What is the Delhi Doorstep Delivery of Public Services Scheme?

Delhi Doorstep Delivery of Public Services Scheme is a service-facilitation programme of the Government of NCT of Delhi under which a government-appointed Mobile Sahayak travels to a citizen's home, collects and uploads the papers needed for a government service, and lodges the application with the concerned department. The citizen pays a facilitation fee of Rs 50 per application and does not visit a government office at all.

According to the Dialogue and Development Commission of Delhi, which documents the programme, Delhi launched the scheme in September 2018. The design answered a specific problem: for a routine certificate, a Delhi resident had to take a day off work, queue at a district office, and often deal with informal touts outside the gate who charged several hundred rupees for the same form. The scheme replaced that informal market with a priced, tracked, government-run visit.

The programme grew in three phases; 30 services in September 2018, 40 more in March 2019, and another 30 in September 2019, taking the total to 100 services across 13 departments. Published departmental figures record roughly 1.3 million calls handled, about 2,00,000 booked requests and a service completion rate reported at 99.5 per cent, with over 125 Mobile Sahayaks, around 100 call centre executives, plus supervisors and coordinators.

The scheme has since stalled. The contract with the agencies managing the 1076 helpline expired, and the service was halted. Delhi government officials were reported in 2024 to be preparing a proposal to engage new agencies and restart the helpline, with an intention to widen the list to 200 services. This guide therefore describes both how the doorstep route works and the online route that currently does the same job.

Which services are covered by Delhi doorstep delivery?

The notified list of 100 services spans 13 departments. The main clusters are:

  • Revenue Department: income certificate, domicile or residence certificate, caste certificate, surviving member certificate, delayed birth and death registration orders, solvency certificate.
  • Transport Department; renewal of driving licence, duplicate driving licence, change of address on a licence or registration certificate, and related vehicle services.
  • Food and Supplies: new ration card, addition and deletion of members, change of address on a ration card, duplicate ration card.
  • Women and Child Development, widow pension and other WCD welfare schemes.
  • Social Welfare and SC/ST Welfare: old age pension, disability pension and scholarship-linked services.
  • Labour Department: labour registrations and related certificates.
  • Property and land related services, plus services of the water and power utilities on the notified list.

The scheme covers Delhi government services only. Central services such as passports, PAN cards and income tax filings are outside it.

How to apply through Delhi's doorstep delivery service

  1. Dial 1076 from any phone in Delhi. The call is routed to a centralised call centre.
  2. Tell the operator which service you need. The operator confirms whether it is on the notified list of 100 services and reads out the exact documents you must keep ready.
  3. Book an appointment slot for the home visit at a time that suits you. Note down the reference number given on the call.
  4. Keep the documents ready before the slot: your Aadhaar, proof of Delhi residence, the service-specific papers, photographs where required, and Rs 50 in cash for the facilitation fee.
  5. Receive the Mobile Sahayak at the appointed time. The Sahayak carries a tablet or laptop, verifies your identity, fills the department form with you, scans and uploads every document, and submits the application electronically.
  6. Pay the Rs 50 facilitation fee and collect the acknowledgement carrying the application number. Statutory department fees, where any apply, are charged separately at the standard rate.
  7. Track the application with that number on the Delhi e-District portal, and collect or download the certificate when the department approves it.

How to apply online instead, on the Delhi e-District portal

  1. Open edistrict.delhigovt.nic.in.
  2. In the Citizen's Corner, choose New User Registration and register with your Aadhaar or voter ID and a mobile number that can receive an OTP.
  3. Log in with those credentials and choose Apply for Services.
  4. Select the department, Revenue, Food and Supply, Labour, Social Welfare, Welfare of SC/ST, Higher Education or Women and Child Development — and then the specific service.
  5. Fill the form, upload scanned copies of the same documents a Mobile Sahayak would have collected, and submit.
  6. Use Track Application Status with the application number, and then Download or Print Certificate once it is issued. The portal also has a Verify Certificate option that any office can use to confirm a certificate you present is genuine.

The e-District route costs nothing beyond the department's own fee, which is why it is the sensible default while the 1076 line is not operating.

Who is eligible to use Delhi doorstep delivery?

You can use the scheme if:

  • You are a resident of the National Capital Territory of Delhi.
  • The service you need is on the notified list of 100 services from the 13 covered departments.
  • You can produce the documents that the service itself requires. The Mobile Sahayak collects papers but cannot substitute for them.
  • You can pay the Rs 50 facilitation fee per application.

You are not eligible if:

  • You live outside Delhi. The scheme covers Delhi government departments only, so a Noida or Gurugram resident cannot book a Mobile Sahayak for a home state service.
  • The service you want is a central government service; passport, PAN, Aadhaar enrolment, income tax, or a municipal service outside the notified list.
  • You are seeking a decision rather than a filing. Doorstep delivery is not an appeal or grievance channel, and a Mobile Sahayak has no authority over whether your application is approved.

There is no income limit, age limit, caste criterion or ration card requirement to use doorstep delivery itself. Eligibility conditions apply only to the underlying service, for example, an old age pension still has its own age and income rules.

What does the Rs 50 fee cover, and what does it not?

Rs 50 is charged per application, and it pays only for the facilitation: the home visit, the form filling, the scanning and uploading of documents, and the electronic submission to the department. It is not a bribe substitute and it is not a guarantee of approval.

Two costs sit outside that fee. First, the department's own statutory fee for the certificate, licence or registration, which is payable at the normal notified rate. Second, nothing else at all. A Mobile Sahayak is not permitted to ask for any additional payment, a tip, or money to "speed up" the file. If you are asked for more than Rs 50 plus the notified department fee, that is the point at which to record the Sahayak's ID and complain.

Why doorstep delivery applications get delayed or rejected

  • Documents not ready at the slot. The Sahayak has a fixed appointment schedule and cannot wait while a paper is fetched; the visit is then rebooked.
  • Mismatch between the Aadhaar name and the document name, which stalls the department's verification stage even though the filing itself went through.
  • Service not on the notified list, in which case the call centre should have refused the booking at the first stage.
  • Proof of Delhi residence not accepted, a rent agreement without registration, or a bill in a landlord's name, is a frequent failure point for new residents.
  • Underlying eligibility not met. A widow pension application filed neatly from your living room is still rejected if the income condition is not satisfied.
  • Uploaded scans unreadable. Ask the Sahayak to show you the uploaded images on the device before the application is submitted.

Independent assessments of the scheme also recorded operational limits worth knowing: only about 15 per cent of calls converted into bookings, more than half of applicants still preferred applying at the counter, and Mobile Sahayak retention was difficult because of low compensation. Those are the pressures that make the service's availability uneven.

How do I complain about Delhi doorstep delivery?

  • Call 1076 and ask the call centre to register a complaint against the booking reference number, when the line is operating.
  • Delhi government public grievance monitoring system, reachable from delhi.gov.in, for a written complaint against a Mobile Sahayak or an agency.
  • The concerned department's district office, for anything to do with the decision on the application itself rather than the doorstep visit. The Sahayak's role ends at submission.
  • Delhi e-District portal, at edistrict.delhigovt.nic.in, to check the live status of the application before assuming it was never filed.

Two safety rules matter with a home-visit service. A Mobile Sahayak should carry a government-issued identity card and should be verifiable against the appointment booked in your name, ask to see the card before handing over any document. And no Delhi government official or Sahayak will ever ask for your Aadhaar OTP, your bank OTP or your net banking password to file an application.

How to check your application status

Because a Mobile Sahayak files the application electronically at the moment of the home visit, the same application number works for tracking whether you booked through 1076 or filed yourself on the e-District portal.

  1. Locate the application or acknowledgement number. The Sahayak hands this over on a printed or SMS receipt right after submission; if you applied online yourself, the number appears on the confirmation screen and is also sent to your registered mobile number.
  2. Open edistrict.delhigovt.nic.in and use the Track Application Status link on the Citizen's Corner. This works whether the underlying filing came from a Mobile Sahayak visit or a direct online submission, since both routes push the case into the same departmental workflow.
  3. Enter the application number exactly as printed, including any leading zeros or department prefix codes. A mistyped character returns a "no record found" message that is often mistaken for a rejected or lost application.
  4. Read the status field, not just whether a result appears. Typical stages are "submitted", "under verification at department", "sent for field inquiry" (used for domicile, caste and income certificates that require a local verification report), "approved", and "ready for download". Each stage tells you whether the delay is with the department or with a pending inquiry.
  5. Call 1076 as a secondary check, when the helpline is operational, and quote the same application number; the call centre can see the booking record even if the portal status has not updated yet, which happens most often right after a Sahayak visit.
  6. Visit the concerned district office in person only if the portal status has not moved for several weeks and 1076 is unreachable. Carry the acknowledgement slip; the office can look up the file by application number without you needing to refile.
  7. Download the certificate the moment status shows "approved" or "ready for download". Certificates issued through this route can also be authenticated later using the portal's Verify Certificate tool, which is useful if a bank, employer or another office questions whether the document is genuine.

If the application shows no movement at all and you cannot recall whether a Mobile Sahayak actually submitted it before the 1076 contract lapsed, the safer step is to re-file directly on the e-District portal rather than wait indefinitely on a booking that may never have been processed.

Frequently asked questions

What is the Delhi Doorstep Delivery of Public Services Scheme?

Delhi Doorstep Delivery of Public Services Scheme is a facilitation service under which a trained Mobile Sahayak visits a citizen's home, collects and uploads the documents for a government service, and submits the application to the department, for a fee of Rs 50 per application. Delhi launched it in September 2018.

What is the doorstep delivery number in Delhi?

The toll-free number is 1076. Calls to 1076 were routed to a centralised call centre that booked an appointment slot and assigned a Mobile Sahayak. Reports indicate the line stopped working once the contract with the agencies running the call centre expired.

How many services are covered by Delhi's doorstep delivery scheme?

100 services across 13 Delhi government departments are covered. They were added in three phases — 30 services in September 2018, 40 in March 2019 and another 30 in September 2019 — and the government had proposed expanding the list to 200 services.

How much does the Delhi doorstep delivery service cost?

Rs 50 per application is charged as a facilitation fee, paid to the Mobile Sahayak. That fee covers the home visit and the filing of the application only. The department's own statutory fee for the certificate or licence is charged separately at the normal rate.

Is the Delhi doorstep delivery scheme still running?

The 1076 service was halted after the contract with the agencies managing the call centre expired, and the Delhi government has said it intends to engage new agencies and restart it. Confirm the current position with your district office before planning around it.

What can I use instead of doorstep delivery in Delhi?

Use the Delhi e-District portal at edistrict.delhigovt.nic.in, which handles the same certificates and welfare services online — Revenue, Food and Supply, Labour, Social Welfare, SC/ST Welfare, Higher Education and Women and Child Development services can all be applied for, tracked, verified and downloaded there.

Who is not eligible for Delhi's doorstep delivery scheme?

Residents outside the National Capital Territory of Delhi are not eligible, because the scheme only covers services delivered by Delhi government departments. The scheme also does not cover central government services such as passports, PAN or income tax, or services of the municipal corporations that are not on the notified list of 100.

Does a Mobile Sahayak decide whether my application is approved?

No. A Mobile Sahayak only collects and uploads documents and submits the application. The concerned department verifies the papers and decides the case under its own rules and timelines, exactly as it would for a counter application.
