Senior Citizen ID Card in Delhi — What Delhi Actually Issues
Delhi state government scheme
Delhi does not run a general senior citizen identity card service on e-District Delhi, which lists 454 services and only 4 Social Welfare services, none of them an ID card. What Delhi does offer seniors is free registration with the Delhi Police Senior Citizen Cell at seniorcitizen.delhipolice.gov.in, and the Old Age Pension Scheme with a 45-day disposal time.
Does Delhi issue a senior citizen ID card?
Delhi does not run a general-purpose senior citizen identity card service the way Himachal Pradesh or Goa do. This is the single most useful fact for a Delhi reader, and it saves a wasted trip to an SDM office.
The e-District Delhi portal at edistrict.delhigovt.nic.in is the Delhi government's single window for citizen certificates, carrying 454 services across departments. The Department of Revenue alone lists over 50 services; income certificate, caste certificates, domicile certificate, marriage registration, mutation, but the Department of Social Welfare lists exactly four:
- Old Age Pension Scheme to 45 days
- Disability Pension Scheme to 45 days
- Financial Assistance Scheme for Persons with Benchmark Disabilities to 45 days
- Delhi Family Benefit Scheme to 45 days
There is no senior citizen identity card among them. Nor does the Department of Social Welfare's own senior-citizen page list one: what it publishes under social security and old age welfare are recreation centres for senior citizens, old age homes, the Vayoshreshtha Samman awards, and the maintenance tribunals with district-wise appellate tribunal officers under the Maintenance and Welfare of Parents and Senior Citizens Act.
What Delhi does offer a senior citizen is two concrete things: free registration with the Delhi Police Senior Citizen Cell, and, for those who meet the income test, the Old Age Pension Scheme. Those are covered below.
Who is eligible for Delhi Police senior citizen registration?
The Delhi Police runs a dedicated portal at seniorcitizen.delhipolice.gov.in, live since 14 November 2018, with a "Register As A Senior Citizen" option. The portal asks you to read and confirm the eligibility conditions before proceeding.
You can register if:
- You are a person aged 60 years or above residing alone or only with your spouse, or
- You are a person aged 60 years or above who lives with family but remains alone for a long time during the daytime.
You cannot register if:
- You are below 60 years of age.
- You live in a household where you are not alone at any point and do not fall in either category. The portal asks you to check both conditions before proceeding, because the registration exists to let the local police keep contact with seniors who are, in practice, on their own.
The purpose of this registration is safety, not concession. Once registered, the senior citizen's details sit with the Senior Citizen Cell and the local police station, which is what makes a beat constable's visit or a quick response possible. It is free, it is done online, and no document has to be surrendered to anyone.
Who is eligible for the Delhi Old Age Pension Scheme?
The Department of Social Welfare's financial assistance scheme for senior citizens has a firm set of conditions.
You can apply if:
- You are above 60 years of age.
- You have lived in Delhi for at least 5 years before the date of application.
- Your annual family income from all sources is below Rs 1,00,000.
- You hold a valid Aadhaar number.
- You hold a single-operated bank account in a Delhi bank, linked to Aadhaar.
You cannot apply if:
- You are receiving a pension or financial assistance from any other government source. The scheme is explicitly not payable on top of another government pension.
- Your family income is Rs 1,00,000 or more a year.
- You cannot show 5 years of residence in Delhi, however long you have lived in the NCR outside Delhi's boundaries.
- You have no Aadhaar-linked single-operated account in a Delhi bank, since payment runs through the Public Financial Management System.
What it pays: Rs 2,000 a month for beneficiaries aged 60 to 69 years, and Rs 2,500 a month for those aged 70 and above, with an additional Rs 500 a month for SC, ST and minority beneficiaries in the 60 to 69 group.
What documents are required?

|---|---|---|
| Aadhaar card | Yes | Mandatory for e-District registration and for the pension scheme |

| Residence proof (5+ years in Delhi) | For pension | Electricity bill, ration card, voter ID |

| Passport-size photograph | Yes | Uploaded with the e-District application |
| Income self-declaration | For pension | Family income below Rs 1,00,000 a year |
How to apply — the two real routes in Delhi
Route 1: Register with the Delhi Police Senior Citizen Cell
- Open seniorcitizen.delhipolice.gov.in and read the two eligibility conditions the portal shows before anything else.
- Confirm that you meet one of them; living alone or only with a spouse, or living with family but alone for long periods in the daytime, and click through.
- Click "Register As A Senior Citizen" and fill in your name, age, full Delhi address, contact numbers and the details of a relative or neighbour who can be reached in an emergency.
- Submit and keep the registration reference. The Senior Citizen Cell and your local police station work from this record.
Route 2: Apply for the Old Age Pension Scheme on e-District Delhi
- Register on e-District Delhi at edistrict.delhigovt.nic.in using your Aadhaar number. One citizen registration covers all e-District services.
- Log in and select the Department of Social Welfare, then the Old Age Pension Scheme.
- Fill the form with your age, address, family details and bank account, and upload the age proof, the residence proof showing 5 or more years in Delhi, the photograph and the income self-declaration.
- Submit and note the application number printed on the acknowledgement.
- Track the application on the e-District portal using that number. The department's stated disposal time is 45 days from receipt.
- Watch the bank account after approval. Payment starts from the month following sanction, through the Public Financial Management System.
How do I check the status of my application?
- e-District Delhi, at edistrict.delhigovt.nic.in, using the application number on your acknowledgement. This is the route for the Old Age Pension Scheme and every other Social Welfare service.
- The District Social Welfare Office for your district, which handles the file on the ground.
- The local police station or the Senior Citizen Cell, for anything to do with the Delhi Police senior citizen registration.
What does it cost, and what should you refuse to pay?
Delhi Police senior citizen registration is free, and the Old Age Pension Scheme application on e-District Delhi carries no application fee. Both are filed online by the citizen or by someone helping them at home.
Because Delhi issues no senior citizen identity card, anyone offering to "make your Delhi senior citizen card" for a few hundred or a few thousand rupees is selling a document the Delhi government does not issue. Some agents produce laminated cards that look official and are worth nothing at a hospital or a bank counter. What actually works as senior-citizen proof in Delhi is your Aadhaar card, your voter ID, your PAN or your passport: all of which carry a date of birth, and, where a scheme requires it, the pension sanction itself.
Never hand your original Aadhaar, bank passbook or age proof to a middleman, and never share an Aadhaar OTP. No officer of the Department of Social Welfare or of the Delhi Police needs your OTP to register you.
What else can a senior citizen in Delhi use?
- Maintenance tribunals under the Maintenance and Welfare of Parents and Senior Citizens Act, with district-wise appellate tribunal officers listed by the Department of Social Welfare, the route for a parent seeking maintenance from children.
- Old age homes run or supported by the department.
- Recreation centres for senior citizens, for which the department publishes application forms and documentation requirements.
- Vayoshreshtha Samman, the national awards for eminent senior citizens and institutions, which the department publicises in Delhi.
Why do Delhi applications get rejected?
- Residence proof falling short of 5 years in Delhi, the commonest reason old age pension applications fail.
- Family income at or above Rs 1,00,000 a year on the declaration or on verification.
- Already drawing another government pension, which disqualifies the applicant outright.
- Bank account not single-operated, not Aadhaar-linked, or not in a Delhi bank, which stops payment even after sanction.
- Age proof mismatching Aadhaar, particularly where a date of birth was recorded as 1 January of a year.
- Applying for a "senior citizen card" that Delhi does not issue, and losing weeks before finding that out.
Grievance and helpline route
- e-District Delhi portal, edistrict.delhigovt.nic.in, for tracking Social Welfare applications and lodging portal grievances.
- District Social Welfare Office of your district, the first office to ask about a pending pension file.
- Department of Social Welfare, Government of NCT of Delhi, 7th Floor, MSO Building, ITO, I.P. Estate, New Delhi 110002, which publishes a directory of officers.
- Delhi Police Senior Citizen Cell, through seniorcitizen.delhipolice.gov.in and your local police station, for safety registration and for any harassment or safety complaint.
- District maintenance tribunal, for maintenance claims under the Maintenance and Welfare of Parents and Senior Citizens Act; the Department of Social Welfare publishes the district-wise list of tribunal officers.
Carry your application number to any of these. Without it, a Delhi office handling thousands of files cannot trace yours.

Frequently asked questions
Does Delhi issue a senior citizen ID card?
Delhi does not list a general senior citizen identity card among its e-District services. The e-District Delhi services directory carries 454 services across departments, and the Department of Social Welfare's four services are the Old Age Pension Scheme, the Disability Pension Scheme, the Financial Assistance Scheme for Persons with Benchmark Disabilities and the Delhi Family Benefit Scheme — no ID card among them.
What is the Delhi Police senior citizen registration?
It is a free registration with the Delhi Police Senior Citizen Cell at seniorcitizen.delhipolice.gov.in, open to a person aged 60 years or above who lives alone or only with a spouse, or who lives with family but remains alone for long periods during the day.
Who can register on the Delhi Police senior citizen portal?
Two categories, both stated on the portal itself — a person aged 60 years or above residing alone or only with a spouse, and a person aged 60 years or above who lives with family but remains alone for a long time during the daytime.
How much old age pension does Delhi pay?
Rs 2,000 a month for beneficiaries aged 60 to 69 years and Rs 2,500 a month for those aged 70 and above, with an additional Rs 500 for SC, ST and minority beneficiaries in the 60 to 69 age group, according to the Department of Social Welfare.
What is the income limit for the Delhi Old Age Pension Scheme?
Annual family income from all sources must be below Rs 1,00,000. The applicant must also be above 60, have lived in Delhi for at least 5 years before applying, hold a valid Aadhaar number and a single-operated Aadhaar-linked account in a Delhi bank, and not be drawing a pension or assistance from any other government source.
How long does the Delhi old age pension application take?
Applications are normally disposed of within 45 days of receipt, which is also the service level shown against the Old Age Pension Scheme in the e-District Delhi services directory. Payment begins the month following approval, through the Public Financial Management System.
What age proof works in Delhi if I have no birth certificate?
The Department of Social Welfare accepts a school leaving certificate or a passport among other documents as age proof for old age assistance. Where none exists, apply for a delayed birth registration or use the age recorded on a long-standing document such as a ration card or voter ID.
Is there a fee for senior citizen registration in Delhi?
Delhi Police senior citizen registration is done on the police portal at no charge, and the Old Age Pension Scheme has no application fee on e-District Delhi. Any agent charging to "make a Delhi senior citizen card" is selling something the Delhi government does not issue.
