DDA Shramik Awaas Yojana
Delhi state government scheme
DDA Shramik Awaas Yojana 2025 offered 700 EWS flats at Narela Pocket 3, 4, 5 and 6, Sector G2 with a 25% discount to construction workers registered with the Delhi Building and Other Construction Workers Welfare Board and to PM Vishwakarma registrants, cutting the price from Rs 11.54-11.67 lakh to Rs 8.65-8.8 lakh. Booking was online at eservices.dda.org.in.
What is DDA Shramik Awaas Yojana?
DDA Shramik Awaas Yojana is a discounted housing offer of the Delhi Development Authority for working-class buyers. According to DDA Circular No. F/1/0001/2025/CORD/-O/o DD (Coordination)/2581 dated 6 January 2025, signed by the Commissioner (Housing), DDA launched DDA Shramik Awaas Yojana 2025 with a 25% discount for building and construction workers registered with the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB) and for registrants under the PM Vishwakarma Scheme, on a First Come First Serve basis.
DDA Shramik Awaas Yojana is not a separate housing stock built for labourers. It is a price concession layered on existing DDA inventory, specifically 700 ready EWS flats at Narela, Pocket 3, 4, 5 and 6, Sector G2 to offered to a defined group of workers. That design matters: the flats, the payment schedule, the possession process and the conveyance rules all come from the DDA Sasta Ghar Housing Scheme 2024 (FCFS) brochure, which the circular names as the governing document for everything except the discount and the eligibility list.
Key facts from the circular
- Discount: 25% on the flat price.
- Inventory: 700 EWS flats, Narela Pocket 3, 4, 5 and 6, Sector G2.
- Plinth area: approximately 34 to 35.1 sqm.
- Tentative price: Rs 11.54 lakh to Rs 11.67 lakh, falling to Rs 8.65 lakh to Rs 8.8 lakh after the 25% discount.
- Allotment: First Come First Serve (Pehle Aao, Pehle Pao); explicitly not a lottery.
- Registration fee Rs 2,500, booking fee Rs 50,000, both non-refundable.
- Registration opened 06.01.2025, bookings commenced 15.01.2025 from 11:00 AM, and the circular set closure at 31.03.2025.
DDA subsequently published a DDA Shramik Awaas Yojana 2025 page on dda.gov.in carrying an opening date of 1 June 2025, and the scheme has appeared on eservices.dda.org.in alongside an extension notice. Anyone acting on this guide should confirm the live window on eservices.dda.org.in before paying anything, because DDA re-offers unsold inventory under fresh names; by 2026 the portal was carrying newer first-come-first-serve schemes including Nagrik Awas Yojana 2026, Karmayogi Awaas Yojana and Karmajeevi Awaas Yojana.
Who is eligible for DDA Shramik Awaas Yojana?
You can claim the 25% discount if:
- You are a building and construction worker registered with the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB) on or before 31 December 2024. The cut-off date is stated twice in the circular and is not flexible.
- Or you are a registrant under the PM Vishwakarma Scheme. The circular says all PM Vishwakarma registrants are eligible for this discount offer, without naming a cut-off date for that route.
Because the entire inventory in this scheme is EWS, the underlying Sasta Ghar 2024 eligibility applies as well: Indian citizenship, completed 18 years of age, a PAN, a savings account in the applicant's own name, and family income within Rs 10 lakh per annum for EWS flats. There is no bar on already owning property in Delhi.
You cannot claim the discount / are not eligible if:
- You are a construction worker who registered with DBOCWWB after 31 December 2024. Registering later does not bring you inside the offer.
- You are a worker with no DBOCWWB registration and no PM Vishwakarma registration — an informal labourer without either registration falls outside the scheme, however low the household income.
- You cannot produce documentary evidence of that registration before the possession letter is issued. The circular makes this proof a condition of possession, not of booking.
- You cannot furnish an income certificate supporting EWS status, which is separately required before possession.
- You are under 18, not an Indian citizen, or have no PAN.
A practical warning follows from the sequence DDA uses. Booking happens first and the eligibility documents are checked later, before possession. A worker who books a flat and then cannot produce DBOCWWB or PM Vishwakarma proof risks losing the concession and the non-refundable Rs 50,000 booking fee. Confirm your registration status and get a copy of the registration record before you book.
How much does a DDA Shramik Awaas Yojana flat cost?
| Locality | Category | Flats | Plinth area (sqm) | Tentative price (Rs lakh) | Price after 25% discount (Rs lakh) |
|---|---|---|---|---|---|
| Narela, Pocket 3, 4, 5, 6, Sector G2 | EWS | 700 | 34 to 35.1 | 11.54 to 11.67 | 8.65 to 8.8 |
Three qualifications published with that table matter. First, the number of flats may change at the time of launching, and the number at a particular locality may change subject to availability. Second, plinth area includes common area and varies from flat to flat. Third, the demand letter is issued as per the actual plinth area of the individual flat, so the disposal price can differ from the range shown, and the estimated cost does not include water connection charges.
How to apply for DDA Shramik Awaas Yojana
- Confirm your registration with DBOCWWB dated on or before 31.12.2024, or your PM Vishwakarma registration, and keep the documentary evidence ready.
- Create login credentials on https://eservices.dda.org.in using your PAN and other details. Registration and booking can be done online only. The circular allows no other channel.
- Pay the registration fee of Rs 2,500, which is non-refundable.
- Visit the flats on site before booking. DDA explicitly encourages applicants to inspect the Narela flats, and sample flats at Narela were kept open for public inspection all seven days from 10:00 AM to 6:00 PM under the governing Sasta Ghar 2024 brochure.
- Select a specific flat online on a First Come First Serve basis once booking opens, and pay the Rs 50,000 booking fee within the 15-minute payment window in a single online transaction. The booking fee is non-refundable and is adjusted against the price of the flat.
- Receive the demand-cum-allotment letter online, generally within 24 hours of the booking amount being realised.
- Pay the balance price within 60 days of the demand-cum-allotment letter, arranging a housing loan if needed, DDA has tied up with the fintech company AMBAK to facilitate easy loan financing from various financial institutions.
- Submit the income certificate and the DBOCWWB or PM Vishwakarma registration evidence before the possession letter is issued, along with the other documents prescribed in the Sasta Ghar 2024 brochure.
Where to get offline help with DDA Shramik Awaas Yojana
Booking is online-only, but the circular sets out four support channels for buyers who need help using the portal:
- DDA helpline 1800-011-0332 for all queries.
- A DDA kiosk at Rajiv Chowk Metro Station, staffed to answer questions.
- A dedicated helpdesk at DDA Headquarters, Vikas Sadan, INA, New Delhi.
- Camps organised across Delhi to assist and guide interested buyers.
These are the right places for a construction worker without a computer to get the registration and booking done, rather than paying an agent.
What happens after booking a Shramik Awaas Yojana flat?
Everything downstream follows the DDA Sasta Ghar Housing Scheme 2024 (FCFS) brochure. The full price is due within 60 days of the demand-cum-allotment letter, with a further 30 days at 10% p.a. simple interest. A delay of up to 2 days beyond 90 days is condoned automatically; 3 to 90 days needs the Vice Chairman's approval with penal interest at 14% p.a. and only if at least 25% of the disposal price has been received. Beyond that the allotment is treated as automatically cancelled and the booking amount forfeited.
The possession letter is issued online, and an allottee who does not take physical possession within 3 months pays watch and ward charges for the extra period. The conveyance deed is applied for online after physical possession, with e-stamping and registration costs borne by the allottee. Because these are EWS flats sold with concessions, the allottee cannot sell, transfer or part with possession for 5 years from the date of taking physical possession. Every allottee must also join the pocket's Registered Agency or Association of Apartment Owners under the DDA (Management and Disposal of Housing Estate) Regulations, 1968.
Common reasons a Shramik Awaas Yojana booking goes wrong
- DBOCWWB registration dated after 31.12.2024, so the 25% discount does not apply.
- No documentary evidence of registration available when possession documents are called for.
- No EWS income certificate, which is a separate requirement before possession.
- The 15-minute payment window lapses because the debit card or net-banking limit is below Rs 50,000 for a single transaction.
- Balance price not paid within the demand schedule, leading to automatic cancellation and forfeiture of the Rs 50,000 booking fee and Rs 2,500 registration fee.
- Assuming a fixed price, the demand letter follows the actual plinth area, and water connection charges are extra.
Help and grievance redressal
- DDA helpline: 1800-011-0332.
- DDA kiosk at Rajiv Chowk Metro Station and the helpdesk at DDA Headquarters, Vikas Sadan, INA, New Delhi.
- Correspondence on allotment should quote the application form number and file number and be addressed to the concerned Deputy Director, D-Block, Vikas Sadan, DDA, New Delhi 110023.
- Grievances may be raised with Director (H)-I or Director (H)-II, the Commissioner (Housing), the Principal Commissioner (Housing) or the Vice Chairman, DDA on public hearing days; financial issues go first to the Financial Advisor (Housing), D-Block, 1st Floor, Vikas Sadan, New Delhi 110023.
- For questions about DBOCWWB registration itself, approach the Delhi Building and Other Construction Workers Welfare Board under the Labour Department, GNCT of Delhi, not DDA.
Registration and booking under DDA Shramik Awaas Yojana are done directly by the applicant on eservices.dda.org.in. No agent is authorised to charge a fee for "arranging" a flat under the scheme, and because allotment is strictly first come first serve, nobody can reserve a flat for you in advance.
How to check your DDA Shramik Awaas Yojana application status
Once you have registered and booked a flat under DDA Shramik Awaas Yojana, use these channels to track where your application stands, since the scheme runs on the general DDA e-Services housing platform rather than a separate portal of its own.
Online, through the DDA e-Services portal
- Go to eservices.dda.org.in, the same site used for registration and booking.
- Log in with the credentials (registered mobile number or applicant ID and password) created at the time of registration.
- Open the housing or "my applications" section of the dashboard, where a booked applicant can see the booking confirmation, the demand-cum-allotment letter once issued, and the payment status against the 60-day and 30-day payment windows described in the Sasta Ghar 2024 brochure that governs this scheme.
- If a possession letter has been generated, it is also issued online through the same login, so check this section again once the payment stage is cleared.
By phone
Call the DDA helpline, 1800-011-0332, and be ready to quote your application form number and file number. These two references are what DDA staff use to pull up an individual case, so keep the acknowledgment you received at registration and booking safe until possession is complete.
In person
- Visit the DDA kiosk at Rajiv Chowk Metro Station, which handles walk-in queries on ongoing housing schemes.
- Visit the helpdesk at DDA Headquarters, Vikas Sadan, INA, New Delhi, during working hours if the kiosk cannot resolve the query.
- For written follow-up, send correspondence quoting the application form number and file number to the Deputy Director concerned, D-Block, Vikas Sadan, DDA, New Delhi 110023.
If the payment or possession stage seems stuck
Since a delay of 3 to 90 days past the 90-day payment deadline needs the Vice Chairman's specific approval to avoid automatic cancellation, an applicant who has not received a demand letter or whose payment does not reflect after several days should not wait passively. Escalate through the helpline first, and if unresolved, raise it in writing with Director (H)-I or Director (H)-II, or with the Financial Advisor (Housing), D-Block, 1st Floor, Vikas Sadan, New Delhi 110023 for anything related to the payment ledger specifically.
Because this scheme's inventory and booking window have closed and reopened under revised dates before, an applicant checking status should also confirm on eservices.dda.org.in that their booking still falls within an active scheme cycle, rather than assuming an older booking automatically carries forward if DDA re-notifies the offer under a new circular.

Frequently asked questions
What discount does DDA Shramik Awaas Yojana give?
DDA Shramik Awaas Yojana gives a 25% discount on the flat price. On the 700 EWS flats at Narela Pocket 3, 4, 5 and 6, Sector G2, the tentative price of Rs 11.54 lakh to Rs 11.67 lakh falls to Rs 8.65 lakh to Rs 8.8 lakh.
Who is eligible for DDA Shramik Awaas Yojana?
Building and construction workers registered with the Delhi Building and Other Construction Workers Welfare Board on or before 31 December 2024 are eligible, and so are all registrants under the PM Vishwakarma Scheme. The circular of 6 January 2025 names only these two groups for the 25% discount.
Is there a lottery for DDA Shramik Awaas Yojana flats?
No. Allotment is on a First Come First Serve basis — "Pehle Aao, Pehle Pao" — and the DDA circular states explicitly that allotment will not be through a lottery.
What are the registration and booking fees?
Registration costs Rs 2,500 and the booking fee is Rs 50,000. Both are non-refundable, as stated in the DDA circular dated 6 January 2025.
Where are the DDA Shramik Awaas Yojana flats located?
All 700 flats offered under the January 2025 circular are EWS flats at Narela, Pocket 3, 4, 5 and 6, Sector G2, with a plinth area of about 34 to 35.1 sqm.
Is DDA Shramik Awaas Yojana still open?
The circular dated 6 January 2025 set 31 March 2025 as the scheme closing date, though DDA later published a Shramik Awaas Yojana 2025 page dated 1 June 2025 and the scheme appeared on eservices.dda.org.in with an extension. Check eservices.dda.org.in for the current status before making any payment.
Can I apply offline at a DDA office?
No. The circular states that registration and booking can only be done online via https://eservices.dda.org.in. DDA does provide offline help — a kiosk at Rajiv Chowk Metro Station, a helpdesk at DDA Headquarters, Vikas Sadan, and camps across Delhi.
Does the tentative price include everything?
No. The demand letter is issued as per the actual plinth area of the individual flat, so the final price varies, and the estimated cost does not include water connection charges.
