What is the PMMSY stocking of fingerlings in reservoir component?

Pradhan Mantri Matsya Sampada Yojana is the Government of India's flagship fisheries scheme, launched in 2020 to bring about a Blue Revolution through the sustainable and responsible development of the fisheries sector. PMMSY is implemented in every state through the state fisheries department, and in Gujarat the implementing agency is the Commissionerate of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department.

PMMSY guidelines published by the Department of Fisheries set the standard pattern of assistance for beneficiary-oriented activities at 40% of unit cost for general category beneficiaries and 60% of unit cost for Scheduled Caste, Scheduled Tribe and women beneficiaries, with the remaining share met by the beneficiary.

For reservoir stocking the position depends on who does the stocking:

• Where the department stocks a reservoir directly as a public activity, the cost is borne by the government and there is no beneficiary contribution.

Who is eligible, and who is not eligible?

You can apply if:

• You are a fishermen co-operative society holding a lease or licence over a reservoir or inland water body in Gujarat.
• You are an individual lessee with a valid fishing lease over the water body you propose to stock.
• You are a fish farmer or inland fisher registered with the Gujarat fisheries department and on the National Fisheries Digital Platform.
• Your society is registered, has current bye-laws, and is not in audit default.

You cannot apply, or are not eligible, if:

• You hold no lease or licence over the water body. Nobody can claim assistance to stock a reservoir they have no rights over.
• You want to stock a private pond or farm tank. That is covered by separate PMMSY aquaculture components for pond construction, inputs and grow-out, not by the reservoir stocking component.
• Your society is in arrears of lease rent or under supersession.
• You are claiming the 60% rate without a caste certificate or without qualifying as a woman beneficiary. The higher rate is not available on assertion alone.
• The same cost has already been assisted under another state or central scheme.

How to apply for reservoir fingerling stocking assistance

1. Register on the National Fisheries Digital Platform as a fisher, fish farmer or fisheries co-operative, and keep the registration printout.
2. Confirm your lease position. Ensure the society's lease or licence over the reservoir is current and lease dues are cleared, since the application turns on this document.
3. Prepare a stocking proposal stating the reservoir name, water spread area in hectares, the species mix, the number of fingerlings proposed and the estimated cost at prevailing hatchery rates.
4. Submit the application to the district Superintendent of Fisheries whose jurisdiction covers the reservoir, attaching the lease, registration certificate, Aadhaar, bank details and caste certificate if the higher rate is claimed.
5. Obtain the inward acknowledgement with the file number and use it for every follow-up.
6. Wait for inclusion in the annual action plan. District proposals are consolidated by the Commissionerate of Fisheries and funded against the state's approved PMMSY plan for that financial year.
7. Procure fingerlings only from an approved hatchery after sanction, keep the bills, and stock the reservoir in the presence of departmental staff who record the release.

• Water body outside the reservoir category, for example a private pond, which belongs under a different PMMSY component.
• Seed bought from an unapproved source, or fry supplied instead of the fingerlings the component requires.
• Stocking done before sanction, leaving no departmental record of the release.
• Bank account not verified or not linked to Aadhaar, which stalls the transfer even after sanction.
• Society audit in arrears, which blocks release of public funds.

PMMSY activity in Gujarat is planned by financial year, 1 April to 31 March, and stocking itself is clustered in the post-monsoon months when reservoirs are full. No fixed last date for applications has been announced; the binding constraint is inclusion in the year's action plan.
