DDA Madhyam Vargiya Housing Scheme 2024
Delhi state government scheme
DDA Madhyam Vargiya Housing Scheme 2024 offered about 5,531 ready-to-move EWS, MIG and HIG flats at Narela, Loknayakpuram and Jasola on a first-come-first-serve basis, priced from about Rs 29 lakh to Rs 218 lakh. Registration cost Rs 2,500 online at eservices.dda.org.in and the scheme closed on 31 March 2025.
What was the DDA Madhyam Vargiya Housing Scheme 2024?
DDA Madhyam Vargiya Housing Scheme 2024, commonly written as Madhyam Vargiye or "middle class" housing scheme, was an online first-come-first-serve housing scheme of the Delhi Development Authority for the disposal of approximately 5,531 flats at Narela, Loknayakpuram and Jasola in different tranches. Where DDA's parallel Sasta Ghar Housing Scheme 2024 targeted EWS and LIG buyers, DDA Madhyam Vargiya Housing Scheme 2024 carried the MIG and HIG inventory, the larger 112 to 186 sqm flats, along with a block of EWS flats at Narela and Loknayakpuram.
DDA Madhyam Vargiya Housing Scheme 2024 used the same end-to-end online mechanism as Sasta Ghar: no lottery. A registered applicant logged in, chose a specific flat from the published inventory, and had 15 minutes to deposit the booking amount online in a single transaction. During those 15 minutes the flat was blocked for everyone else. A successful payment produced a demand-cum-allotment letter, generally within 24 hours.

The scheme is now closed to new applicants. Its brochure remains operationally relevant because DDA's later circular for Sabka Ghar Awaas Yojana 2025 states that all other terms and conditions of that scheme follow the brochures of DDA Sasta Ghar Housing Scheme 2024 (FCFS) and DDA Madhyam Vargiya Housing Scheme 2024.
Who was eligible for the DDA Madhyam Vargiya Housing Scheme 2024?
You could apply if:
- You were a citizen of India.
- You had attained the age of majority, that is completed 18 years as on the last date of submission of the application, and were legally competent to enter into a contract.
- You held a PAN allotted under the Income Tax Act and quoted it in the application form.
- You gave particulars of a savings bank account in the name of the applicant only in the application form.
- For EWS flats only, your family income, that of the applicant and spouse, and separately of any joint or co-applicant's family; did not exceed Rs 10 lakh per annum.
The brochure is explicit in clause 2.4 that there is no income criterion for any category except EWS, and that an applicant can apply according to their own requirement and affordability. Clause 2.3 also states there was no restriction with regard to owning any land or built-up property in Delhi.
You could not apply, or were not eligible, if:
- You were not an Indian citizen.
- You were below 18 years on the last date of submission or otherwise not competent to contract.
- You had no PAN, since PAN was compulsory in the application form.
- You wanted an EWS flat while family income exceeded Rs 10 lakh a year.
- You were making a joint application under the Divyangjan category with someone outside the family. The applicant themself had to fall within the reserved category, and the joint applicant had to be a parent, spouse, blood relative or dependent relative including unmarried children.
- You wanted to give the bank account of a third party, the account had to be in the applicant's name only.
Clause 16.8 warns that DDA does not verify eligibility when the application is accepted. If ineligibility is detected later the applicant is not entitled to allotment, and clause 10.1 allows summary cancellation without a show-cause notice, forfeiture of the entire amount deposited, and an FIR for misrepresentation to a government authority where a false affidavit or a wrong PAN is found.
What did DDA Madhyam Vargiya flats cost?
Annexure A of the brochure sets out the tentative reserved price. Prices include maintenance charges but exclude conversion charges for freehold property and the Rs 2,000 water connectivity charge; EWS flats attract no conversion charge.

The 420 MIG flats at Narela Pocket 1A, 1B and 1C were the only inventory in this scheme carrying a discount, and the deeper 25% cut was reserved for government employees. Separately, allottees under the Persons with Disability (Divyangjan) quota received a 5% rebate capped at Rs 1 lakh.
How to apply for DDA Madhyam Vargiya Housing Scheme 2024
- Create login credentials at www.dda.gov.in or https://eservices.dda.org.in using PAN and the other details asked for.
- Register for the scheme by paying Rs 2,500 including GST online. The fee was non-refundable. Applicants already registered under FCFS Phase IV or the Diwali Special Housing Scheme 2023 did not need to register again.
- Study the inventory on eservices.dda.org.in; size, pocket, price and layout plan of each flat were published, and all flats were in ready-to-move condition. Sample flats at Narela, Loknayakpuram and Jasola were open for public inspection all seven days from 10:00 AM to 6:00 PM, with named Assistant and Junior Engineers as site contacts.
- Select a specific flat online on a first-come-first-serve basis once booking opened on 10.09.2024.
- Pay the booking amount inside the 15-minute window — Rs 50,000 for EWS, Rs 4,00,000 for MIG or Rs 10,00,000 for HIG, through internet banking or a debit or credit card, in a single transaction. DDA advised applicants to raise their card and net-banking transaction limits beforehand.
- Receive the demand-cum-allotment letter online, generally within 24 hours of the booking amount being realised, with SMS and email intimation.
- Pay the balance within 60 days of the demand-cum-allotment letter, then upload the affidavit, undertaking, ID and address proof, PAN copies and, for EWS, the family income certificate before possession.
Was there an offline way to book a DDA Madhyam Vargiya flat?
No. DDA Madhyam Vargiya Housing Scheme 2024 was described in its own brochure as an online scheme through an end-to-end online system, and registration, booking, the demand-cum-allotment letter and even the possession letter were issued in online mode only. The offline support DDA provided was:
- A help desk from 20.08.2024 for training and information on the FCFS process.
- A dedicated call centre at Vikas Sadan from the date of launch, for resolving public issues.
- Sample flat inspection at Narela, Loknayakpuram and Jasola, with named Divisional Executive Engineers, Assistant Engineers and Junior Engineers as nodal officers on site.
Payment, possession and the conveyance deed
Allotment under this scheme was on a cash-down basis only, except for Divyangjan applicants who could opt for EMIs. The full price fell due within 60 days of the demand-cum-allotment letter, with a further 30 days available at 10% p.a. simple interest. A delay of up to 2 days beyond 90 days was condoned automatically with 10% interest. A delay of 3 to 90 days required the Vice Chairman's approval with penal interest at 14% p.a., and only where at least 25% of the disposal price had already been received. Beyond that, the allotment was deemed automatically cancelled and the whole booking amount forfeited. The brochure also states that no request for surrender is entertained once full payment has been made.
Allottees could mortgage the flat for a housing loan without DDA's prior approval to a listed set of institutions, nationalised banks, cooperative banks, LIC and GIC, HDFC, PSUs and autonomous bodies, MCD and NDMC, the University of Delhi, and RBI-recognised housing finance companies: subject to DDA holding the first lien. An intimation naming the mortgagee institution had to be sent to the Housing Branch, DDA, Vikas Sadan, and the home loan intimation applied for online, preferably within 30 days of the demand-cum-allotment letter.
Possession letters are issued online only, with self-attested documents uploaded by the allottee. An allottee who does not take physical possession within 3 months of the possession letter pays watch and ward charges for the excess period. Flats are given on an "as is where is" basis, and DDA states it will not entertain complaints about price, design, material or workmanship.
The conveyance deed is requested online after physical possession, with e-stamp papers uploaded before reserving an execution date; e-stamping and registration costs fall on the allottee. Title passes only when the deed is executed and registered with the Sub-Registrar, GNCTD, and any sale before that is not recognised by DDA and leads to cancellation. EWS allottees cannot sell or transfer the flat for 5 years from taking physical possession.
Every allottee must join the Registered Agency or Association of Apartment Owners for the pocket under the DDA (Management and Disposal of Housing Estate) Regulations, 1968 to one RWA per pocket, membership mandatory. Maintenance charges are already built into the Annexure A price, but the RWA thereafter handles green areas, lifts, common-area lighting and common electricity bills, while facilities shared across RWAs such as community centres and gyms remain with DDA.
Common reasons a DDA Madhyam Vargiya booking failed
- The 15-minute payment window expired because a Rs 4 lakh or Rs 10 lakh booking amount exceeded the applicant's card or net-banking transaction limit.
- Wrong PAN or a false affidavit, treated under clause 10.1 as misrepresentation with forfeiture and possible FIR.
- EWS income above Rs 10 lakh a year, detected before possession.
- Payment delayed past 90 days with less than 25% of the price deposited, so the delay could not be condoned.
- The 25% government-employee discount claimed without being a government employee on the Narela Pocket 1A, 1B and 1C MIG flats.
- Divyangjan concessions claimed after a general-category allotment, clause 15.7 restricts the benefit to those who applied under the PwD category.
Help and grievance redressal
- DDA helpline: 1800-011-0332, as cited in DDA's own 2025 housing circulars.
- Dedicated call centre at Vikas Sadan, INA, New Delhi, operational through the scheme period.
- Correspondence on allotment must quote the application form number and file number, addressed to the concerned Deputy Director, D-Block, Vikas Sadan, DDA, New Delhi 110023.
- Grievances may be taken to Director (H)-I or Director (H)-II, the Commissioner (Housing), the Principal Commissioner (Housing) or the Vice Chairman, DDA on their public hearing days. Financial issues go first to the Financial Advisor (Housing), D-Block, 1st Floor, Vikas Sadan, New Delhi 110023.
- Disputes fall under the jurisdiction of courts and the consumer court at Delhi or New Delhi only.
How to check your DDA Madhyam Vargiya Housing Scheme application status
Since the scheme ran end to end online, every stage of an application, booking and possession leaves a record inside the applicant's own eservices.dda.org.in account. There is no separate tracking number to note down, the login itself is the tracker.
- Log in at https://eservices.dda.org.in with the same credentials created at registration. The dashboard shows the registration payment receipt, and once a flat was booked, the specific flat number, pocket and category selected.
- Check the demand-cum-allotment letter status. DDA states this letter is generated online, usually within 24 hours of the booking amount being realised, with an SMS and email sent to the mobile number and email registered at signup. If neither has arrived a day after payment, log back in and open the allotment section of the dashboard before assuming the booking failed; a delayed bank confirmation is the most common cause.
- Track balance payment and interest calculation. The dashboard reflects how many of the 60 days (or the additional 30-day, 10% interest window) remain, and any penal interest applied for delay beyond that. This is the same account where the balance payment itself is made online.
- Check possession letter status after full payment. Possession letters are also issued online only, so the same login is where an allottee uploads the self-attested documents DDA asks for and later sees whether the possession letter has been generated.
- Check conveyance deed status. After physical possession, the request for the conveyance deed is raised from the same portal account, and its progress, including whether uploaded e-stamp papers have been accepted and an execution date reserved, shows there too.
- If the portal shows no movement, call the DDA helpline at 1800-011-0332 or the dedicated call centre at Vikas Sadan, INA, New Delhi, quoting the application form number and file number. For allotment-specific queries, correspondence can also be sent in writing to the concerned Deputy Director, D-Block, Vikas Sadan, DDA, New Delhi 110023, citing the same numbers.
Since the scheme closed to new registrations on 31 March 2025, this status-check process now applies only to applicants who registered, booked or paid before that date and are still moving through payment, possession or conveyance; it is not a way to check a fresh application, as none can be filed under this scheme any longer.
