Ambedkar Jayanti Events Assistance (Delhi)
Delhi state government scheme
Ambedkar Jayanti Events Assistance in Delhi gives organisations tentage, sound, lighting and banners worth up to Rs 50,000 per function to mark Dr B. R. Ambedkar's 14 April birth anniversary and 6 December Mahaparinirvan Diwas. Around 10 organisations per revenue district are covered each year, on the SC/ST/OBC Welfare Department's form with the area MLA's recommendation.
What is the Ambedkar Jayanti events assistance in Delhi?
Ambedkar Jayanti Events Assistance is the Ambedkar-specific arm of the Scheme for Celebration of Birth/Death Anniversary of Eminent Personalities, run by the Department for the Welfare of SC/ST/OBC/Minorities, Government of NCT of Delhi. The Council of Ministers approved the scheme vide Cabinet Decision No. 2644 dated 25 September 2018, and Dr Bhim Rao Ambedkar was one of the three personalities named in the original order, alongside Sant Ravidas and Maharishi Balmiki.
Dr B. R. Ambedkar carries two dates under the scheme. The department lists 14 April, his birth anniversary, commonly called Ambedkar Jayanti or Bhim Jayanti, and 6 December, his death anniversary, observed as Mahaparinirvan Diwas. Both are occasions on which an organisation can seek assistance.
The department's objective, as recorded in the scheme order, is to support celebrations for personalities who worked for promoting social justice, removal of inequality and discrimination, and the amelioration of the conditions of the weaker sections of society. For an Ambedkar Jayanti function that translates into a very practical form of help. The tent, the stage, the sound system, the lighting and the banners.
What exactly does the Delhi government provide?
Assistance under this scheme is in kind, never in cash. The 2021 amendment order states in terms that no financial assistance is provided directly to NGOs for celebration of Jayantis. Instead:
- Arrangements for the celebration are made through agencies empanelled by the Revenue Department at approved rates, and, after the amendment, through empanelled vendors of other government departments or through GeM.
- All expenditure under the scheme is funded by the Department for the Welfare of SC/ST/OBC.
- The upper ceiling is Rs 50,000 for one function on each occasion, which the committee chaired by the Hon'ble Minister may relax on a case-to-case basis.
- Initially 10 NGOs or institutions from each revenue district are covered per year, to be decided by the department. Delhi has 11 revenue districts.
A figure of "Rs 5 lakh per district" circulates on scheme-aggregator sites. The scheme order itself sets no such per-district cash grant. What it fixes is the per-function ceiling and the per-district coverage target described above, with the department settling the vendor's bill rather than transferring money to any district or organiser.
Who is eligible for Ambedkar Jayanti assistance in Delhi?
Can apply:
- NGOs registered under the Societies Registration Act which are in existence and have audited accounts.
- Organisations whose applications are duly recommended by the area MLA and placed before the Minister-chaired selection committee.
- Unregistered organisations, or those without audited accounts, but only for assistance in the form of arrangement for tentage through approved government vendors. This relaxation came in with the 2021 amendment and is the route most small neighbourhood committees use.
- Organisations applying for one function at a time.
Cannot apply, or are not eligible:
- Individuals. There is no personal benefit here: no cash, no reimbursement, no honorarium. The form is signed by an authorised person under the organisation's seal.
- Organisations already assisted for another function in the same cycle. The form requires details of assistance already provided by the department in the current financial year.
- Organisations debarred for an earlier violation of scheme conditions. A violator is liable to refund the amount incurred on the assistance and is debarred from applying for any grant or assistance under any scheme or programme.
- Applicants seeking help for an occasion outside the department's listed personalities, which are Dr B. R. Ambedkar, Sant Ravidas, Maharishi Valmiki, Sant Kabirdas, Sant Gadge Maharaj, Sant Durbalnath and Veerangana Jhalkari Bai Koli.
Importantly, the order also records that there should be no NGO-wise or area-wise limitation for celebration of functions under the scheme. The practical constraint is the annual per-district coverage target, not a quota on any locality.
How to apply for Ambedkar Jayanti event assistance
- Fix the date and venue first to 14 April for the birth anniversary or 6 December for Mahaparinirvan Diwas, and confirm you have permission to use the ground, park or hall.
- Download the application form from the Services-Schemes page of scstwelfare.delhi.gov.in, along with the scheme guidelines and the original scheme order published on the same page.
- Complete every field — name of the Jayanti or function, name and address of the organisation, name and mobile number of the authorised person, address of the celebration venue, name of the area's Hon'ble MLA, name and number of the constituency, name of the district, and details of any assistance already received from the department in the current financial year.
- Get the area MLA's recommendation in writing and enclose the original letter, ticking the corresponding option on the form. If your MLA does not recommend, you may still route the request through the Minister in charge (Welfare of SC/ST); during the Model Code of Conduct no MLA recommendation is needed at all.
- Sign, stamp and submit the form at the Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi 110002. File it several weeks ahead. The committee has to meet and a vendor has to be tasked before the date.
- Follow up on the committee decision. The selection committee is chaired by the Hon'ble Minister (Welfare of SC/ST), with the Special Secretary DSCST, the AO or AAO DSCST and a Finance Department nominee as members, and the concerned Deputy Director (SC/ST) as Member Secretary.
- Run the function with the vendor's arrangements, printing the department's acknowledgement on the invitation card, backdrop, banner and posters.
- Submit photographs and a satisfactory report to the department afterwards so the vendor's payment can be cleared.
What kind of Ambedkar Jayanti programme qualifies?
The scheme order gives an illustrative menu, and an Ambedkar Jayanti application is stronger when it names one of these rather than describing a generic gathering:
- An appropriate cultural programme.
- A conference or symposium on the life and work of the eminent personality, his contribution to social justice, or a road map for building a society based on the principles of social justice, equity and equality of opportunity.
- A quiz, debate or essay competition on the life and work of Dr Bhim Rao Ambedkar for the promotion of social justice, for students, with cash prizes and books on Dr Ambedkar for the winners. This item is written into the order specifically around Dr Ambedkar.
What is the state-level Ambedkar Jayanti event?
Separate from assistance to organisations, the Department for the Welfare of SC/ST/OBC organises the government's own commemoration. The department notified a celebration of the birth anniversary of Dr B. R. Ambedkar from 10 to 14 April 2026 at the India Gate lawns. A five-day public programme rather than a single day. No application is needed to attend a state-level event of this kind; it is open to the public, and the department publicises the schedule through its Media and Latest News sections.
The department also administers the Ambedkar Ratan Award, listed on its own page at scstwelfare.delhi.gov.in. That is a recognition with its own nomination process and is not connected to the anniversary-celebration assistance described here.
How is payment made and verified?
No money reaches the organiser at any stage. Payment to the vendor is made after joint verification of the work done and the utilisation of funds, by a committee constituted of Deputy Directors, Accounts Functionaries and Section Officers of the Department for the Welfare of SC/ST/OBC, on the basis of a satisfactory report from the organisation concerned. Departmental officers may in addition carry out physical verification of the function.
That is why the photographs matter. An organiser who does not submit the photograph set and the report can stall the vendor's payment, and the vendor will not readily work with that organisation again.
Why Ambedkar Jayanti applications fail
- Filed too late. An application received days before 14 April cannot clear a Minister-chaired committee and a vendor allotment.
- Photocopy of the MLA recommendation instead of the original.
- No recommendation at all from either the area MLA or the Minister in charge, outside a Model Code of Conduct period.
- Second application in the same year from an organisation that has already been assisted for a function.
- Incomplete form, the constituency name and number, district and previous assistance fields are frequently left blank.
- Wrong department. This scheme belongs to the SC/ST/OBC Welfare Department, not to Art, Culture and Languages or to the Social Welfare Department.
- Debarment following an earlier violation and non-refund of assistance.
Where do I get help?
- Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi 110002 to 011-23379512.
- Services-Schemes page on scstwelfare.delhi.gov.in for the scheme guidelines, the original scheme order and the application form.
- Notice Board, Latest News and Media sections of the same website, where the department publishes the annual Ambedkar Jayanti programme and any change in scheme modalities.
- Feedback and grievance links on scstwelfare.delhi.gov.in for written complaints about delay.
Nobody can charge you for this assistance. There is no cash disbursement to capture, the vendor is empanelled by the government, and the department pays the bill only after verifying that the function actually happened.
How to check your application status
This is an offline, committee-decided scheme with no online tracking portal or application ID, so status checking means following up with the department directly rather than logging into a dashboard.
- Call the department helpline, 011-23379512, and quote the date you submitted the form, the name of your organisation and the occasion (14 April or 6 December) you applied for. Ask specifically whether your file has reached the selection committee chaired by the Minister, since that meeting is the actual decision point.
- Visit in person at the Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi 110002, and ask the Deputy Director (SC/ST), who serves as Member Secretary of the selection committee, for the file's status. Carry a copy of the acknowledgement you received when the form was submitted.
- Check with your area MLA's office, since the recommendation is what moves a file forward. If the MLA's office has not yet been contacted for the committee meeting, that is a sign your application is still sitting in the queue.
- Watch the department's Notice Board and Latest News sections on scstwelfare.delhi.gov.in, where the list of organisations approved for that year's Ambedkar Jayanti or Mahaparinirvan Diwas functions is sometimes put up ahead of the vendor allotment.
- After the function, status shifts to a payment-verification question rather than an approval question. Confirm with the department that your photographs and satisfactory report have been received and logged, since the vendor's bill is cleared only once that joint verification is complete, and a missing report is the most common reason a vendor payment stalls even though your function already took place.
- Because there is no fixed processing timeline published for this scheme, do not wait until the week before your chosen date to follow up. Given the ceiling of about 10 organisations per revenue district each year, a late-in-the-cycle enquiry is also a useful way to learn whether that year's district quota has already been used up.

Frequently asked questions
When is Ambedkar Jayanti marked under this Delhi scheme?
Two dates are listed by the Department for the Welfare of SC/ST/OBC — 14 April, Dr B. R. Ambedkar's birth anniversary, and 6 December, his death anniversary, marked as Mahaparinirvan Diwas. Both qualify for assistance under the Scheme for Celebration of Birth/Death Anniversary of Eminent Personalities.
How much assistance can an organisation get for an Ambedkar Jayanti event?
Up to Rs 50,000 for one function on each occasion, given as arrangements rather than cash. The committee chaired by the Minister for Welfare of SC/ST may relax that ceiling case by case.
Is Rs 5 lakh given to each Delhi district for Ambedkar Jayanti?
No such per-district cash grant is stated in the scheme order. What the order does say is that initially 10 NGOs or institutions from each revenue district will be covered per year, each within an upper ceiling of Rs 50,000 per function, and that all expenditure is met by the department through empanelled vendors.
Can an individual get money to organise an Ambedkar Jayanti function?
No. An individual cannot apply and no cash is paid to any organiser. The scheme is open to NGOs, societies and institutions, and the department pays the empanelled vendor directly after the work is verified.
Does the Delhi government hold its own Ambedkar Jayanti event?
Yes. The Department for the Welfare of SC/ST/OBC notified a celebration of Dr B. R. Ambedkar's birth anniversary from 10 to 14 April 2026 at the India Gate lawns. That state-level event is organised by the department and is open to the public, separate from the assistance given to individual organisations.
Do I need my MLA's recommendation for an Ambedkar Jayanti application?
Normally yes, with the original recommendation letter enclosed. But applications not recommended by area MLAs can be considered on the recommendation of the Minister in charge, and when the Model Code of Conduct is in force applications are considered without any MLA recommendation.
What must be printed on the banners at the function?
The organiser must acknowledge on the invitation card, backdrop, banner and posters that the programme has been organised with assistance received from the Department for the Welfare of SC/ST/OBC, Government of NCT of Delhi.
What is the Ambedkar Ratan Award?
Ambedkar Ratan Award is a separate recognition administered by the Department for the Welfare of SC/ST/OBC and listed on its website under a dedicated page. It is an award, not part of the anniversary-celebration assistance, and carries its own nomination process.
