Shop & Establishment Registration in Delhi
Delhi state government scheme
Shop & Establishment Registration in Delhi is granted by the Labour Department, Government of NCT of Delhi on labourcis.nic.in. The Labour Department's own FAQ states the service is free of cost, needs no documents, and issues the registration certificate in real time. The certificate can be downloaded and printed immediately after the online Form A is submitted.
Shop & Establishment Registration in Delhi is the certificate every shop, office, restaurant, hotel and commercial establishment in the National Capital Territory takes under the Delhi Shops and Establishments Act 1954. Delhi is unusual among Indian states on this service: the Labour Department, Government of NCT of Delhi, has made the registration completely free, completely paperless and completely instantaneous. There is no fee, no document upload and no waiting period.
What is Shop & Establishment Registration in Delhi?
The Delhi Shops and Establishments Act 1954 is the labour law that governs hours of work, opening and closing times, weekly holidays, leave, wages and employment of young persons in every shop and commercial establishment in Delhi. Section 5 of the Act requires the employer of every establishment to send a statement of prescribed particulars to the Chief Inspector so that the establishment can be entered in the Register of Establishments, and a registration certificate is then issued.
That certificate is what banks ask for when a proprietorship opens a current account, what landlords and licensing authorities ask for as proof that a business exists at a stated address, and what the Labour Department's inspectors match against when they check whether a shop is following the Act's rules on working hours and weekly closure.
Who has to register a shop or establishment in Delhi?
Every establishment covered by the Delhi Shops and Establishments Act 1954 has to register. In practice that means:
- Retail shops of every size, including one-person kirana stores and stalls.
- Commercial establishments: offices, consultancies, trading firms, service providers, godowns, warehouses and storerooms attached to a business.
- Residential hotels, restaurants, eating houses and cafés.
- Theatres and other places of public amusement or entertainment.
The Delhi portal's Form A also expects establishments with no employees at all to register. The number-of-employees field in Part-II accepts zero, so a single-owner shop with no staff is still expected to register.
Who cannot apply through labourcis.nic.in: a newly incorporated company in Delhi cannot take its first registration on this portal. The Labour Department states that first-time registration for all new companies getting incorporated in the NCT of Delhi must be taken from the AGILE-PRO form of the SPICe+ portal of the Ministry of Corporate Affairs, the shop registration is generated as part of the company incorporation bundle. Establishments falling under the Factories Act 1948 are also not registered under the Shops and Establishments Act; a factory registers with the Factories wing instead. An establishment located outside the NCT of Delhi is not eligible either, and must register under its own state's Shops and Establishments law.
How to apply for Shop & Establishment Registration in Delhi
The whole process runs on labourcis.nic.in and, as the Labour Department puts it, registration is granted on a real-time basis.
- Open labourcis.nic.in. The Department of Labour, Govt of NCT of Delhi homepage titled "Online Shops and Establishment Registration" lists three options: Online Registration, Shops and Establishment Search, and List of Registered Shops.
- Click "Online Registration". This opens Form A (See Rule 3) of the Delhi Shops and Establishments Rules, the same statutory form that used to be filed on paper.
- Fill Part-I of Form A. Enter the name of the establishment, address, city, PIN, telephone, mobile, fax, email and website, and pick the category of establishment from the drop-down. Then enter the name of the occupier or employer with the father's or husband's name, the name of the manager with the father's or husband's name, and select the nature of business. If your nature of business is not in the list, the form asks you to email the department and register again after three days. Click Continue.
- Fill Part-II of Form A. Enter the number of employees split into male, female and young persons. The total calculates itself — the date of commencement of the establishment in DD/MMM/YYYY format, the number of members of the employer's family working in the establishment, and the number of other persons occupying a position of management or employed in a confidential capacity.
- Read and accept the declaration. Form A carries a solemn declaration that the details are correct to the best of your knowledge and that the establishment is functioning from the stated premises, which are in your legal possession. Submitting a false declaration is what most later cancellations turn on.
- Click "Register" and download the certificate. Registration is granted immediately, and the final certificate under the Shops and Establishment Act can be downloaded or printed on the spot. Save the PDF and note the registration number.
What does Delhi shop registration cost?
It is free. The Delhi Labour Department's published FAQ on registration under the Shops and Establishment Act states at point 3 that no fees is payable for the registration certificate. There is no treasury challan, no e-payment step and no service charge built into the portal.
Because the service is free, instant and needs no documents, there is very little that a middleman can legitimately do for you. Agents in Delhi routinely charge ₹1,500 to ₹5,000 to "get" a shop licence that the state issues free in under ten minutes. Apply yourself, directly on labourcis.nic.in, and never hand over money described as a "government fee" for this service; there isn't one.
What documents are required?
None, formally. The Labour Department's FAQ states that no document is required to avail this service and that no physical copy of the application form needs to be submitted. In practice you should still keep with you, for your own records and for any later inspection, the rent deed or ownership proof of the premises, the identity proof of the occupier, the PAN of the business and the GST registration if you have one. Inspectors may ask to see these on a visit even though the portal never asks you to upload them.
How do I check the status of my Delhi shop registration?
There is no status to check. The department's FAQ says there is no need to track application status because it is a real-time service and the certificate is granted as soon as the citizen submits all the details and clicks Register.
To confirm that an establishment is on the register, your own or somebody else's, use the Shops and Establishment Search screen on labourcis.nic.in. It searches by establishment name, category (Shop, Commercial Establishment and so on), locality and nature of business. The List of Registered Shops link returns the department's published register.
How long is the Delhi registration valid and does it need renewal?
Registration under the Delhi Shops and Establishments Act 1954 is issued as a one-time free registration on labourcis.nic.in, with no fee-bearing annual renewal step on the portal. What the Act does require, under Section 5, is that the employer notify the Chief Inspector of any change in the particulars already registered. A shift of premises, a change of manager, a change in the name of the establishment, a change in the nature of business or the closure of the establishment must all be intimated so the Register of Establishments stays accurate.
Why do Delhi shop registrations get rejected or cancelled?
Because registration is granted in real time, outright rejection at the application stage is rare. Problems surface later, and almost all of them come from what was declared in Form A:
- A wrong or incomplete address. The declaration says the establishment is functioning from the stated premises in your legal possession. An address that does not match the rent deed or ownership document is the commonest defect found on inspection.
- Nature of business not matching what the shop actually does. Applicants pick the nearest drop-down option instead of emailing the department to get the correct one added.
- Understating the number of employees. The headcount decides which obligations under the Act apply to you, so an inaccurate figure is treated seriously.
- A new Delhi company registering here instead of through SPICe+ AGILE-PRO, producing a duplicate record for the same entity.
- Not intimating a change of premises or manager, which leaves the register showing an establishment that no longer exists at the recorded address.
Whom do I contact if the Delhi portal does not work?
The labourcis.nic.in homepage carries a note asking that any problem or error be reported to its help desk email. For clarifications on registration under the Shops and Establishments Act, the Delhi Labour Department directs queries to labjlc2.delhi@nic.in. Each revenue district in Delhi has a Labour Office and a Deputy Labour Commissioner who handle establishment matters for that district. The department's main site, labour.delhi.gov.in, publishes the Act, the Delhi Shops and Establishments Rules and the district office directory.

Frequently asked questions
How much does Shop & Establishment Registration cost in Delhi?
Nothing — the Delhi Labour Department's official FAQ states plainly that "No fees is payable for the said Registration certificate under the Shops and Establishment Act." There is no government fee, no challan and no payment gateway anywhere in the labourcis.nic.in flow. Any agent quoting a "government fee" for Delhi shop registration is charging you for something the state does not levy.
How long does Delhi shop registration take?
It is instant. The Labour Department describes it as a real-time service — the certificate is granted the moment you submit the details online and click Register, and you can download or print it immediately. The department's FAQ specifically says there is no need to track application status because nothing is pending with an officer.
Which website issues Delhi Shop & Establishment Registration?
labourcis.nic.in, run by the Department of Labour, Government of NCT of Delhi. The homepage offers three facilities — Online Registration, Shops and Establishment Search, and List of Registered Shops. Delhi does not route this service through any e-District or CSC portal.
What documents do I need to upload for Delhi shop registration?
None. Point 2 of the Delhi Labour Department FAQ says no document is required to avail this service, and point 6(b) adds that no physical copy of the application form needs to be submitted to the department either. Registration rests entirely on the declaration you sign electronically.
My company was just incorporated in Delhi — do I still register on labourcis?
No, not for the first registration. The Delhi Labour Department states that first-time registration for all new companies being incorporated in the NCT of Delhi must be taken through the AGILE-PRO form of the SPICe+ application on the Ministry of Corporate Affairs portal. Only establishments outside that route register directly on labourcis.nic.in.
Within how many days of opening must a Delhi shop be registered?
Within 90 days. Section 5 of the Delhi Shops and Establishments Act 1954 requires the employer to send a statement in the prescribed form to the Chief Inspector within ninety days of the establishment commencing work, and to notify any change in the registered particulars.
How do I check whether a Delhi shop is already registered?
Use the "Shops and Establishment Search" link on labourcis.nic.in. The Establishment Search screen lets you search by establishment name, category, locality and nature of business, and there is a separate "List of Registered Shops" option that returns the department's register.
Do I have to renew Delhi shop registration every year?
No annual renewal fee or annual renewal application is prescribed on the labourcis.nic.in registration service, which is a one-time free registration. What Section 5 of the Act does require is that you inform the Chief Inspector whenever the registered particulars change — a new address, a new manager or a change in the nature of business.
