What is the Social Security Pension Scheme in Chhattisgarh?

Social Security Pension Scheme, called Samajik Suraksha Pension Yojana in Chhattisgarh, is a monthly disability pension run by the Social Welfare Department, Government of Chhattisgarh. The department states the objective directly: to give financial support to persons with disabilities and to dwarf persons living below the poverty line, so that they can live with dignity.

The benefit listed on the department's own scheme page is Rs 500 per month, marked as a state scheme. Over a year that is Rs 6,000, paid by Direct Benefit Transfer into the beneficiary's bank account.

The scheme is one of several pensions grouped under the department's Social Assistance Programme. Alongside it sit the Indira Gandhi National Disability Pension Scheme, the Indira Gandhi National Old Age and Widow Pensions, Sukhad Sahara Yojana for destitute widows, and the Chief Minister Pension Scheme. A disabled applicant in Chhattisgarh is normally placed in one of these, not several, and the district office decides which head fits.

What makes this scheme distinctive is its reach downwards in age and across the disability spectrum. The national disability pension is confined to severe disability of 80 per cent or more between 18 and 79 years. The Chhattisgarh Social Security Pension starts at age 6, does not set a severity threshold in the eligibility list published by the department, and explicitly names dwarf persons (baune vyakti) as a covered category, a group frequently left out of disability pension design elsewhere.

Who is eligible for the Social Security Pension Scheme?

The Social Welfare Department publishes four eligibility conditions.

You can get this pension if:

  • You are a native resident of Chhattisgarh (mool niwasi).
  • You are a disabled child aged 6 to 17 years, with the important rider below.
  • You are a person with disability aged 18 years or above.
  • You are a dwarf person.
  • Your household lives below the poverty line, which is the stated purpose of the scheme.

The schooling rider for children. The department's own wording is unambiguous: among the 6 to 17 age group, disabled children aged 6 to 14 who are not studying will not be eligible. The pension for younger children is tied to keeping them in school, so a school enrolment or attendance certificate should go in with the application for anyone in that band.

You cannot apply, or are not eligible, if:

  • You are a child below 6 years of age. The scheme's floor is 6.
  • You are a disabled child aged 6 to 14 who is out of school. This is an explicit exclusion, not an administrative preference.
  • You do not hold a valid disability certificate issued by a competent medical authority. Without it there is nothing for the sanctioning officer to verify.
  • You are not a resident of Chhattisgarh.
  • Your household is above the poverty line. The scheme is written for BPL households.
  • You are already drawing a disability pension under another head for the same person, which the district office treats as a duplicate.

What documents are required?

Document Mandatory Notes
Disability certificate Yes From the competent medical authority; the core document
Aadhaar card Yes Identity, age and bank seeding
Chhattisgarh residence proof Yes Native residence is a stated condition
BPL ration card or poverty-line proof Yes Matches the scheme's stated objective
Bank passbook Yes Own-name, Aadhaar-seeded account for DBT
School enrolment proof Only for ages 6 to 14 Out-of-school children in this band are excluded
Passport-size photograph Yes For the pension application form

Get the disability certificate first. In Chhattisgarh it is issued through the district hospital or a medical college by a board of doctors, and a certificate from a private clinic will not be accepted. If the certificate has expired or carries a review date that has passed, renew it before applying — an expired certificate is treated the same as no certificate.

How to apply for the Social Security Pension Scheme

  1. Obtain or renew the disability certificate from the district hospital or medical college board. For dwarf applicants, the certificate should record the condition in the terms the medical board uses.
  2. Collect the supporting documents: Aadhaar, residence proof, BPL card, bank passbook and a photograph, plus school proof if the applicant is aged 6 to 14.
  3. Get the pension application form from the Gram Panchayat, the ward office or the Social Welfare Department website, which publishes a single combined pension application form for its schemes. Fill it in fully and copy the bank account number and IFSC exactly as printed in the passbook.
  4. Submit the form at the Gram Panchayat in a rural area, or at the Municipal Corporation, Municipality or Nagar Panchayat ward office in an urban area. Take a dated receipt.
  5. The Gram Panchayat forwards the application with its recommendation to the Janpad Panchayat, which is the route the department prescribes.
  6. Sanction is issued by the Janpad Panchayat in rural areas or the urban local body in urban areas. Once approved, the name is added to the monthly payroll and payment begins by DBT.

How to apply online through e-District or Sewa Setu

  1. Open edistrict.cgstate.gov.in and register with a mobile number, or use sewasetu.cgstate.gov.in, or take the documents to a Common Service Centre or Choice Centre and have the operator file it.
  2. Select the Social Welfare and Pension category, then the service Application for inclusion in Samajik Suraksha Pension Yojana.
  3. Fill in personal details, disability certificate details and bank details, and upload the scanned documents.
  4. Submit and save the acknowledgement number printed on the receipt.

The e-District portal shows a stipulated time limit of 60 days for this service. That is the official yardstick to hold the office to if the file stalls.

How do I check my application status?

  • Use the application-status option on edistrict.cgstate.gov.in or sewasetu.cgstate.gov.in with your acknowledgement number.
  • Ask the Gram Panchayat secretary or ward clerk where the file has reached; rural files sit with the Janpad Panchayat awaiting sanction.
  • After sanction, check the bank passbook for the DBT credit rather than waiting for a letter.
  • If nothing has moved past the 60-day limit, escalate on the CM Helpline, 1076, quoting the acknowledgement number and the date of submission.

Why do Social Security Pension applications get rejected?

  • No valid disability certificate, or a certificate issued by an authority the district does not recognise. This is the commonest single cause.
  • The certificate has expired or its review date has passed.
  • The child is aged 6 to 14 and out of school, which the department excludes outright.
  • The applicant is below 6 years of age.
  • The household is not below the poverty line, or the BPL record is in a different name.
  • The bank account is not Aadhaar-seeded, is joint, or is in a parent's or guardian's name rather than the beneficiary's. For minors, ask the bank about a minor account with a guardian, not a substitution of the account holder.
  • A pension is already running for the same person under the national disability pension or another head.
  • Name spelling mismatch between the disability certificate, Aadhaar and the bank record. Get all three to agree before applying.

Where do I complain?

Escalate in order: the Gram Panchayat secretary or ward office, then the Janpad Panchayat or urban local body that holds the sanction power, then the District Social Welfare Officer at the collectorate. Department-level contact details are published at sw.cg.nic.in. Statewide, the Chhattisgarh CM Helpline is 1076, and Sewa Setu service issues can be raised on 9203406400 or at sewasetu.helpline@cgchips.in.

Applying is free. A Common Service Centre may charge the notified service fee for typing and uploading, but no agent can charge to "get the pension sanctioned", and the sanction rests only with the Janpad Panchayat or the urban local body.

Frequently asked questions

How much is the Social Security Pension in Chhattisgarh?

Social Security Pension Scheme pays Rs 500 per month, or Rs 6,000 a year. The Social Welfare Department lists the benefit as "Rs 500 per month (state scheme)", so the money is funded from the Chhattisgarh state budget.

Who is eligible for the Social Security Pension Scheme in Chhattisgarh?

Native residents of Chhattisgarh in three groups qualify — disabled children aged 6 to 17 years, persons with disability aged 18 years and above, and dwarf persons. The scheme's stated objective limits it to those living below the poverty line.

Are disabled children who are not in school eligible?

No. The Social Welfare Department states specifically that disabled children in the 6 to 14 age group who are not studying will not be eligible. Enrolment in school is therefore a condition for that age band, and school proof should be attached.

Who cannot apply for the Social Security Pension Scheme?

Children below 6 years of age are not eligible, nor are people without a valid disability certificate, non-residents of Chhattisgarh, households above the poverty line, and disabled children aged 6 to 14 who are out of school.

Is this the same as the Indira Gandhi National Disability Pension?

No, they are separate schemes run by the same department. The Indira Gandhi National Disability Pension is a centrally sponsored scheme restricted to severe disability of 80 per cent or more in the 18 to 79 age band, while the Chhattisgarh Social Security Pension is a state scheme that also covers children from age 6, general disability and dwarf persons.

How long does the application take?

Chhattisgarh's e-District portal lists the service "Application for inclusion in Samajik Suraksha Pension Yojana" with a stipulated time limit of 60 days. Plan for about two months from submission to the first credit.

How is the pension paid?

The pension is credited by Direct Benefit Transfer into the beneficiary's own Aadhaar-seeded bank account. There is no cash counter and no cheque.

Who approves the application?

The Janpad Panchayat approves or rejects in rural areas and the urban local body does so in towns and cities. The Gram Panchayat only forwards the application with its recommendation.
