What is the Delhi Chief Minister Super Talented Children Coaching Scheme?

Delhi Chief Minister Super Talented Children Coaching Scheme is a Directorate of Education programme that sponsors coaching for talented students of Delhi government schools who want to sit the JEE (Main and Advanced) engineering entrance or the NEET medical entrance. The scheme, often written in short as CMSTCCS and referred to locally as the Mukhyamantri Super Talented Children Coaching Yojana, is built on a simple idea: a bright government school student should not lose an IIT or medical seat because a coaching course costs more than a family earns in a year.

According to the scheme guidelines published by the Directorate of Education, the objective is to provide additional academic support to students studying in government schools under the DoE for the JEE (Main/Advanced) and NEET entrance examinations. The complete course fee of the coaching institute is paid by the Delhi government, and this cover includes study material and test papers, not just tuition.

Main features

  • Coaching is delivered by reputed coaching institutes in Delhi that are empanelled by the Directorate of Education.
  • Selection is by an open Common Entrance Test (CET) conducted by the Directorate for its own students.
  • Two entry points: Class 9 and Class 11 (Science).
  • Class 9 selectees are supported for four years, up to Class 12; Class 11 selectees for two years.
  • Around 150 seats in a cycle, about 100 in the JEE stream and 50 in the NEET stream, with 100 seats reserved for girls.
  • Students continue in their own school; the coaching runs alongside regular school hours.

Who is eligible for the Super Talented Children Coaching Scheme?

You can be considered if:

  • You are a permanent resident of Delhi.
  • You are studying in a government school under the Directorate of Education, Government of NCT of Delhi.
  • You are enrolled in Class 9, or in Class 11 with the Science stream, in the year the Common Entrance Test is held.
  • Your school registers you for the CET before the closing date in that year's circular.

You are not eligible if:

  • You study in a private unaided school, or in a school outside Delhi. The scheme is for DoE government school students only.
  • You are in Class 10 or Class 12 β€” the scheme has only two entry points, Class 9 and Class 11, because the coaching runs four years and two years respectively from those points.
  • You are a Class 11 student in the Commerce or Humanities stream, since the CET is set on Physics, Chemistry, Mathematics and Biology.
  • You cannot produce proof of permanent residence in Delhi at verification.
  • You miss the school-level registration window. There is no separate individual application route that lets a student bypass the school.

Girl students are not a separate category of eligibility but do benefit from the reservation: of the roughly 150 seats, 100 are earmarked for girls, which in practice makes the effective cut-off lower for girl candidates.

How to apply for the Delhi Super Talented Children Coaching Scheme

  1. Wait for the annual CET circular. The Directorate of Education issues a circular titled along the lines of "Registration of students for the Common Entrance Test (CET) for selection of meritorious students under Chief Minister Super Talented Children Coaching Scheme" and sends it to all government schools. It is also posted on edudel.nic.in.
  2. Give your details to your school. Class teachers collect names of eligible Class 9 and Class 11 Science students. Hand over your Aadhaar number, previous year's marks, contact number and residence proof.
  3. The head of school registers you. The principal or vice-principal logs into the Directorate of Education portal with the school's own login credentials and submits the list of candidates. There is no student login.
  4. Collect your admit card from the school. The Directorate generates admit cards centrally; schools print and distribute them. Check your name, class, stream (Engineering or Medical) and exam centre immediately.
  5. Appear for the CET on the notified date at the allotted centre with the admit card and school ID card.
  6. Check the merit list published by the Directorate. Separate merit lists are drawn for the Class 9 and Class 11 cohorts and for the JEE and NEET streams.
  7. Attend counselling with your original documents. Selected students are allotted to an empanelled coaching institute and start classes there.

What is the CET exam pattern?

The Common Entrance Test is an objective paper of 75 questions carrying 4 marks each, for 300 marks in total, with negative marking of 1 mark for every wrong answer. Questions are set on the syllabus of the previous academic year, so a Class 9 candidate is tested on Class 8 content and a Class 11 candidate on Class 10 content.

Element Detail
Questions 75 multiple-choice
Marks per correct answer 4
Negative marking -1
Total marks 300
Subjects Physics, Chemistry, and Mathematics or Biology
Syllabus Previous year's class syllabus

Engineering aspirants attempt the Mathematics component and medical aspirants attempt Biology, which is why the stream choice on the registration form matters. Ask your school to confirm the stream entered for you before the admit card is generated, because it decides which paper you sit.

What documents do I need?

Document Mandatory Notes
Delhi residence proof Yes Ration card, voter ID or utility bill in a parent's name
Student's Aadhaar card Yes Used for registration and record matching
Parent's Aadhaar card Yes Asked for at verification and counselling
Previous year marksheet Yes Class 8 for Class 9 entry, Class 10 for Class 11 entry
School ID and bonafide certificate Yes Proves DoE government school enrolment
CET admit card and scorecard Yes Admit card via school; scorecard needed at counselling
Passport photographs Yes For the form and the institute's records

How do I check my result and allotment status?

Results for this scheme are published centrally rather than through an individual dashboard. Watch three places: the Public Circulars section of edudel.nic.in, the notice board of your own school, and the message your class teacher receives through DEL-E, the Directorate's internal circulation system. Schools are the official channel for admit cards, merit lists and counselling calls, so keep your registered mobile number with the school updated.

If your name does not appear on a merit list, the score is final for that cycle. A Class 9 candidate who misses out can appear again at the Class 11 entry point two years later, provided they are then in the Science stream.

Common reasons students miss out

  • The school never registered the student. This is the most frequent cause. Registration is a school action, so a student who assumes there is an online form of their own is left out entirely.
  • Wrong stream entered on the registration list, so a medical aspirant is handed the Mathematics paper.
  • Negative marking. With -1 for each wrong answer on a 300-mark paper, guessing across 75 questions can pull a strong candidate below the cut-off.
  • Studying the wrong syllabus. The paper is set on the previous year's syllabus, not the current one, which surprises candidates who prepare only from their present textbooks.
  • Residence proof missing at counselling, which stops an otherwise selected student from taking the allotted seat.
  • Ineligible class or school type, for example a Class 10 student or a private school student who was included in a list by mistake.

Where to go for help

The Directorate of Education, Old Secretariat, Near Vidhan Sabha, Delhi-110054 administers the scheme. No dedicated public helpline number is published for this scheme, so the working route is: class teacher, then head of school, then the Zonal or District Deputy Director of Education, and then the Directorate. Circulars and result notices are posted on edudel.nic.in under Public Circulars.

The scheme costs a student nothing at any stage. Neither the Common Entrance Test nor the coaching that follows carries a fee, and no empanelled institute may collect money from a sponsored student. Report any demand for payment to the head of your school and to the Directorate of Education in writing.
