What is the Scheduled Caste prawn seed stocking scheme?

Assistance to Scheduled Castes for Fisheries (Prawn Seed Stocking) is an inland fisheries component run by the Commissionerate of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat. The scheme has two stated aims: to increase fish production by rearing fish and prawn in reservoirs, and to provide employment to Scheduled Caste fishermen.

The mechanism is simple. Freshwater prawn does not naturally restock a reservoir at commercial density. Seed: juvenile prawn, usually Macrobrachium rosenbergii or a comparable freshwater species, has to be procured from a hatchery and released into the water body at the right season and the right size. That stocking cost sits between a poor fishing community and a productive fishery. This component covers that cost for water bodies fished by Scheduled Caste fishermen and their societies, so that the catch a year later is larger and more valuable.

Who is eligible for the prawn seed stocking assistance?

You can be considered if:

• You are a resident of Gujarat belonging to a Scheduled Caste, with a caste certificate issued by the Mamlatdar or other competent authority.
• You are engaged in inland fishing, as an individual fisherman or as a member of a fishermen co-operative society.
• You are a registered fishermen co-operative society whose members are Scheduled Caste fishermen, applying on their behalf.
• You have, or your society has, access to the water body to be stocked; through a lease, a licence or the fishing rights granted for that reservoir or tank.
• You hold an Aadhaar-linked bank account for any cash component paid by direct benefit transfer.

You cannot apply if:

• You are not from a Scheduled Caste. This component is reserved; other inland and marine fisheries schemes of the Commissionerate remain open to you.
• You are not a resident of Gujarat.
• Neither you nor your society holds rights over the water body proposed for stocking. Seed cannot be released into a reservoir stretch that another lessee works.
• You are applying outside the stocking season, or after the district's physical target for the year has been exhausted.

How much assistance does the scheme give?

The assistance is delivered as prawn seed stocked in the water body, and, in some years, an associated support cost. The rate per unit of seed and the quantity to be stocked per hectare of water spread are notified by the Commissionerate of Fisheries in its scheme circular for the financial year.

No single standing rupee figure is published for this component, and this guide does not invent one. Seed rates track hatchery prices and vary with the species and size of the seed. Two practical points follow from how the benefit works:

1. The benefit is an input, not income. The return arrives at the next harvest, typically after a grow-out period of several months, and depends on survival rates in the water body.
2. The stocking must be done at the right time. Seed released too late in the season, or at too small a size, gives poor survival, which is why the department ties stocking to a season rather than accepting applications round the year.

How to apply for prawn seed stocking assistance

1. Get your Scheduled Caste certificate from the Mamlatdar of your taluka if you do not already hold a valid one. Every step after this depends on it.
2. Contact the district fisheries office — the field office of the Commissionerate of Fisheries for your district, and ask for the current year's circular for the Scheduled Caste inland fisheries stocking component, the application form, and the last date for the season.
3. Prepare the water body details. The application needs the name and location of the reservoir, tank or pond, its water spread area, and the document showing that you or your society holds fishing rights over it.
4. Fill and submit the application at the district fisheries office with self-attested copies of the caste certificate, Aadhaar, residence proof, bank passbook and, for a society, the registration certificate and resolution. Collect a dated acknowledgement.
5. Allow the departmental inspection. A fisheries officer verifies the water body and the applicant's rights over it before sanction.

Why applications get rejected

• Caste certificate missing or issued by a non-competent authority.
• No documented rights over the water body proposed for stocking.
• Application filed after the stocking season, when seed can no longer be released usefully.
• Society registration lapsed or the authorising resolution not attached.
• Bank account not Aadhaar-seeded, so a DBT component fails after sanction.
• District target exhausted under the Scheduled Caste Sub-Plan allocation for the year.
• Duplicate claim. The same water body already stocked under another scheme in the same season.
