Birth Certificate in Dadra and Nagar Haveli and Daman and Diu
Dadra and Nagar Haveli and Daman and Diu state government scheme
Birth Certificate in Dadra and Nagar Haveli and Daman and Diu is registered on the national Civil Registration System at dc.crsorgi.gov.in, which is open for events occurring in the union territory. Municipal councils handle late registration in urban areas and Block Development Offices in rural areas, and registration within 21 days of the birth carries no late fee.
What is a birth certificate in Dadra and Nagar Haveli and Daman and Diu?
A birth certificate in Dadra and Nagar Haveli and Daman and Diu is the extract of the entry made in the register of births under the Registration of Births and Deaths Act 1969, signed by the Registrar of Births and Deaths of the local body in whose area the birth took place. The union territory is small and administratively compact, and it does not run a separately branded state birth registration portal in the way Karnataka runs eJanMa or Delhi runs the MCD RBD module. Instead, the national Civil Registration System at dc.crsorgi.gov.in is open for registration of birth and death events occurring in Dadra and Nagar Haveli and Daman and Diu, and that system is the register of record.
On the ground, the registrar is local. In urban areas the municipal council is the registering authority; Daman Municipal Council for Daman, and the corresponding councils for Diu and for Silvassa in the Dadra and Nagar Haveli district. In rural areas the Block Development Office performs the function. This split is explicit in how late registration is handled: the Daman Municipal Council handles late registration of births in urban areas, while Block Development Offices handle late registration of births in rural areas. Related citizen services in the union territory, including late registration of births, are grouped under the Revenue Department's e-District services listed on the administration's own website.
The Registration of Births and Deaths (Amendment) Act 2023, in force from 1 October 2023, connected every registration to a national digital database. For people born on or after that date, the digital birth certificate is intended to work as single proof of date and place of birth across services, which is why getting the spelling and the parents' names right at the point of registration matters more now than it did a decade ago.
Who can and who cannot apply?
You can register a birth in Dadra and Nagar Haveli and Daman and Diu if the birth physically took place inside the union territory. For an institutional birth the hospital, nursing home or health centre is the legal reporting unit; the parents supply the child's name and their own identity details. For a birth at home the parent or head of household is the informant and reports to the municipal council or the Block Development Office, depending on whether the area is urban or rural.
Any person named in the record. The person born, either parent, or a legal guardian; can obtain a certified copy of a registered birth, and can apply to correct a name or spelling that was entered wrongly.
You cannot apply here for a birth that took place outside the union territory. This is a more common problem in DNHDD than in most places, because the territory's districts are enclaves surrounded by Gujarat and Maharashtra and a large share of deliveries happen at hospitals across the border in Vapi, Valsad or Palghar. Those births belong to the Gujarat or Maharashtra register, and no DNHDD registrar can create an entry for them. You are also not eligible to have the registrar simply enter a birth that is more than one year old: Section 13(3) of the Registration of Births and Deaths Act 1969 requires an order of the competent authority first.
What documents are required?
For a birth reported inside the 21-day window, the requirement is deliberately light:
- The hospital birth report or discharge summary for an institutional birth.
- Aadhaar of the mother and the father, used to record the parents' names on the entry.
- A signed declaration of the particulars of the birth — date, time, place and sex of the child, and the parents' names.
- Proof of residence at the time of the birth, which decides whether the municipal council or the Block Development Office is your registrar.
For a late registration, add the papers that establish the birth actually happened as claimed: an affidavit of the parents giving the date, time and place of birth and the reason for the delay; a non-availability certificate from the registrar confirming that no entry exists in the register; secondary evidence such as a school leaving certificate, an immunisation card or a hospital record; and, where the birth is more than one year old, the order of the competent authority.
How to apply for a birth certificate in Dadra and Nagar Haveli and Daman and Diu
- Confirm who your registrar is. Municipal council if the birth took place in an urban area of Daman, Diu or Silvassa; Block Development Office if it took place in a rural area of the union territory.
- Let the hospital report an institutional birth. Under the Registration of Births and Deaths Act 1969 the institution is the reporting unit. Give the hospital the child's name and both parents' Aadhaar details before discharge and ask for the acknowledgement rather than filing again yourself.
- Report a home birth within 21 days. Take the declaration of particulars and the parents' Aadhaar to the municipal council office or the Block Development Office. Reporting inside 21 days avoids every late fee and every permission requirement.
- Note the registration number. The number issued at registration is the permanent handle for the record on the Civil Registration System, and every later copy or correction refers to it.
- Collect the certificate from the same municipal council or Block Development Office, or download the digitally issued certificate where the entry was made on the Civil Registration System at dc.crsorgi.gov.in.
How to apply for late registration of a birth in the union territory
- Ask the registrar to search the register for the claimed date and place of birth, and obtain a non-availability certificate if nothing is found.
- File the late registration application, with the Daman Municipal Council if the birth was in an urban area, or with the Block Development Office if it was in a rural area. Late registration of births is listed among the union territory's Revenue Department e-District services.
- Attach the affidavit and secondary evidence: school leaving certificate, immunisation record, any surviving hospital record, and the parents' sworn statement of the date, time and place of birth.
- Obtain the order of the competent authority where the birth is more than one year old, as Section 13(3) of the Registration of Births and Deaths Act 1969 requires, and take it back to the registrar, who then makes the entry and issues the certificate against the applicable delay fee.
How do you check the application status?
Keep the acknowledgement issued by the municipal council or the Block Development Office, and follow up at the same office, the union territory's administration is small enough that the registrar's clerk can usually trace a file directly. For an entry made on the Civil Registration System, the registration number issued at registration is the search handle on dc.crsorgi.gov.in. Where a late registration is pending, the file sits with the municipal council or the Block Development Office rather than on any portal, so the acknowledgement from that office is what you must preserve.
Why do birth certificate applications fail here?
- The birth took place across the border in Gujarat or Maharashtra, so no DNHDD registrar holds the entry.
- The application was made to the municipal council for a rural birth, or to the Block Development Office for an urban one.
- The hospital never reported the institutional birth, so no record exists to certify.
- The birth is more than one year old and the application was filed without an order of the competent authority.
- The parents' names or the child's name differ between the Aadhaar records and what was declared at the hospital.
- The child's name was never added after registration, leaving an entry with a blank name field.
What does it cost, and should you use an agent?
Registration of a birth reported within 21 days carries no late fee under the Registration of Births and Deaths Act 1969. Beyond that, only the fee shown in the registrar's published schedule or on the payment screen of the Civil Registration System is payable, and nothing else is owed to any officer, clerk or intermediary. Ask for a printed receipt for whatever you pay, and match it against the schedule displayed at the municipal council or Block Development Office counter.
Because the union territory is small and its offices are close together, there is little reason to route a birth certificate through an agent at all. No middleman can obtain a delayed registration order faster than an ordinary applicant, none can create a record the administration never made, and a certificate obtained on fabricated evidence exposes the parents to prosecution as much as the agent. File at the registrar's counter yourself, keep the acknowledgement, and escalate to the Collector's grievance cell if money is demanded outside the published schedule.

Frequently asked questions
Who registers a birth in Dadra and Nagar Haveli and Daman and Diu?
The Registrar of Births and Deaths of the local body registers the birth — the municipal council in urban areas such as Daman and Silvassa, and the Block Development Office in rural areas. Late registration of births specifically is handled by the Daman Municipal Council in urban areas and by Block Development Offices in rural areas.
Which portal covers birth registration in this union territory?
The national Civil Registration System at dc.crsorgi.gov.in is open for registration of births and deaths occurring in Dadra and Nagar Haveli and Daman and Diu. The union territory does not run a separate branded birth registration portal of its own, so the central CRS is the system of record.
Is registering a birth within 21 days free?
Yes — the Registration of Births and Deaths Act 1969 fixes 21 days as the window in which a birth can be reported without any late fee, and that applies in Dadra and Nagar Haveli and Daman and Diu as it does everywhere in India. Fees arise only for delayed registration and for certified copies.
What happens if the birth is more than one year old?
A birth more than one year old cannot be entered by the registrar alone and needs an order of the competent authority under Section 13(3) of the Registration of Births and Deaths Act 1969. In this union territory the late registration file is handled by the Daman Municipal Council for urban areas and by the Block Development Office for rural areas.
Can I get a certificate for a birth that happened outside the UT?
No — registration follows the place of birth, so a birth in Gujarat or Maharashtra must be registered with the local body of that state even if the family lives in Daman, Diu or Silvassa. This matters here because the union territory's districts are surrounded by Gujarat and Maharashtra and many deliveries happen across the border.
Does the 2023 amendment change anything?
The Registration of Births and Deaths (Amendment) Act 2023, in force from 1 October 2023, made all registered births feed a national digital database, and for people born on or after that date the digital birth certificate is intended to serve as single proof of date and place of birth. Older records are unaffected and still need the ordinary certified copy route.
What if the hospital says it has already registered the birth?
For an institutional birth the hospital is legally the reporting unit under the Registration of Births and Deaths Act 1969, so ask the hospital records section for the registration number rather than filing a fresh registration. Duplicate entries are far harder to undo than they are to avoid.
Does a birth certificate from this union territory expire?
A birth certificate never expires because the registered facts of a birth do not change. Further certified copies can be obtained from the same register entry at the municipal council or Block Development Office whenever they are needed.
