officer must decide before the marriage can be solemnised.
- Earlier marriage not disclosed, with no decree or death certificate.
Does an Assam marriage certificate need renewal?
No. Once the Marriage Officer signs it, the certificate is valid for life and records a fact that does not lapse. If the original is lost, a certified copy is issued from the same Sub-Registrar's office against the registration number, so keep that number somewhere separate from the certificate itself.
Assam publishes its marriage registration charges plainly: Rs 50 notice fee,
Rs 200 RTPS fee and Rs 10 convenience fee, paid on sewasetu.assam.gov.in. Pay
that online, keep the acknowledgement receipt, and treat any additional demand as
an overcharge. No Marriage Officer, PFC operator or CSC operator in Assam needs an
OTP from your phone to release your marriage certificate.

Frequently asked questions
Which portal is used for marriage registration in Assam?
Assam uses the Sewa Setu portal at sewasetu.assam.gov.in, where "Application for Marriage Registration" and "Appointment for Marriage" are listed under the Revenue and Disaster Management Department. The older rtps.assam.gov.in portal has been merged into Sewa Setu.
What does marriage registration cost in Assam?
The Sewa Setu service page lists a notice fee of Rs 50, an RTPS fee of Rs 200 per application and a convenience fee of Rs 10, all paid online. There is no additional government charge, so any larger demand is an agent's margin.
How long does marriage registration take in Assam?
Assam's marriage process runs on the statutory notice period — the marriage is solemnised after 30 days and before 90 days from the date of publication of the notice. That waiting period is fixed by law and cannot be shortened by any officer or agent.
Is marriage registration covered by the Right to Public Services Act in Assam?
Yes. Sewa Setu marks both "Application for Marriage Registration" and "Appointment for Marriage" as RTPS-notified services, which means a designated officer is accountable for delivering them and an appeal lies if the timeline is missed.
Can I apply without a computer in Assam?
Yes. Sewa Setu accepts applications filed at a Public Facilitation Centre (PFC) or a Citizen Service Centre, where an operator files the same online application on your behalf against the published charges.
Who solemnises the marriage in Assam?
The Marriage Officer, working from the Sub-Registrar's office under the Revenue and Disaster Management Department, verifies the application, publishes the notice, and conducts the marriage proceedings before issuing the certificate.
Does an Assam marriage certificate expire?
No. An Assam marriage certificate is valid for life and never needs renewal, though you can obtain a fresh certified copy from the Sub-Registrar's office if the original is lost.
