OBC/MOBC and Non-Creamy-Layer Certificate in Assam
Assam state government scheme
Assam issues two separate certificates through Sewa Setu at sewasetu.assam.gov.in, the Backward Classes (OBC/MOBC) Certificate, which records your community, and the Non-Creamy-Layer Certificate, which needs the OBC/MOBC certificate as an input. Both are Social Justice and Empowerment Department services with a 30-working-day delivery time and statutory charges of Rs 30 plus a Rs 10 convenience fee.
What is the OBC/MOBC and Non-Creamy-Layer certificate in Assam?
Assam issues backward-class certificates through the Department of Social Justice and Empowerment, not the Revenue Department, and delivers them on Sewa Setu, the Assam state services portal at sewasetu.assam.gov.in, with approved certificates downloaded from the ARTPS portal.
Assam splits the job into two separate services, and understanding the split saves a wasted month:
- Issuance of Backward Classes (OBC/MOBC) Certificate: records that you belong to a community notified in Assam as OBC or MOBC. Service delivery time: 30 working days.
- Issuance of Non-Creamy-Layer Certificate: separately certifies that your family's income keeps you outside the creamy layer. Service delivery time: 30 days.
The order matters. The Non-Creamy-Layer service on Sewa Setu explicitly lists a digital OBC/MOBC certificate from the competent authority among its required documents. You cannot get the NCL certificate first; the community certificate is an input to it. Applicants who need both should budget for two cycles, not one.
MOBC stands for More Other Backward Classes, an Assam-specific classification that sits alongside OBC and carries its own reservation share in state education and employment. Assam state forms will ask you to pick one, and your certificate says which.
Who can and who cannot apply?
You can apply for an Assam OBC/MOBC certificate if you reside in Assam and your community is notified as OBC or MOBC in Assam. Sewa Setu builds the case principally on your father's caste certificate, so the paternal record is what the file turns on. Where no such certificate exists, the portal accepts a recommendation of an authorised caste, tribe or community organisation notified by the State Government in its place, a route many families with no earlier certificate use.
You can apply for the Non-Creamy-Layer Certificate if you already hold a digital OBC/MOBC certificate and your parents' or spouse's income, certified by the Circle Officer or the Treasury, falls below the creamy-layer threshold.
You cannot apply in Assam if your family's backward-class record belongs to another state; reservation follows the state that recorded your family, and Assam will not convert an outside certificate. You are also not eligible for a non-creamy-layer certificate without the underlying OBC/MOBC certificate, or if the family income certified by the Circle Officer crosses the creamy-layer ceiling. A community absent from Assam's OBC and MOBC notifications cannot be certified at all.
Separately, an Assam OBC or MOBC certificate does not by itself create central OBC entitlement. That depends on whether your community appears on the Central List of OBCs for Assam, which does not mirror Assam's own lists.
What documents are required?
For the Backward Classes (OBC/MOBC) Certificate, Sewa Setu lists:
- Applicant's photograph
- Proof of date of birth: birth certificate, Aadhaar, PAN or an admit card
- Proof of residence; Permanent Resident Certificate, Aadhaar, EPIC, a land document, an electricity bill or a ration card
- Father's caste certificate, or a recommendation of an authorised caste/tribe/community organisation notified by the State Government where the father's certificate is unavailable
- Optional: voter list extract, affidavit, an existing caste certificate
For the Non-Creamy-Layer Certificate, Sewa Setu lists:
- Proof of residency — electricity bill, land document, voter ID, Aadhaar, ration card or bank passbook
- Digital OBC/MOBC certificate from the competent authority
- Income certificate of the parents or spouse, issued by the Circle Officer or the Treasury
- A scanned copy of the application form
- Supporting documents; voter list, affidavit, existing certificates
The income certificate is the pivot of the NCL application. Get it from the Circle Officer or the Treasury before you start, because an income figure declared without that certificate will not carry the file.
What does it cost in Assam?
Sewa Setu publishes the same fee structure for both services:
- Statutory / user charges: Rs 30
- Convenience fee: Rs 10
- Service charge through a PFC or CSC: Rs 30
- Printing: Rs 10 per page, where printing is done at the centre
- Scanning: Rs 5 per page, where scanning is done at the centre
Applying from home, you pay Rs 30 plus the Rs 10 convenience fee. Applying at a Public Facilitation Centre or Citizen Service Centre adds the Rs 30 service charge, and the per-page scanning and printing charges only where those are actually used.
How to apply for an OBC/MOBC certificate in Assam online
- Register on Sewa Setu. Open sewasetu.assam.gov.in, click Register, and create an account with your mobile number, email and personal details. Verify the OTP.
- Open the right service. Select Issuance of Backward Classes (OBC/MOBC) Certificate under the Department of Social Justice and Empowerment. The service page restates the 30-working-day delivery time and the fee breakdown before you begin.
- Fill the application form. Enter your name, father's name, date of birth, full address with district and circle, and select OBC or MOBC as your category.
- Upload the documents. Attach your photograph, the date-of-birth proof, the residence proof and the father's caste certificate, or the notified community organisation's recommendation where the father's certificate does not exist.
- Pay Rs 30 in statutory charges plus the Rs 10 convenience fee through the portal's payment step, and save the acknowledgement with its reference number.
- Wait for the SMS and email notification. Sewa Setu notifies you when the application is decided, and the approved certificate is downloaded from the ARTPS portal.
How to apply for the Non-Creamy-Layer certificate in Assam
- Get the OBC/MOBC certificate first. The NCL service requires the digital OBC/MOBC certificate as an attached document, so complete that cycle before starting this one.
- Get an income certificate of your parents or spouse from the Circle Officer or the Treasury. This is the document the creamy-layer finding is built on.
- Log in to Sewa Setu and open Issuance of Non-Creamy-Layer Certificate, again under the Department of Social Justice and Empowerment.
- Fill the form and upload the residency proof, the digital OBC/MOBC certificate, the parents' or spouse's income certificate, the scanned application form copy and any supporting voter list, affidavit or existing certificate.
- Pay the Rs 30 statutory charge and the Rs 10 convenience fee, and save the acknowledgement.
- Download the certificate from the ARTPS portal once approved. Sewa Setu states 30 days as the delivery time, with faster handling for applicants from autonomous council areas and the full 30 working days where physical verification is required.
How do you apply offline in Assam?
- Visit a Public Facilitation Centre (PFC) or a Citizen Service Centre (CSC) with originals and photocopies of every document listed above.
- Ask the operator to file the Sewa Setu application in your name. There is no separate paper channel. The file goes into the same online queue with the same 30-working-day clock.
- Pay the Rs 30 statutory charge, the Rs 10 convenience fee and the notified Rs 30 service charge, plus scanning at Rs 5 per page and printing at Rs 10 per page only where used.
- Collect the printed acknowledgement with the reference number, and download the certificate from the ARTPS portal once the SMS or email arrives.
How do you check the application status?
Log in to Sewa Setu and track the application against the reference number on your acknowledgement; Assam also notifies decisions by SMS and email. The toll-free helpline for Sewa Setu services is 1800-345-3574.
If the 30 working days pass without a decision, escalate in writing to the district office of the Department of Social Justice and Empowerment, quoting the application reference number, and keep a copy of the escalation. Assam's Right to Public Services framework is what the published delivery time sits under, and a written complaint against a lapsed timeline is the correct route.
Why are Assam applications rejected?
- No father's caste certificate and no recommendation from a State-notified caste, tribe or community organisation.
- The community claimed is not in Assam's OBC or MOBC notifications.
- The Non-Creamy-Layer application was filed without the digital OBC/MOBC certificate attached.
- The income certificate was not issued by the Circle Officer or the Treasury, or shows income above the creamy-layer ceiling.
- The name or date of birth differs across Aadhaar, the birth certificate and the father's certificate.
- Residence proof shows an address outside the circle where the application was filed.
- Scans are unreadable or attached to the wrong document slot.
What about agents and middlemen?
The Assam certificate costs Rs 40 online; Rs 30 in statutory charges plus a Rs 10 convenience fee, and at most Rs 70 plus per-page scanning and printing at a PFC or CSC. Those figures are published on the Sewa Setu service pages themselves, and nothing beyond them is payable to anyone.
No officer, operator or middleman can move a file ahead of the queue; it still goes to the same Department of Social Justice and Empowerment officials for the same verification. Agents who quote thousands of rupees for an "urgent" OBC/MOBC or non-creamy-layer certificate are charging for a Rs 40 service. Report any such demand to the toll-free helpline 1800-345-3574, and keep the acknowledgement and the payment receipt the portal generates.

Frequently asked questions
What is the difference between the OBC/MOBC certificate and the Non-Creamy-Layer certificate in Assam?
The Backward Classes (OBC/MOBC) Certificate records which notified community you belong to, while the Non-Creamy-Layer Certificate separately certifies that your family's income keeps you outside the creamy layer — and Assam's Sewa Setu portal requires the digital OBC/MOBC certificate as a document for the NCL application. You need the first before you can get the second.
How much does an Assam OBC/MOBC or NCL certificate cost?
Sewa Setu publishes statutory charges of Rs 30 and a convenience fee of Rs 10 for both services, plus a Rs 30 service charge if you apply through a Public Facilitation Centre or Citizen Service Centre. Scanning is charged at Rs 5 per page and printing at Rs 10 per page where those are used, and nothing beyond this is payable.
How long does an Assam OBC/MOBC certificate take?
Sewa Setu states a service delivery time of 30 working days for the Backward Classes (OBC/MOBC) Certificate, and 30 days for the Non-Creamy-Layer Certificate. Applicants from autonomous council areas are shown a faster track for the NCL certificate, while cases needing physical verification take the full 30 working days.
Which department issues these certificates in Assam?
The Department of Social Justice and Empowerment, Government of Assam owns both services on Sewa Setu. This differs from most states, where the Revenue Department issues backward-class certificates.
What is MOBC in Assam?
MOBC stands for More Other Backward Classes, a separate Assam classification that sits alongside OBC and carries its own reservation share in state education and employment. Your Assam certificate names which of the two applies to you, and state forms will ask you to select the same one.
What if my father has no caste certificate?
Sewa Setu accepts a recommendation from an authorised caste, tribe or community organisation notified by the State Government in place of the father's caste certificate. This is the standard route for families with no earlier certificate in the record.
Where do I download my Assam certificate once it is approved?
Approved certificates are downloaded from the ARTPS portal, and Sewa Setu notifies you by SMS and email when the application is decided. Keep the application reference number from the acknowledgement, because the download is keyed to it.
Can I apply if I cannot use a computer?
Yes — apply through a Public Facilitation Centre (PFC) or a Citizen Service Centre (CSC), which files the same Sewa Setu application on your behalf for a notified Rs 30 service charge. The file joins the same online queue, not a separate paper channel.
