What is the Shram Yogi Prasad Scheme?

Shram Yogi Prasad Scheme is a food-security welfare scheme run by the Building and Other Construction Workers Welfare Board under the Labour and Employment Department of the U.T. Administration of Dadra and Nagar Haveli and Daman and Diu. According to the Board's own portal at bocwddd.in, the Board supplies a mid-day meal and breakfast to BOCW-registered construction workers at a concessional rate of Rs 5 per worker every day.

The scheme exists because construction workers in Silvassa and the surrounding industrial belt are largely migrant, work on sites without canteens, and lose both money and working time buying food outside. Shram Yogi Prasad, sometimes written in local usage as "Shram Yogi Prasad Yojana": puts two cooked meals within reach at a token price, paid by the worker, with the balance met from the Board's welfare fund. That fund is built from the cess collected on the cost of construction under the Building and Other Construction Workers' Welfare Cess Act, 1996, so no part of it comes from the worker's wages.

Key facts

  • Run by the BOCW Welfare Board, Labour and Employment Department, U.T. Administration of Dadra and Nagar Haveli and Daman and Diu.
  • Benefit is food, not cash, two meals a day at Rs 5 to the worker.
  • Open only to workers already registered as beneficiaries of the Board.
  • Applied for offline in Form-XII, addressed to the Member Secretary.

What does the Shram Yogi Prasad Scheme give a worker?

Shram Yogi Prasad Scheme supplies two cooked meals a day:

Meal Timing Worker's share
Breakfast 7:00 am to 8:00 am Included in the Rs 5 per day
Mid-day meal 12:00 noon to 2:00 pm Included in the Rs 5 per day

The Board lists distribution points for breakfast around the area near HDFC Bank, Silvassa and Kilvani Naka, which are the points where workers assemble before being picked up for site work. The mid-day meal window of two hours is deliberately wide so that workers on different shifts can reach a counter.

For a worker earning a daily wage, the arithmetic is simple. Two meals bought from a roadside stall in Silvassa typically cost several times Rs 5, so a worker who eats both meals under the scheme every working day protects a visible share of the month's earnings. There is no annual ceiling published on the number of meals a registered worker may take.

Who is eligible for the Shram Yogi Prasad Scheme?

Eligibility runs in two stages: first you must be a registered beneficiary of the Board, then you may claim the meal benefit.

You can claim the meal if:

  • You are a registered member of the BOCW Welfare Board of the U.T. Administration of Dadra and Nagar Haveli and Daman and Diu and hold a valid registration number.

You can register with the Board if:

  • You are a resident of the union territory of Dadra and Nagar Haveli and Daman and Diu.
  • You are a building or other construction worker.
  • You are between 18 and 60 years of age.
  • You have been engaged in building or other construction work for at least 90 days during the preceding 12 months.

You are not eligible, and cannot apply, if:

  • You are under 18 or over 60. The Act sets a hard age band for beneficiary registration, and a worker who crosses 60 moves out of beneficiary status.
  • You cannot show 90 days of construction work in the previous 12 months.
  • You are not a construction worker; supervisory, managerial and clerical employees drawing salaries in that capacity are outside the definition of "building worker" under the 1996 Act.
  • Your Board registration has lapsed for non-payment of the prescribed subscription. Welfare benefits follow live registration, not past registration.

The Board also clarifies, on its pension scheme page, that construction workers already availing benefits under the ESIC Act, 1948 and the EPF and MP Act, 1952 are not entitled to receive similar benefits admissible under the welfare schemes framed under the BOCW Act.

How to apply for the Shram Yogi Prasad Scheme

  1. Register as a construction worker first. Fill the prescribed registration form, attach the photographs, age proof, address proof and establishment details, and pay the registration fee of not more than Rs 50.
  2. Submit the registration application to the officer authorised by the Board — the Labour and Employment Office in your district. Collect the receipt and the registration number when the card is issued.
  3. Obtain Form-XII, the prescribed application for this welfare scheme, from the authorised officer of the Board.
  4. Fill Form-XII with your name, BOCW registration number, mobile number and address, and attach your identity proof, self-attested where required.
  5. Submit the completed Form-XII to the Member Secretary, BOCW Welfare Board. Keep the acknowledgement, it is the only proof that your application is in the system.
  6. Start using the meal counters once the Board sanctions the benefit, carrying your registration card each time.

Where do you submit the application?

The Board operates from three offices:

  • Dadra and Nagar Haveli: Old Circuit House Building, Opposite Bal Bhawan, Silvassa 396230. Phone 0260-2642374. Email labour-dnh@nic.in
  • Daman: Vidhyut Bhavan, Kachigam, Daman 396215. Phone 0260-2261059. Email lelidaman@gmail.com
  • Diu: Labour and Employment Office, Collectorate, Diu 362520. Phone 02875-252444.

Silvassa is the office that handles the meal scheme, since the published distribution points are in Dadra and Nagar Haveli.

How do you check your application or beneficiary status?

Beneficiary status is checked on the Board's own website. Open bocwddd.in, go to Welfare Schemes, open the scheme page for your district, select your registration location; DNH, Daman or Diu, and enter your BOCW Registration No. in the search box. The page returns the beneficiary record held against that number, which is the quickest way to confirm that your registration is live before you chase a pending application.

For the status of the Form-XII application itself, contact the Silvassa office on 0260-2642374 with your registration number and the date of submission.

Why applications get rejected, and how to fix them

  • Registration not active. The commonest reason. Renew with the authorised officer, then reapply.
  • Age outside 18–60. Nothing can be done at the scheme level; the age band is statutory.
  • 90-day work record not established. Ask your employer or the site contractor for a written record of days worked and attach it.
  • Address proof not showing U.T. residence. Migrant workers should update the address on the document used, or produce a document issued locally.
  • Wrong form used. Form-XII is specific to this scheme. Applications made on another welfare scheme's form are returned.
  • Registration number written incorrectly. A single wrong digit stops the record being traced. Copy it exactly from the card.

Key dates and grievance route

Shram Yogi Prasad Scheme has no fixed last date. Applications are accepted through the year, and the meal counters run daily at the published timings. The practical deadline is your own registration. The benefit cannot start before the Board has issued your number.

For grievances, take the matter first to the Labour and Employment Office in your district, in person or by email at labour-dnh@nic.in for Dadra and Nagar Haveli. If the office does not respond, the Member Secretary of the BOCW Welfare Board is the next level. Registration and welfare applications are free apart from the statutory fee of not more than Rs 50, and no middleman is authorised to charge for getting a worker's name added to any Board scheme.

Frequently asked questions

How much does a worker pay for a meal under the Shram Yogi Prasad Scheme?

A registered construction worker pays Rs 5 per day, and the Board meets the rest of the cost. The Rs 5 covers both the breakfast and the mid-day meal supplied on that day, which is why the scheme is described on the Board's pages as a concessional rate rather than a free meal.

What are the timings for the breakfast and the mid-day meal?

Breakfast is supplied from 7:00 am to 8:00 am and the mid-day meal from 12:00 noon to 2:00 pm. Breakfast distribution points listed by the Board include the area near HDFC Bank, Silvassa and Kilvani Naka.

Who is eligible for the Shram Yogi Prasad Scheme?

Only a worker already registered as a beneficiary of the BOCW Welfare Board of Dadra and Nagar Haveli and Daman and Diu can claim the meal benefit. Board registration itself needs an age between 18 and 60 years, residence in the union territory, and at least 90 days of building or other construction work in the preceding 12 months.

Which form is used to apply for the Shram Yogi Prasad Scheme?

Form-XII is the prescribed application for this welfare scheme, and it is submitted to the Member Secretary of the Building and Other Construction Workers Welfare Board. Form-XII is separate from the registration form you filled when you first joined the Board.

How much does it cost to register with the BOCW Welfare Board?

The registration fee is not more than Rs 50, as fixed under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. No agent can charge you anything beyond the receipted fee.

Can a worker in Daman or Diu use the Shram Yogi Prasad Scheme?

The meal distribution points named on the Board's material are in the Dadra and Nagar Haveli district, around Silvassa and Kilvani Naka. Workers registered in Daman or Diu should confirm with their own Labour and Employment Office, at 0260-2261059 for Daman and 02875-252444 for Diu, whether meal supply operates in their district.

Does the Shram Yogi Prasad Scheme pay money into a bank account?

No. Shram Yogi Prasad is a benefit in kind — cooked food supplied at a subsidised price — and not a Direct Benefit Transfer scheme. Cash benefits from the same Board, such as medical assistance or wage loss, are paid into the worker's bank account instead.

What happens to the meal benefit if Board registration lapses?

The benefit stops, because eligibility runs entirely off active beneficiary status with the Board. Registration must be kept live by paying the prescribed subscription on time; a worker whose card has lapsed has to renew it with the authorised officer before claiming any welfare scheme again.
