Dadra and Nagar Haveli and Daman and Diu state government scheme
Medical Assistance and Wage Loss for the Construction Workers reimburses the actual medical expenditure a registered construction worker in Dadra and Nagar Haveli and Daman and Diu spends on treating an injury caused at work, and pays half-monthly wages for the whole period of disablement. Apply in Form-VI in Dadra and Nagar Haveli, or Form-IX in Daman.
What is the Medical Assistance and Wage Loss scheme?
Medical Assistance and Wage Loss for the Construction Workers is a welfare scheme of the Building and Other Construction Workers Welfare Board, run under the Labour and Employment Department of the U.T. Administration of Dadra and Nagar Haveli and Daman and Diu. According to the Board's scheme page at bocwddd.in, the Board reimburses the actual medical expenditure incurred by a registered beneficiary for the treatment of injuries caused during the course of employment, on production of original bills, and additionally pays the beneficiary half-monthly wages for the period of disablement.
This is the Board's core accident-protection scheme, and it does two different jobs at once. The first is medical: it puts back the money the worker spent on hospital admission, medicines, dressings and diagnostics after a site accident. The second is income replacement: it partly covers the wages lost while the worker is unable to return to the site. The wage part is not a flat allowance. It is calculated in accordance with sub-section 1(d) of Section 4 of the Employee's Compensation Act, 1923, and released against a medical certificate.
The money comes from the Board's welfare fund, financed by the cess levied on construction cost under the Building and Other Construction Workers' Welfare Cess Act, 1996. No premium is deducted from the worker's wages for this cover.
Who is eligible for medical assistance and wage loss?
Eligibility has two layers: Board registration, then the claim itself.
You can claim if:
- You are a registered member of the BOCW Welfare Board of the U.T. Administration of Dadra and Nagar Haveli and Daman and Diu.
- You have undergone treatment for an injury caused during the course of employment, or have served a period of disablement.
- You hold the original bills for that treatment and a medical certificate covering the disablement period.
You can register with the Board if:
- You are a resident of the union territory.
- You are a building or other construction worker.
- You are between 18 and 60 years of age.
- You have worked in building or other construction work for at least 90 days in the preceding 12 months.
You are not eligible, and cannot apply, if:
- You are not a registered beneficiary of the Board on the date of the injury. Registration cannot be created retrospectively to cover an accident that has already happened.
- You are outside the 18 to 60 age band set for beneficiary registration.
- Your injury or illness was not caused during the course of employment, the certificate of cause for disability is exactly the document that tests this.
- You are already availing similar benefits under the ESIC Act, 1948 or the EPF and MP Act, 1952. The Board states plainly that such workers are not entitled to similar benefits under the BOCW welfare schemes.
- You hold only photocopies of the bills. The scheme text specifies original bills.
- You are claiming for a family member's treatment rather than your own.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| BOCW registration card | Yes | Supplies the registration number used on the form |
| Original medical bills | Yes | Reimbursement is of actual expenditure, against originals |
| Medical certificate | Yes | Establishes the period of disablement |
| Certificate of cause for disability | Yes | Links the disability to the work injury |
| Bank account details | Yes | Account number, bank, branch and IFSC are asked on the form |
| Aadhaar card | Yes | Asked on the beneficiary form along with addresses |
| Subscription payment details | Yes | Date, amount, bank and branch of first and last subscription |
The Board's form also asks whether the treatment was taken as an indoor patient, whether it was in a government or private facility, the period of treatment, and whether any financial assistance for the same purpose has been received from the government or any other institution. Answer these truthfully — a double claim for the same expenditure is the fastest route to rejection.
How to apply for medical assistance and wage loss
- Confirm your Board registration is live. Open bocwddd.in, go to Welfare Schemes, open the Medical Assistance page for your district, choose DNH, Daman or Diu as the registration location and enter your BOCW Registration No. to pull up your beneficiary record.
- Collect the medical paperwork while you are still at the hospital, the original bills, the medical certificate showing the rest period advised, and the certificate of cause for disability naming the work injury.
- Obtain the correct form. Form-VI is the prescribed form in Dadra and Nagar Haveli; Form-IX is the prescribed form in Daman. Both are available from the authorised officer of the Board.
- Fill the form completely; name, date of birth, gender, marital status, mobile number, Aadhaar number, temporary and permanent addresses, details of the disease, surgery or injury, the disability arising from it, the period of treatment, subscription payment details, and your bank account number, bank, branch and IFSC code.
- Attach the supporting documents, self-attested where copies are used, and keep the originals of the bills with the claim.
- Submit the application to the Member Secretary, BOCW Welfare Board, at the Labour and Employment Office for your district, and collect the acknowledgement.
- Wait for sanction. The Board sanctions the benefit if it is satisfied on the documents, and the amount is paid into the bank account given on the form.
Where do you submit the claim?
- Dadra and Nagar Haveli: Old Circuit House Building, Opposite Bal Bhawan, Silvassa 396230. Phone 0260-2642374. Email labour-dnh@nic.in
- Daman: Vidhyut Bhavan, Kachigam, Daman 396215. Phone 0260-2261059. Email lelidaman@gmail.com
- Diu: Labour and Employment Office, Collectorate, Diu 362520. Phone 02875-252444.
How to check your application and payment status
The Board runs a beneficiary lookup on the scheme page itself. Select the location of your BOCW registration, type the registration number and submit; the page returns the record held against that number. This is the check to run first whenever a claim seems stuck, because an inactive registration silently blocks every welfare scheme.
For the progress of a sanctioned claim, call the district office on the numbers above with your registration number, the form number you used and the date of submission. Payment reaches the account given in the bank details block of the form, so a wrong IFSC or a closed account is a common cause of a claim that shows as sanctioned but never arrives.
Common reasons claims are rejected, and the fix
- Photocopy bills submitted. The scheme requires original bills. Ask the hospital for duplicate originals with a stamp if you have already surrendered them elsewhere.
- No certificate of cause for disability. Without it, the Board cannot establish that the injury arose out of employment. Get it from the treating doctor before discharge.
- Medical certificate silent on the rest period. The wage-loss half of the claim needs a stated period of disablement, not just a diagnosis.
- Registration lapsed because subscription was not paid. Renew with the authorised officer first.
- Same expenditure already reimbursed by ESIC, an employer or an insurer. Disclose this; a concealed double claim is treated far more seriously than a disclosed one.
- Bank details incorrect. Recheck the IFSC and account number against the passbook before submitting.
- Wrong district form. Form-VI and Form-IX are not interchangeable.
Key dates, cost and grievance route
Medical Assistance and Wage Loss has no fixed last date to apply, and the Board accepts applications through the year. There is no fee for the welfare application; the only statutory charge anywhere in the process is the registration fee of not more than Rs 50 paid when you first join the Board.
If a claim is delayed or rejected without reasons, raise it with the Labour and Employment Office for your district, in writing, quoting the registration number and the acknowledgement. The Member Secretary of the BOCW Welfare Board is the next authority. No agent is authorised to charge a worker a commission for getting a medical or wage-loss claim sanctioned.

Frequently asked questions
How much does the Board pay under Medical Assistance and Wage Loss?
The Board reimburses the actual medical expenditure incurred on treating an injury caused during the course of employment, on production of original bills, and separately pays half-monthly wages for the period of disablement. No fixed rupee ceiling is published for the medical reimbursement on the Board's scheme page.
How is the wage-loss payment calculated?
The wage-loss payment is half-monthly wages for the period of disablement, worked out in accordance with sub-section 1(d) of Section 4 of the Employee's Compensation Act, 1923, and released on production of a medical certificate.
Which form do I use to apply?
Use Form-VI if you are registered in Dadra and Nagar Haveli and Form-IX if you are registered in Daman. Both go to the Member Secretary of the Building and Other Construction Workers Welfare Board with the supporting documents attached.
Does this scheme cover illness that is not caused by work?
The scheme as described on the Board's page is built around injuries caused during the course of employment, which is what the certificate of cause for disability has to establish. The online form does ask for details of disease or surgery and the period of treatment, so raise a non-work illness with the Labour and Employment Office before assuming it is covered.
Can a worker already covered by ESIC claim this benefit?
No. The Board states that construction workers availing benefits under the ESIC Act, 1948 and the EPF and MP Act, 1952 are not entitled to receive similar benefits under the welfare schemes framed under the BOCW Act, 1996.
How do I check my beneficiary details online?
Open bocwddd.in, go to Welfare Schemes, open the Medical Assistance page for your district, select your registration location as DNH, Daman or Diu, and enter your BOCW Registration No. in the search box.
What if the hospital bills are in the name of a family member?
Reimbursement under this scheme is for the registered beneficiary's own treatment for a work injury, so the bills must be in the worker's name. Bills for a spouse or child do not qualify under this particular scheme.
Is there a last date for applying?
No fixed last date is announced — applications are accepted through the year. In practice you should apply as soon as treatment is complete, while the original bills and the medical certificate are still in hand.
