Ration Card in Delhi (NFS Card)
Delhi state government scheme
Ration Card in Delhi is issued free by the Department of Food, Supplies and Consumer Affairs as an NFS card in the AAY or Priority Household category. A Delhi household applies online at the e-District portal, through a Mobile Sahayak visit, or at the Circle office, and the department states applications are decided within 30 days. There is no application, renewal or modification fee.
What is an NFS ration card in Delhi and who issues it?
A ration card in Delhi is issued by the Department of Food, Supplies and Consumer Affairs, Government of NCT of Delhi, and Delhi calls it an NFS card because it is issued under the National Food Security Act, 2013. The NFS card records the household, names the head of the household, lists every member with their Aadhaar linkage, and ties the family to a specific Fair Price Shop from which it draws subsidised wheat and rice each month.
Delhi issues the card in two NFSA categories. Antyodaya Anna Yojana (AAY) covers the poorest households and carries a fixed monthly quantity of foodgrain per family. Priority Household (PHH) covers the far larger group and carries a per-person monthly entitlement. Delhi operates within a sanctioned NFSA coverage ceiling of 72.78 lakh beneficiaries, which is why the department qualifies its 30-day approval promise with the words "subject to availability". A fresh card can only be issued when the state has headroom within that central ceiling.
One point confuses readers more than any other: Delhi does not issue a separate BPL certificate for food entitlement. The category stamped on the NFS card; AAY or PHH, is itself the record of the household's status. A household that wants subsidised grain does not need a BPL paper first; it needs the NFS card.
Who is eligible for a ration card in Delhi?
The Department of Food, Supplies and Consumer Affairs covers three broad groups.
Socially vulnerable households can apply. These include households living in slums and jhuggi-jhopri clusters, transgender persons, single women, shelterless persons, and persons with disabilities.
Occupationally vulnerable households can apply. These include rag-pickers, construction workers, domestic workers, and rickshaw pullers and drivers, households whose earnings are daily, irregular and undocumented.
Households with an annual income below Rs 1 lakh can apply. This is the general income route for a Delhi family that does not fall into the two vulnerability lists.
Who cannot apply: a household that is not resident in Delhi cannot apply here and must apply in its own state; a household already holding a ration card in Delhi or in any other state cannot hold a second one, and duplicate cards are cancelled once the national de-duplication check catches them; a household earning above the Rs 1 lakh threshold and not falling in any vulnerable category is not eligible for an NFS card; and an individual cannot be added to two different cards at the same time.
What documents are needed for a Delhi ration card?
The department keeps the list deliberately short. You need the Aadhaar card of every family member who is to appear on the card, a passport-size photograph of the head of the household, and the latest electricity bill of the Delhi premises. If your Aadhaar address is not the address you now live at, add a second address proof — a telephone bill, a water bill, a voter ID card, or a rent agreement supported by the owner's ownership document.
Bring originals to the Circle office if you apply offline; the online route needs clear scans or photographs of the same papers.
How to apply for a ration card in Delhi
The Department of Food, Supplies and Consumer Affairs runs three channels, and all three are free.
- Register on the e-District portal. Go to
edistrict.delhigovt.nic.inand click "New User". Enter your Aadhaar or voter ID details to generate a user ID. The department warns that registration must be completed within 72 hours using the access code and password sent to you, or the registration lapses and you must start again. - Log in and open the correct service. After logging in, select the Department of Food & Supply, then the service "Issuance of AAY / Priority Household Card". The path from the department side is nfs.delhi.gov.in → Citizen's Corner → "Apply Online for Food Security", which redirects to the same e-District form.
- Fill the household details. Name the eldest woman aged 18 or above as the head of the household, then add every member with their exact Aadhaar name, Aadhaar number, date of birth and relationship to the head. A mismatch between the name on Aadhaar and the name typed here is the single most common reason a Delhi application is returned.
- Upload the documents and submit. Attach the Aadhaar copies, the photograph and the electricity bill in the format the form asks for, submit, and save the acknowledgement number that appears on screen.
- Wait for field verification. The Food and Supplies Officer (FSO) of your Circle verifies the address and the household composition. The department states approval follows within 30 days, subject to availability within the state's NFSA ceiling.
Applying offline instead: collect the application form at your Circle office of the Department of Food, Supplies and Consumer Affairs, fill it, attach the same documents and submit it there against a receipt. Delhi also runs a Mobile Sahayak service under which a facilitator visits the applicant: useful for shelterless persons, elderly applicants and persons with disabilities who cannot travel to a Circle office.
How do I check the status of a Delhi ration card application?
Log in again at edistrict.delhigovt.nic.in with the same user ID and use the application-tracking option with your acknowledgement number. After approval, the card appears on the department's NFS portal at nfs.delhi.gov.in, which also shows Fair Price Shop-wise card details and the monthly allocation against your shop. If the status stays unchanged for more than 30 days, visit the Circle office with the acknowledgement number and ask the FSO for the verification position in writing.
What does a Delhi ration card cost?
Nothing. The Department of Food, Supplies and Consumer Affairs states plainly that there is no fee for an application, for a renewal, or for a modification such as adding a newborn, deleting a deceased member, or correcting a name. Delhi has no legitimate charge at any stage of this process.
Treat anyone who offers a "guaranteed" card for Rs 500 or Rs 1,000 as a middleman selling a free government service. If you use a paid facilitator to type the form for you, understand that you are paying for typing, not for the card. Nothing about the payment makes approval more likely, and the department's own decision continues to depend on the FSO's verification and on the NFSA ceiling.
Does the card expire, and what about e-KYC?
Delhi does not require renewal of the NFS card. What the household must keep current is Aadhaar seeding and e-KYC for every member, because entitlement is drawn on an electronic point-of-sale device at the Fair Price Shop against a biometric or OTP authentication. A member whose e-KYC is pending can be blocked from drawing the ration even though the card itself is valid. Households should also draw their entitlement regularly; long non-drawal is one of the triggers used to flag a card as inactive.
Life events need a modification application, not a new card: a birth, a marriage, a death, or a shift of address within Delhi are all handled through the same e-District service, again free.
Why are Delhi ration card applications rejected?
The recurring reasons are practical, not mysterious. A name or date-of-birth mismatch with Aadhaar is the leading cause. A member already appearing on another ration card, often at a parental home in another state, causes de-duplication failure. Weak address proof, especially where the applicant lives on rent and cannot produce the owner's ownership document alongside the rent agreement, stops the FSO's verification. Income above Rs 1 lakh a year with no vulnerable-category ground rules out the NFS card. And an application can be held simply because the state ceiling of 72.78 lakh beneficiaries is full, in which case the file waits for a vacancy rather than being wrong on merit.
Where do I complain about a Delhi ration card problem?
Start with the Circle office and the Food and Supplies Officer who handles your area; that is the officer who verifies applications and who deals with Fair Price Shop complaints. If the matter is not resolved, file it on the Delhi Public Grievance Monitoring System at pgms.delhi.gov.in, which routes the complaint to the department with a tracking number. Complaints about a dealer refusing to give the full quantity, charging above the issue price, or refusing to serve a valid card are also made through the same route, and under the National Food Security Act a household denied its entitlement can approach the district grievance redressal officer and then the state Food Commission.

Frequently asked questions
How much does a ration card cost in Delhi?
Nothing. The Department of Food, Supplies and Consumer Affairs states there is no charge for a new NFS ration card application, for a renewal, or for a modification such as adding or deleting a member. Any agent asking for a fee to "get your card made" is charging for something Delhi gives free.
How long does a new ration card take in Delhi?
Up to 30 days. The department says an application is approved within 30 days, subject to availability within the sanctioned NFS beneficiary ceiling of 72.78 lakh persons for Delhi under the National Food Security Act, 2013.
Who is the head of the household on a Delhi ration card?
The eldest woman of the family aged 18 years or above. The National Food Security Act makes the eldest adult woman the head of the household for the ration card; only where no woman aged 18 or above is in the family does the eldest male member become the head.
Do I need a separate BPL certificate in Delhi?
No. Delhi issues NFS ration cards in two categories, Antyodaya Anna Yojana (AAY) and Priority Household (PHH), and the category printed on the card itself records the household's status. Delhi does not run a separate standalone BPL certificate for foodgrain entitlement.
Does a Delhi ration card need to be renewed?
No. The Department of Food, Supplies and Consumer Affairs states that renewal is not required and the NFS card remains valid, though the household must keep Aadhaar seeding and e-KYC current and must actually draw its ration so the card is not marked inactive.
Can I apply for a Delhi ration card if I earn more than Rs 1 lakh a year?
Generally no under the income route. Delhi lists households earning less than Rs 1 lakh a year among those covered, alongside socially and occupationally vulnerable groups such as slum dwellers, single women, transgender persons, persons with disabilities, rag-pickers, construction workers, domestic workers and rickshaw pullers, who are covered on the basis of their status.
Where do I complain if my Delhi ration card application is stuck?
File the complaint on the Delhi Public Grievance Monitoring System at pgms.delhi.gov.in. The Food and Supplies Circle office (the FSO for your area) is the first point of contact, and the grievance can be escalated to the Assistant Commissioner of the district and then to the state Food Commission.
How do I check my Delhi ration card status?
Log in to the e-District portal at edistrict.delhigovt.nic.in with the same user ID used to apply and use the "Track your application" option. Once the card is approved, the details appear on the department's NFS portal at nfs.delhi.gov.in, where the card can also be viewed against the Fair Price Shop.
