Death Certificate in Delhi
Delhi state government scheme
Death Certificate in Delhi is issued by the Registrar of Births and Deaths of the Municipal Corporation of Delhi, the New Delhi Municipal Council or the Delhi Cantonment Board, depending on where the death happened. Every death must be reported within 21 days. The Delhi Revenue Department lists the certificate fee as Rs 5 per copy, and a delayed registration needs a Sub-Divisional Magistrate's order that normally comes within 21 days.
What is a death certificate in Delhi?
A death certificate in Delhi is the certified extract of the death register kept by the Registrar of Births and Deaths of the local body in whose area the death took place. Delhi issues it under the Registration of Births and Deaths Act 1969, a central law that the municipal bodies of the capital administer, and the certificate records the name of the deceased, the date and place of death, the age, the sex, the address and the registration number.
Delhi differs from most states in one important way: the city has three separate municipal registrars, not one.
- Municipal Corporation of Delhi (MCD) registers the overwhelming majority of deaths, through the Registrar of Births and Deaths attached to each zone. MCD runs an online registration of birth and death module at csb.mcd.gov.in, accessible through the Citizen Service Bureau counters of every zone.
- New Delhi Municipal Council (NDMC) registers deaths inside the NDMC area; Connaught Place, the government colonies of central Delhi and the surrounding blocks; through its own registrar.
- Delhi Cantonment Board registers deaths inside the cantonment area.
The Delhi Revenue Department has a separate but essential role. It does not issue the certificate, but the Sub-Divisional Magistrate is the competent authority who orders a delayed registration where a death was never reported in time. The Revenue Department states that the SDM office works from 9.30 a.m. to 6.00 p.m. on any working day, that a response normally comes within 21 days, and that a birth or death certificate is charged at Rs 5 per copy, with a search fee of Rs 2 for the current year plus Rs 2 for every further year searched.
The Registration of Births and Deaths (Amendment) Act 2023, in force since 1 October 2023, applies fully in Delhi. It makes the Medical Certificate of Cause of Death compulsory from a medical institution, requires a copy to be given to the nearest relative, and allows the report of death to be filed and the certificate delivered electronically.
Who can and who cannot apply?
You can apply for a Delhi death certificate if the death occurred inside Delhi and you fall in one of the categories the Act treats as an informant or interested party:
- The nearest relative of the deceased, spouse, son, daughter, father, mother, brother or sister.
- The head of the household in which the death occurred.
- The medical officer in charge of the hospital, nursing home or institution where the death took place, who reports it directly to the registrar.
- The jail superintendent for a death in prison, and the person in charge for a death in a hostel, dharamshala or other public institution.
- The officer in charge of the local police station, or the local headman, for a body found abandoned or unclaimed in a public place.
- Anyone who later needs a certified copy for a bank, insurer, pension office, employer or property transaction, on payment of the per-copy fee.
You cannot apply in Delhi for a death that happened outside Delhi. The register is territorial: a Delhi resident who died in Uttar Pradesh, Haryana or anywhere else is registered by the local body of that place, and no Delhi registrar can re-issue or convert that entry. You are also not eligible to have a second, fresh registration made where the death is already registered, in that case the correct route is a certified copy of the existing entry. A registrar will refuse where the death is under police investigation and the cause of death is not yet finalised, and where the applicant can show no relationship to, or interest in, the deceased.
There is no income limit, no caste criterion and no domicile requirement for a death certificate in Delhi. Residence matters only in deciding which of the three registrars holds the record.
What documents are required?
Where the hospital has already reported the death, the registrar is simply issuing a copy of an existing entry, and the paperwork is light. In practice, Delhi registrars ask for:
- Report of Death in Form 2, signed by the informant.
- Medical Certificate of Cause of Death from the treating hospital or doctor.
- Cremation or burial ground receipt for a death at home with no hospital record.
- Identity proof of the deceased: Aadhaar, PAN, voter ID, ration card or passport.
- Identity and address proof of the applicant, plus proof of relationship where you are not the household head.
- Affidavit stating the date, time and place of death for a home death and for any delayed registration.
- Copy of the ration card, which the Delhi Revenue Department lists for the SDM delayed-registration file.
- Order of the Sub-Divisional Magistrate, only where the death is more than one year old.
The Revenue Department also requires that documents filed with the SDM for a delayed registration be attested by a Gazetted Officer.
How to apply for a death certificate in Delhi online
- Confirm the death was reported. Ask the hospital for the Form 2 acknowledgement, or check with the zonal Citizen Service Bureau. If the death was never reported, registration comes before any certificate.
- Identify the right registrar. Use MCD if the death occurred anywhere in the MCD area, the NDMC registrar for the NDMC area, and the Delhi Cantonment Board registrar for the cantonment. Applying to the wrong body is the single most common reason a Delhi file is returned.
- Open the MCD registration of birth and death module at csb.mcd.gov.in and register as a citizen user with your mobile number, then verify the OTP.
- Search for the registered death record using the name of the deceased, the date of death and the registration details, then open the death certificate request against that record.
- Enter the death details exactly as the hospital recorded them — full name of the deceased, date and place of death, age, father's or husband's name, and permanent address. Any spelling difference from the register entry will stall the request.
- Upload the supporting papers, the Medical Certificate of Cause of Death or the cremation receipt, identity proof of the deceased and your own identity proof: within the file sizes the upload screen states.
- Pay the fee on the payment screen at Rs 5 per copy, order all the copies you need in one go, and save the application number printed on the acknowledgement.
How to apply offline at the registrar's office
- Visit the Citizen Service Bureau of the MCD zone covering the place of death, or the NDMC or Cantonment Board registrar's office if the death fell in those areas.
- Submit the Report of Death in Form 2 with the Medical Certificate of Cause of Death or the cremation or burial receipt, the identity proof of the deceased and your own identity proof.
- Pay the counter fee of Rs 5 per copy and keep the receipt, which carries the reference number you will need to follow up.
- Collect the signed certificate from the same counter, or download it from csb.mcd.gov.in once the record shows as issued.
How do you register a death that is over a year old?
- Apply on plain paper to the Sub-Divisional Magistrate of the sub-division where the death occurred, during 9.30 a.m. to 6.00 p.m. on a working day.
- Attach proof of the death, an affidavit giving the date and time in the format published on the Delhi Revenue Department website, and a copy of the ration card, all attested by a Gazetted Officer.
- The SDM sends a draft order to the concerned police station for verification.
- On a positive police report the SDM issues the registration order to the local municipal body, which then makes the entry and issues the certificate. The Revenue Department indicates a response normally within 21 days.
How do you check the application status?
Track an MCD request with the application number on csb.mcd.gov.in, where the same login also lets you download the issued certificate. For a delayed registration, follow up at the SDM office with the diary number on your acknowledgement. The file usually sits at the police-verification stage, and the concerned police station can confirm whether the report has gone back. NDMC and Cantonment Board applications are tracked at the counter where they were filed.
Why are death certificate applications rejected in Delhi?
- The application went to MCD when the death occurred in the NDMC or Cantonment Board area, or the other way round.
- The death was never reported in Form 2, so no register entry exists to certify.
- The name, age or father's name on the form does not match the hospital record or the identity proof of the deceased.
- No Medical Certificate of Cause of Death and no cremation or burial receipt was filed for a death at home.
- The death is more than one year old and no SDM order accompanies the file.
- Documents filed with the SDM were not attested by a Gazetted Officer.
- The death is under police investigation and the cause of death has not been finalised.
What does it cost, and what about agents?
Delhi issues the death certificate at the government fee of Rs 5 per copy stated by the Delhi Revenue Department, plus the Rs 2 per year search fee where an old record has to be traced. Registration inside the 21-day window carries no penalty at all. Nobody. A clerk, a Citizen Service Bureau operator, a ward official or a middleman: is entitled to a rupee beyond the listed fee, and the fee is payable directly on the official MCD portal or at the official counter.
Agents outside Delhi's crematoria, hospital gates and zonal offices routinely offer a "same-day death certificate" for a few thousand rupees. They are selling a form you can file yourself, and the file still joins the same registrar's queue. Insist on the official receipt for every payment, and report a demand for extra money to the zonal Deputy Commissioner's office or the MCD grievance cell.
What do you need the death certificate for?
A Delhi death certificate is the starting document for closing bank and post office accounts, claiming life insurance and EPFO or pension dues, transferring the gas connection and electricity meter, mutating property in the municipal records, surrendering the ration card and voter roll entry, and applying for a succession certificate from the civil court or a legal heir certificate from the SDM. Every one of those offices retains its own copy, which is why most Delhi families order five or six certified copies in a single application rather than returning to the registrar again and again.

Frequently asked questions
Who issues a death certificate in Delhi?
The Registrar of Births and Deaths of the local body in whose area the death occurred issues the death certificate in Delhi — the Municipal Corporation of Delhi for most of the city, the New Delhi Municipal Council for the NDMC area, and the Delhi Cantonment Board for the cantonment. The certificate is issued under the Registration of Births and Deaths Act 1969, not by the Delhi e-District portal.
What does a death certificate cost in Delhi?
The Delhi Revenue Department lists the fee for a birth or death certificate as Rs 5 per copy, with a search fee of Rs 2 for the current year and Rs 2 for each additional year searched. Registration of the death itself within 21 days carries no penalty; a delayed registration attracts the late fee fixed in the rules, which the registrar quotes before you pay.
Within how many days must a death be registered in Delhi?
A death must be reported to the registrar within 21 days of its occurrence in Delhi, as the Delhi Revenue Department states and as the Registration of Births and Deaths Act 1969 requires. Beyond 21 days the registration is still possible under the delayed registration provisions, and beyond one year it needs an order of the Sub-Divisional Magistrate.
How do I register a death in Delhi that is more than a year old?
Apply to the Sub-Divisional Magistrate of the sub-division where the death occurred, on plain paper, with proof of the death, an affidavit giving the date and time, a copy of the ration card and all documents attested by a Gazetted Officer. The Delhi Revenue Department says the SDM office works 9.30 a.m. to 6.00 p.m. on working days, sends a draft order to the concerned police station for verification, and normally responds within 21 days.
Can I apply for a Delhi death certificate online?
Yes, the Municipal Corporation of Delhi runs an online registration of birth and death module at csb.mcd.gov.in where you can apply for and download a death certificate for a death registered with MCD. Deaths inside the New Delhi Municipal Council area and the Delhi Cantonment Board area are handled by those bodies' own registrars, not by MCD.
Is a death certificate part of Delhi e-District services?
No, the Delhi e-District portal at edistrict.delhigovt.nic.in carries Revenue, Food and Supply, Social Welfare, Labour and Women and Child Development services, but the death certificate itself comes from the municipal registrar. Use e-District and the SDM route only for the delayed-registration order, and the MCD, NDMC or Cantonment Board registrar for the certificate.
Is a medical certificate of cause of death compulsory in Delhi?
Yes, a hospital or nursing home in Delhi must issue a Medical Certificate of Cause of Death to the registrar and give a copy to the nearest relative under the Registration of Births and Deaths (Amendment) Act 2023, in force from 1 October 2023. For a death at home with no attending doctor, the registrar records the cause as unclassified and relies on the cremation or burial receipt and an affidavit.
Does a Delhi death certificate expire?
A Delhi death certificate never expires, because it certifies a fixed entry in the permanent death register of the municipal body. An office asking for a "recent" copy is really asking for a fresh certified extract of the same entry, which the registrar issues again at Rs 5 per copy.
