School Uniform Cash Subsidy (Direct Benefit Transfer)

Delhi state government scheme

Quick answer

School Uniform Cash Subsidy is a Delhi Directorate of Education scheme that pays students of Nursery to Class 12 a yearly cash amount instead of a physical uniform, credited by Direct Benefit Transfer. Notified rates ran from Rs 1,100 to Rs 1,500 a year, and a policy dated 10 June 2025 revised them to a band of Rs 1,250 to Rs 1,700.

Benefit
Annual cash subsidy in lieu of a school uniform, paid by DBT into the student's bank account
Maximum benefit
Rs 1,500 a year under the rates notified from 2017-18; up to Rs 1,700 a year under the revised band in the policy dated 10 June 2025
Last date to apply
Open all year through the school — the payment is tied to the academic session, so bank and Aadhaar details must reach the school before the session starts
How to apply
No separate public application — the school identifies eligible students from its records and pays by Aadhaar-based DBT

What is the Delhi School Uniform Cash Subsidy?

School Uniform Cash Subsidy is a scheme of the Directorate of Education, Government of NCT of Delhi under which the government pays a fixed annual amount into a student's bank account instead of handing out a stitched school uniform. The Directorate's own DBT scheme document sets out the objective plainly: to provide a cash subsidy to a student for purchasing a school uniform.

The scheme is old, Delhi paid Rs 500 per child until 2009-10, but the delivery method changed decisively. Uniform subsidy is now disbursed through Aadhaar-based DBT or ECS, and a Delhi government policy dated 10 June 2025 both revised the rates and formally replaced in-kind distribution with Direct Benefit Transfer for EWS, Disadvantaged Group and CWSN students as well. A Division Bench of the Delhi High Court, headed by Chief Justice Devendra Kumar Upadhyaya, upheld that policy, accepting that taking measurements from every student and delivering uniforms before each session begins is not practicable, and holding that the Right to Education Act does not mandate supply in kind.

Rates

Classes Rate up to 2016-17 Rate notified from 2017-18
Nursery to Class 5 Rs 500 a year Rs 1,100 a year
Classes 6 to 8 Rs 700 a year Rs 1,400 a year
Classes 9 to 12 Rs 900 a year Rs 1,500 a year

The policy of 10 June 2025 revised these figures upward to a band reported in the High Court proceedings as Rs 1,250 to Rs 1,700 per student per year, varying by class. The class-wise split of the revised band is not published in a form that can be verified here, so parents should confirm the exact figure for their child's class with the head of school or the current Directorate circular before assuming an amount.

Who is eligible for the Delhi school uniform subsidy?

Your child is covered if:

  • The student is enrolled from Nursery to Class 12 in a Delhi government school or a government-aided school. The Directorate's eligibility criterion states this applies irrespective of gender and income, so there is no income certificate to produce.
  • The student is in a recognised private school and belongs to the EWS, Disadvantaged Group (DG) or Children With Special Needs (CWSN) category, or is admitted against the freeship quota. The DBT policy of 10 June 2025 covers exactly this group in government, aided and unaided recognised schools.
  • The student's Aadhaar number and an Aadhaar-seeded bank account are on the school record.

Your child is not eligible, or cannot be paid, if:

  • The student is a fee-paying pupil in an unaided private school outside the EWS, DG, CWSN and freeship categories. This is the principal exclusion.
  • The school is outside the NCT of Delhi. This is a Delhi state scheme run by the Delhi Directorate of Education.
  • The student has no Aadhaar or no operational bank account recorded with the school. The entitlement stands, but the transfer cannot be executed until both exist.
  • The student's record is not on any school's roll for the current session, typically after an unprocessed transfer.

How to apply for the Delhi uniform cash subsidy

There is no application form, no portal login and no fee. The school does the identification and the payment. A parent's role is to remove the obstacles that stop the transfer.

  1. Confirm your child is on the school roll for the running academic session, and that a transfer, if any, has been recorded in the school MIS.
  2. Open a savings account in the student's name if there is none, a minor account operated by a parent or guardian. Carry the student's Aadhaar, the guardian's identity proof and a school certificate to the bank branch.
  3. Get the account Aadhaar-seeded for DBT at the branch, and ask for confirmation that the account is mapped in the NPCI DBT database. Linking Aadhaar to an account is not the same thing as DBT seeding.
  4. Give the school a copy of the passbook and the Aadhaar card, addressed to the class teacher or the school office, and ask for the details to be entered before the session starts.
  5. Check that the name spelling matches across Aadhaar, the bank account and the school record.
  6. For a private-school student, keep the EWS, DG, CWSN or freeship admission letter on the school file, since the school certifies that category before the payment is processed.
  7. Ask the head of school for the DBT status a few weeks into the session if nothing has been credited.

What documents are required?

Document Mandatory Notes
School enrolment record Yes Held by the school; no separate parent form
Student's Aadhaar card Yes Basis for the Aadhaar-based DBT
Student's bank passbook Yes Live minor account, Aadhaar-seeded
EWS, DG or CWSN admission letter No Only for recognised private-school students in those categories
Disability certificate No Only where a CWSN category has to be certified

When is the uniform subsidy paid?

The uniform subsidy is an annual payment tied to the academic session, not a monthly one, and it is paid once per student per year at the class rate. Because a family is expected to buy the uniform with the money, the timing is what parents care about most — money that arrives late in the session defeats the purpose. The Delhi High Court, while upholding the DBT policy, modified its earlier 2023 order to direct the government to ensure the subsidy amount is provided in time and in an adequate amount as per the policy decision. That direction is the strongest lever a parent has if a school is sitting on the payment.

Why the uniform DBT fails, and what to do

  • No operational bank account. Audit reporting on Delhi school DBT schemes has found large numbers of students unable to receive uniform, stationery and school-bag transfers purely because no working account existed in their name.
  • No Aadhaar card. Families without residence proof often cannot get a child enrolled for Aadhaar, which blocks an Aadhaar-based DBT. Aadhaar enrolment has to be completed first; schools can support the documentation.
  • Account linked but not DBT-seeded, so the credit is rejected at the NPCI mapper.
  • Name mismatch across Aadhaar, bank record and school record.
  • Dormant or KYC-incomplete minor account, which will not accept the credit.
  • Category not certified for an EWS, DG or CWSN student in a private school, so the student is left off the school's beneficiary list.
  • Mid-session transfer not reflected in the school MIS, leaving the student on no list at all.

Every one of these is fixed at the school level. Start with the class teacher, then the head of school, and ask specifically whether the record was included in the DBT file and whether the transfer failed or was never attempted. Those two answers point to very different remedies.

Grievance route

  1. Head of school; holds the enrolment record and the payment file, and can re-push a failed transfer.
  2. Deputy Director of Education (Zone) and then the Regional Director of Education (District) for that school.
  3. Directorate of Education, GNCT of Delhi, Old Secretariat, Delhi-110054, through edudel.nic.in, which is where circulars revising the rates are published.
  4. Public Grievance Monitoring System of the Delhi government, for a written grievance that the Directorate has not settled.

No fee is chargeable at any stage, and no school, vendor or agent may condition a child's uniform entitlement on buying from a particular shop. The whole point of the cash route upheld by the High Court is that the family chooses where to buy.

How to check your uniform subsidy payment status

Because there is no application form and no scheme-specific portal, "status check" here means confirming whether the DBT transfer has actually reached the student's account, not tracking an application through a workflow. Use these routes in order.

  1. Check the bank passbook or account statement first. The subsidy lands as a direct credit, so the passbook entry (updated at the branch or through mobile/net banking) is the most reliable proof of payment, and it also shows the exact amount credited for the session.
  2. Ask the class teacher or school office for the DBT disbursal list. Schools maintain the list of students included in a given DBT cycle along with the transfer status the Directorate shares with them. This tells you whether your child's name was even included in the batch sent for payment, which is a different question from whether the bank account accepted the credit.
  3. Check the PFMS portal (pfms.nic.in) if the school confirms your child was included in a government DBT batch. Government DBT payments routed through the Public Financial Management System can often be traced by the beneficiary's Aadhaar number or the sanction reference the school holds, though parents typically need the school's help to pull the right reference since no separate public login is issued to individual students for this scheme.
  4. If the passbook shows nothing and the school confirms inclusion in the list, the likely cause is a rejected NPCI mapping (Aadhaar linked to the account but not DBT-seeded) or a name mismatch, and the school or bank branch has to re-push the transfer, a parent cannot do this independently.
  5. If the school has no record of your child in any DBT list for the current session, escalate to the Deputy Director of Education (Zone) as described under the grievance route, since the failure is upstream of the bank entirely.
  6. Keep a written or SMS record of every enquiry date with the school office. If the matter later needs to go to the Regional Director of Education or the Public Grievance Monitoring System, a dated trail of when you first flagged a missing payment strengthens the complaint.

There is no helpline number published by the Directorate specifically for this subsidy, so the school office remains the first and fastest checkpoint before any higher-level escalation.

Frequently asked questions

How much is the school uniform subsidy in Delhi?

Under the rates notified from 2017-18, Delhi paid Rs 1,100 a year for Nursery to Class 5, Rs 1,400 for Classes 6 to 8 and Rs 1,500 for Classes 9 to 12. A policy dated 10 June 2025 revised the amounts to a band of Rs 1,250 to Rs 1,700 per student a year, depending on the class.

Does Delhi still give physical school uniforms?

No — the Delhi government's policy dated 10 June 2025 shifted to Direct Benefit Transfer of a cash subsidy in place of distributing stitched uniforms, and a Division Bench of the Delhi High Court upheld that policy. Families buy the uniform themselves with the money credited to the student's account.

Why did Delhi replace uniforms with cash?

The Delhi High Court accepted the government's position that measuring and supplying a uniform to every student before each academic session is not administratively workable, and held that the Right to Education Act does not require the entitlement to be given in kind rather than as cash.

Who is eligible for the Delhi school uniform subsidy?

All students from Nursery to Class 12 in Delhi government and government-aided schools are eligible irrespective of income and gender, and so are EWS, Disadvantaged Group and CWSN students in recognised private schools. The subsidy is paid once a year per student.

Who cannot claim the uniform subsidy?

Fee-paying students in unaided private schools who are not in the EWS, DG or CWSN categories are not eligible, and neither are students enrolled in schools outside the NCT of Delhi. A student with no Aadhaar-seeded bank account on the school record cannot be paid until that is fixed.

Do I have to apply for the uniform subsidy?

No. The school identifies eligible students from its own enrolment records and processes the DBT. A parent only has to make sure the student's Aadhaar number and a working, Aadhaar-seeded bank account are recorded with the school before the session begins.

Why has the uniform money not reached my child's account?

Most failures come down to the student having no operational bank account or no Aadhaar on the school record. A name mismatch between Aadhaar and the bank account, a dormant or KYC-frozen minor account, and an unprocessed school transfer are the next most common reasons.
