DDA Sasta Ghar Housing Scheme 2024
Delhi state government scheme
DDA Sasta Ghar Housing Scheme 2024 offered about 34,177 ready-to-move EWS and LIG flats at Narela, Rohini, Siraspur, Ramgarh Colony and Loknayakpuram on a first-come-first-serve basis, priced from about Rs 11.54 lakh. Registration cost Rs 2,500 online at eservices.dda.org.in and the scheme closed on 31 March 2025.
What was the DDA Sasta Ghar Housing Scheme 2024?
DDA Sasta Ghar Housing Scheme 2024 was an online, first-come-first-serve (FCFS) housing scheme of the Delhi Development Authority for the disposal of approximately 34,177 ready-to-move flats at Narela, Rohini, Siraspur, Ramgarh Colony and Loknayakpuram, released in tranches. The brochure published on dda.gov.in carries the Hindi tagline "saste ghar ka sapna ab poora hua apna" and the headline claim of a house in Delhi from about Rs 11 lakh.
DDA Sasta Ghar Housing Scheme 2024 replaced the older lottery model entirely. There was no draw of lots: a registered applicant logged in, picked a specific flat from the inventory shown online, and had 15 minutes to pay the booking amount in a single online transaction. During those 15 minutes that flat was locked out for everyone else. If the payment went through, the flat was booked and a demand-cum-allotment letter followed, generally within 24 hours.

The scheme is now closed. Its terms and conditions did not die with it, though: DDA's later circulars for Sabka Ghar Awaas Yojana 2025 and Shramik Awaas Yojana 2025 both state that all other terms and conditions remain the same as the DDA Sasta Ghar Housing Scheme 2024 (FCFS) brochure, which is why this brochure is still the reference document for anyone holding a DDA flat booked through those schemes.
Who was eligible for the DDA Sasta Ghar Housing Scheme 2024?
You could apply if:
- You were a citizen of India.
- You had attained the age of majority, that is completed 18 years as on the last date of submission, and were legally competent to enter into a contract.
- You had a PAN allotted under the Income Tax Act, quoted in the application form.
- You had a savings bank account in the name of the applicant only, whose particulars were entered in the application form.
- For EWS flats, your family income, the income of the applicant and spouse, and separately of any joint applicant's family; did not exceed Rs 10 lakh per annum.
Notably, clause 2.3 states there was no restriction with regard to owning any land or built-up property in Delhi. Existing property owners in Delhi were therefore not barred, which distinguished this scheme sharply from DDA's older lottery schemes.
You could not apply, or were not eligible, if:
- You were not an Indian citizen.
- You were under 18 on the last date of submission, or otherwise not competent to contract.
- You had no PAN, since PAN was compulsory in the application form.
- You wanted an EWS flat with family income above Rs 10 lakh a year. The brochure is clear that there was no income criterion for any category except EWS, so a high-income applicant could still take an LIG flat.
- You wanted a joint application under the Divyangjan category with someone outside the family. The joint applicant had to be a parent, blood relative, spouse or dependent relative including unmarried children, and the applicant themself had to fall within the reserved category.
The brochure warns in clause 16.8 that DDA does not check eligibility at the time of accepting an application. An ineligible applicant whose booking is detected later loses the allotment, and under clause 10.1 a false affidavit or a wrong PAN could mean cancellation without a show-cause notice, forfeiture of the entire amount deposited, and an FIR for misrepresentation to a government authority.
How much did DDA Sasta Ghar flats cost?
Prices came from Annexure A of the brochure. The tentative price includes maintenance charges but excludes conversion charges for freehold property and a water connectivity charge of Rs 2,000 to although EWS flats attract no conversion charge.

How to apply for DDA Sasta Ghar Housing Scheme 2024
- Create login credentials on www.dda.gov.in or https://eservices.dda.org.in using PAN and the other details asked for.
- Register for the scheme by paying Rs 2,500 including GST online. The fee was non-refundable. Applicants already registered under FCFS Phase IV or the Diwali Special Housing Scheme 2023 did not have to register again.
- Inspect the inventory online, size, pocket, price and layout plan of each flat were published on eservices.dda.org.in, and all flats were in ready-to-move condition. DDA also kept sample flats open for physical inspection all seven days from 10:00 AM to 6:00 PM, with named Junior and Assistant Engineers as site nodal officers.
- Select a specific flat online on a first-come-first-serve basis once booking opened.
- Pay the booking amount within the 15-minute window; Rs 50,000 for EWS or Rs 1,00,000 for LIG — through internet banking or a debit or credit card, in a single transaction. Applicants were advised in advance to raise their card and net-banking transaction limits.
- Collect the demand-cum-allotment letter, issued online generally within 24 hours of the booking amount being realised, with an SMS and email intimation.
- Pay the balance price within 60 days of the demand-cum-allotment letter, then upload the affidavit, undertaking, identity and address proof, PAN copies and, for EWS, the family income certificate for possession.
How to apply offline for a DDA Sasta Ghar flat
DDA Sasta Ghar Housing Scheme 2024 had no offline application route. The brochure describes an end-to-end online system, and registration, booking, demand-cum-allotment and even the possession letter were issued in online mode only. What DDA did provide offline was help:
- A help desk operational from 20.08.2024 for training and information on the FCFS process.
- A dedicated call centre at Vikas Sadan functioning from the date of launch for resolving public issues.
- Site inspection of sample flats at each locality, with named Divisional Executive Engineers and Junior Engineers as contact points.
Anyone without a computer therefore had to use these facilities or a helper, but the booking itself still had to be completed online.
What happens after booking: payment, possession and conveyance deed
Payment discipline was the strictest part of the scheme. The price was due within 60 days of the demand-cum-allotment letter. A further 30 days was allowed at 10% p.a. simple interest. Delay of up to 2 days beyond 90 days was condoned automatically with 10% interest; a delay of 3 to 90 days could be allowed by the Vice Chairman with penal interest at 14% p.a., and only if at least 25% of the disposal price had already been received. Beyond that, the allotment stood automatically cancelled and the entire booking amount was forfeited.
Once dues were cleared and documents uploaded, DDA issued the possession letter online. An allottee who did not take physical possession within 3 months of the possession letter became liable for watch and ward charges beyond that period. The same charge applied where full payment was made but documents or formalities were not completed within 3 months.
The conveyance deed (freehold deed) is applied for online after physical possession, with e-stamp papers uploaded before reserving an execution date, and e-stamping and registration expenses borne by the allottee. Until the conveyance deed is executed and registered with the Sub-Registrar, GNCTD, the allottee cannot transfer the flat, an unregistered sale is simply not recognised by DDA and leads to cancellation. EWS allottees additionally cannot sell or transfer for 5 years from the date of taking physical possession.
Every allottee must become a member of the Registered Agency or Association of Apartment Owners for the pocket, under the DDA (Management and Disposal of Housing Estate) Regulations, 1968. One RWA is registered per pocket. Maintenance charges were already built into the disposal price shown in Annexure A, but day-to-day maintenance of greens, lifts, common-area lighting and common electricity bills is the RWA's responsibility after handover.
Common reasons DDA Sasta Ghar bookings failed
- The 15-minute payment window lapsed because the card or net-banking limit was too low for a single transaction, releasing the flat back to the pool.
- Wrong or missing PAN in the application form, which the brochure treats as a material misrepresentation.
- EWS income certificate above Rs 10 lakh, discovered before possession.
- Payment beyond 90 days without at least 25% of the price deposited, so the Vice Chairman could not condone the delay.
- False affidavit or suppression of facts under clause 10.1, leading to summary cancellation, forfeiture and possible FIR.
- Divyangjan benefits claimed after allotment under general category, the brochure states the concession applies only to those who applied under the PwD category in the first place.
Help and grievance redressal
- DDA helpline: 1800-011-0332, cited in DDA's own 2025 housing circulars.
- Dedicated call centre at Vikas Sadan, INA, New Delhi, operational through the scheme period.
- Correspondence on allotment must quote the application form number and file number and be addressed to the concerned Deputy Director, D-Block, Vikas Sadan, DDA, New Delhi 110023.
- Grievances can be taken to Director (H)-I or Director (H)-II, the Commissioner (Housing), the Principal Commissioner (Housing) or the Vice Chairman, DDA during their public hearing days. On financial issues the brochure asks applicants to first contact the Financial Advisor (Housing), D-Block, 1st Floor, Vikas Sadan, New Delhi 110023.
- Disputes are subject to the jurisdiction of courts and the consumer court at Delhi or New Delhi only.
Flats under DDA Sasta Ghar Housing Scheme 2024 were sold on an "as is where is" basis, and DDA states it will not entertain complaints about price, design, material or workmanship after booking, which is exactly why the brochure repeats its advice to inspect the sample flat before paying.
How to check your application status
DDA Sasta Ghar Housing Scheme 2024 is now closed to new registrations, but an applicant who registered, booked a flat, or is waiting on a demand-cum-allotment letter, possession letter, or conveyance deed can still track where their case stands.
- Log in at eservices.dda.org.in with the same credentials created at registration. The dashboard shows the registration status, whether a flat was successfully booked in the 15 minute window, and whether the demand-cum-allotment letter has been generated.
- Check for the SMS and email intimation DDA sends once the booking amount is realised and the demand-cum-allotment letter is issued, generally within 24 hours of payment. If a booking was attempted but no such message arrived, the payment likely did not clear within the window and the flat would have gone back into the pool.
- Track the balance payment and possession status online. After the 60 day payment window, the portal reflects whether the balance price, affidavit, undertaking, identity and address proof, PAN copies, and (for EWS) the income certificate have been received and processed, and whether a possession letter has been issued.
- Call the DDA helpline at 1800-011-0332 for a status update over the phone, quoting the application form number and file number.
- Contact the dedicated call centre at Vikas Sadan, INA, New Delhi, which was set up specifically to resolve public issues for this scheme, including booking, payment, and documentation queries.
- Write to the concerned Deputy Director, D-Block, Vikas Sadan, DDA, New Delhi 110023 for any status query in writing, always quoting the application form number and file number so the case can be located.
- For payment or demand-related status queries, the brochure directs applicants to first approach the Financial Advisor (Housing), D-Block, 1st Floor, Vikas Sadan, New Delhi 110023, before escalating further.
- For unresolved status disputes, applicants can approach Director (H)-I or Director (H)-II, the Commissioner (Housing), the Principal Commissioner (Housing), or the Vice Chairman, DDA, during their scheduled public hearing days.
Since the scheme is closed, there is no separate "track new application" feature; all status checks for this scheme now relate to an existing registration, booking, payment, or possession case already on file with DDA.

Frequently asked questions
Is DDA Sasta Ghar Housing Scheme 2024 still open?
No. DDA Sasta Ghar Housing Scheme 2024 closed on 31 March 2025 as stated in the DDA brochure timeline. Unsold inventory from the same pockets was later re-offered through DDA Sabka Ghar Awaas Yojana 2025 and DDA Shramik Awaas Yojana 2025, and newer first-come-first-serve schemes have since been launched on eservices.dda.org.in.
How many flats were offered under DDA Sasta Ghar Housing Scheme 2024?
Approximately 34,177 flats were offered, across Narela, Rohini, Siraspur, Ramgarh Colony and Loknayakpuram, released in tranches. Of these, 3,964 were EWS flats at Narela and the remainder were LIG flats.
What was the cheapest flat under DDA Sasta Ghar Housing Scheme 2024?
The lowest tentative price was about Rs 11.54 lakh for EWS flats of 34 to 35.1 sqm plinth area at Narela, Pocket 1, 3, 4, 5 and 6, Sector G2. LIG flats at Narela G2 Pocket 2 and G8 Pocket 3 started at Rs 14 lakh before discount and about Rs 11.9 lakh after a 15% discount.
What was the registration fee and booking amount?
Registration cost Rs 2,500 including GST, paid online and non-refundable. The booking amount was Rs 50,000 for an EWS flat and Rs 1,00,000 for an LIG flat, also non-refundable and adjusted against the price of the flat on a successful booking.
Was there an income limit under DDA Sasta Ghar Housing Scheme 2024?
Yes, but only for EWS flats — family income of the applicant and of any joint applicant had to be within Rs 10 lakh per annum, considered separately for each family. The brochure states there was no income criterion for any other category.
Could someone who already owns a house in Delhi apply?
Yes. Clause 2.3 of the brochure states there was no restriction with regard to owning any land or built-up property in Delhi, which is a change from DDA's older lottery-based schemes.
How long did an applicant get to pay after booking?
The full price of the flat had to be deposited within 60 days from the date of the demand-cum-allotment letter, with a further 30 days available at 10% simple interest. Non-payment beyond that meant automatic cancellation and forfeiture of the entire booking amount.
Can an EWS flat allotted under this scheme be sold immediately?
No. The brochure bars an EWS allottee from selling, transferring or parting with possession of the flat in any manner for 5 years from the date of taking physical possession, because of the concessions built into the EWS price.
