What is the fish collection cum patrolling boat scheme?

Assistance to Scheduled Castes for Fisheries is a group of state-funded components run by the Commissionerate of Fisheries, Government of Gujarat, under the Agriculture, Farmers Welfare and Co-operation Department. The components are financed from the Scheduled Caste sub-plan of the state fisheries budget, and each one targets a specific piece of equipment or activity that a Scheduled Caste fisher needs in order to work a reservoir fishery.

The component covered here funds a fish collection cum patrolling boat. The Commissionerate of Fisheries provides a subsidy of 75%, limited to a unit cost of Rs 5,00,000, for the purchase of such a boat by a Scheduled Caste lessee of a reservoir. The maximum assistance therefore comes to Rs 3,75,000, with the beneficiary funding at least Rs 1,25,000.

The stated objectives are to increase fish production by rearing fish in reservoirs and to provide employment to members of the Scheduled Caste community engaged in inland fisheries. Gujarat's inland fishery rests on 6 large reservoirs together with a large number of medium and minor water bodies and the Sardar Sarovar command area, and these fisheries are usually leased out to fishermen co-operative societies and individual lessees.

Why a reservoir lessee needs this boat

A large reservoir is not a pond. Water spread can run to thousands of hectares, and the fishing craft working it are small, unpowered or lightly powered, and scattered. That creates two problems the boat solves.

Collection. Fish caught in the morning at the far end of a reservoir loses value by the time it is rowed to shore. A motorised collection boat moves along the fishing craft, takes the catch on board, and brings it to the landing point quickly, so more of the catch reaches the market in fresh condition and fetches a better price.

Patrolling. The lessee pays for fingerlings to be stocked and then waits one or more growing seasons for the stock to become harvestable. Unauthorised fishing during that period takes fish the lessee has paid for. A patrolling boat gives the lessee the physical ability to police a large water spread, which is otherwise impossible from the bank.

Combining both functions in one craft is what makes the unit affordable and is why the component is defined as a collection cum patrolling boat rather than two separate assets.

How much assistance is available?

• Subsidy rate: 75% of the cost of the boat.
• Unit cost ceiling: Rs 5,00,000.
• Maximum assistance: Rs 3,75,000.
• Beneficiary share: at least Rs 1,25,000, plus the whole of any cost above the Rs 5,00,000 ceiling.

If a lessee buys a boat costing Rs 6,50,000, the subsidy is still calculated on Rs 5,00,000, so the assistance stays at Rs 3,75,000 and the lessee funds Rs 2,75,000. The subsidy is released after purchase, against invoice and physical verification, not as an advance, so the beneficiary needs bridging funds or a bank loan to complete the purchase.

Who is eligible, and who is not eligible?

You can apply if:

• You belong to a Scheduled Caste community recognised in Gujarat and hold a valid caste certificate from a competent authority.
• You hold a current lease or licence over a reservoir or inland water body in Gujarat, or you are a Scheduled Caste fishermen co-operative society holding such a lease.
• You are a resident of Gujarat and are engaged in inland fisheries as your occupation.
• You are registered with the district fisheries office as a fisher or fisheries society.

You cannot apply, or are not eligible, if:

• You do not belong to a Scheduled Caste. This component is funded from the SC sub-plan and general, OBC and Scheduled Tribe applicants are not eligible under it, though parallel components exist for other categories.
• You hold no reservoir lease or licence. A boat for a water body you have no rights over cannot be sanctioned.
• You are a marine fisher seeking a sea-going craft. Marine boats and mechanisation are covered by separate marine fisheries components.
• You have already received a subsidised boat under this or another scheme within the prescribed period.
• Your society is in lease-rent arrears, audit default or under supersession.
• You bought the boat before sanction, which puts the purchase outside the scheme.

What documents are required?

How to apply for the fish collection cum patrolling boat subsidy

1. Confirm your lease is current and lease dues are cleared. This is the document the whole application rests on.
2. Get a written quotation for a fish collection cum patrolling boat from a registered boat builder or supplier, itemising the hull, engine and fittings, so the estimate can be checked against the Rs 5,00,000 unit cost.
3. Collect your papers — Scheduled Caste certificate, Aadhaar, bank passbook, lease document, and for a society, the registration certificate and the resolution authorising the purchase.
4. Submit the application to the district Superintendent of Fisheries for the district in which the reservoir lies, and take an inward acknowledgement with the file number.
5. Allow field verification. Departmental staff verify the lease, the water body, the applicant's occupation and the need for the boat.
6. Wait for the sanction order before spending anything. Sanction depends on the district proposal being covered by the year's Scheduled Caste sub-component allocation.
7. Buy the boat after sanction, keep the tax invoice, and get the craft registered where registration is required.

• Caste certificate missing, expired or issued outside Gujarat.
• Lease expired or not renewed on the date of application.
• Boat purchased before sanction, so the asset cannot be tied to an approved estimate.
• Quotation from an unregistered supplier, or an estimate that does not break down hull, engine and fittings.
• Bank account not seeded with Aadhaar, which blocks the transfer even after sanction.
• Duplicate benefit, where the applicant or another member of the same household has already taken a subsidised craft.
• Purpose mismatch, where the craft bought is a plain fishing boat rather than a collection cum patrolling boat.

Key dates and grievance route

The scheme runs on the Gujarat financial year, 1 April to 31 March, and applications are considered against the annual plan and the Scheduled Caste sub-component allocation for that year. No fixed last date for applications has been announced, but filing early in the financial year improves the chance of being covered before the allocation is exhausted.
