These services do not "reject" applications the way a scholarship or a loan does, there is no benefit to sanction. What actually fails is a grievance that gets closed without resolution on CPENGRAMS, or a Digital Life Certificate (DLC) that will not generate on Jeevan Pramaan. Both failures can stop a pension. This article covers each, for the Central Government Pensioners' Grievance and Digital Life Certificate Services run by the Department of Pension & Pensioners' Welfare (DoPPW).

This article is about the things that go wrong.

Grievance failures on CPENGRAMS

Wrong channel. CPENGRAMS handles only central government pension grievances. A state government pensioner, an EPFO pensioner under the Employees' Pension Scheme 1995, or a defence pensioner will find their grievance forwarded or closed as "not applicable." Fix: use your state pension portal, EPFiGMS, or SPARSH respectively. Jeevan Pramaan, by contrast, still works for all government pensioners.

Grievance closed without a proper reply. The most common complaint is a disposal that does not actually solve the problem. Fix: use the Appeal option on the portal to contest the disposal, and the Send Reminder/Clarification option for a case that is still pending. Keep the registration number handy.

Vague complaint text. A grievance that says "pension not received" without figures often bounces between offices. Fix: state what was due, what was paid, from which date, your PPO number, and the disbursing authority — the factual four-part description routes the case correctly.

Missing routing details. Without the correct PPO number and pension disbursing authority, the grievance lands at the wrong office. Confirm both before submitting.

If the portal is not usable, call the toll-free helpline 1800-11-1960, which registers grievances by phone and reads back the registration number.

Digital Life Certificate failures on Jeevan Pramaan

Face authentication fails to generate the certificate. DLC generation needs an Android phone with a working front camera, the AadhaarFaceRD app and the Jeevan Pramaan face authentication app both installed. If either app is missing or outdated, the scan will not complete. Fix: install/update both from the Google Play Store and retry in good light.

OTP never arrives. The process validates your details with an OTP before the face scan. If the mobile number is not the one linked to Aadhaar, no OTP comes. Fix: update your Aadhaar-linked mobile number, or use a DLC camp / bank branch for biometric authentication instead.

PPO or account details rejected. The certificate carries your PPO number, sanctioning authority, disbursing agency and account number. A mismatch with the disbursing agency's records can stop it from being accepted. Fix: enter details exactly as on the Pension Payment Order and check with your bank/post office.

Aadhaar not registered with the disbursing agency. Jeevan Pramaan needs an Aadhaar number registered with the pension disbursing agency. If it is not seeded, generation fails. Fix: get Aadhaar seeded at the bank or post office branch.

Timing traps that put a pension at risk

Pensioners submit the life certificate every November; those aged 80 and above may submit from 1 October, a longer window. Missing the window can pause pension credit. Fix: act in the first half of November, and use a fallback route early if the digital one is not working. A DLC camp, India Post Payments Bank doorstep service for super-senior and differently-abled pensioners, or a bank/CSC counter.

Every one of these services is free. No official will ask a pensioner for an OTP over the phone, and no agent needs to be paid to register or follow up a grievance or a life certificate.
