What is the PMMSY freshwater finfish hatchery component in Gujarat?

Pradhan Mantri Matsya Sampada Yojana (PMMSY) is the flagship fisheries scheme of the Department of Fisheries, Government of India, launched in 2020 with an investment of Rs 20,050 crore, the largest ever made in India's fisheries sector. Why hatcheries specifically

Who is eligible for the PMMSY hatchery subsidy?

You can apply if:

• You are a resident of Gujarat, aged 18 or above.
• You are an individual fish farmer, entrepreneur, fish farmer producer organisation, self-help group, cooperative society or private hatchery promoter. PMMSY's beneficiary-oriented components are open to all of these.
• You have secure title to the hatchery site: land in your own name shown on the 7/12 and 8-A extracts, or a registered long-tenure lease.
• You have an assured year-round water source of acceptable quality.
• You can fund the balance of the project cost beyond the subsidy, from own funds or a sanctioned bank term loan.
• You have a Detailed Project Report setting out capacity, layout, species and itemised cost.

You cannot apply, or will not be sanctioned, if:

• You have no ownership document or registered lease for the site. This is the single most common ground on which a hatchery proposal falls.
• Your site has no dependable water through the dry months. A hatchery that cannot operate in the breeding season has no case.
• You have already built the hatchery. PMMSY funds work sanctioned in advance and verified at completion; it does not reimburse an asset created before sanction.
• You have already drawn subsidy for the same asset under another central or state scheme. Double funding of a single unit is not allowed.
• You are claiming the 60 per cent rate without a caste certificate while applying as an SC or ST beneficiary. Without the certificate the sanction is scaled back to the general 40 per cent rate.

How much subsidy will I actually receive?

Two points decide the real figure. First, the subsidy is a share of the approved cost, not of whatever you spend, if the district office appraises the project at less than the unit cost, the subsidy falls proportionately. Second, the subsidy is back-ended. Money is released after construction against physical verification, normally in instalments tied to progress, so you must arrange bridge finance for the construction period.

1. Prepare a Detailed Project Report for the hatchery, stating annual seed production capacity, the species you will breed, the tank and pond layout, the water source, and an itemised cost that maps onto the approved unit cost.
2. Open the i-Khedut portal at ikhedut.gujarat.gov.in, choose the Fisheries scheme group, and check whether the application window for this component is currently open. Windows are announced by the department rather than left open all year.
3. Register on i-Khedut with your Aadhaar and mobile number, complete your profile, and fill the application for the hatchery component.
4. Print the submitted application, sign it, and attach the DPR, land record, water source evidence, bank details, caste certificate where applicable and the sanction letter or proof of your own contribution.
5. Submit the printed set to the district Fisheries office — the Superintendent of Fisheries or Assistant Director of Fisheries for your district, and take an acknowledgement.
6. Cooperate with the technical appraisal and site inspection. Departmental officers examine the site, the water source and the costing before the proposal goes for sanction.
7. On receiving the sanction letter, begin construction. Do not start before sanction; pre-sanction work is not funded.
8. After completion, request physical verification and submit completion photographs and expenditure records so the subsidy is released to your bank account.

Why hatchery proposals get rejected

• Weak or absent title to the site, or a lease too short to justify a permanent structure.
• No assured water through the breeding and rearing season.
• A thin DPR, no stated capacity, no species plan, no itemised cost. The appraisal cannot be done on a one-page estimate.
• Missing SC or ST certificate where the 60 per cent rate was claimed, which pulls the sanction down to the general 40 per cent rate.
• Construction started before sanction, which takes the unit outside the scheme entirely.
• No evidence of the balance funding, so the department cannot be satisfied the project will be completed.
• Annual target exhausted for the component in that district, in which case the proposal waits for the next year's plan.

What happens after the hatchery is built?

The district office carries out physical verification against the sanctioned DPR; tank dimensions, pond area, water infrastructure: before releasing the subsidy. Beneficiaries are normally expected to keep the unit operational and to report seed production, since the point of the component is to add real seed supply to the state. A unit found non-functional or diverted to another use can face recovery of the subsidy.
