Dilli Swarojgar Yojana
Delhi state government scheme
Dilli Swarojgar Yojana is a DSFDC scheme of the Delhi government that lends up to Rs 5,00,000 at 6 percent a year to SC, ST, OBC and minority residents of Delhi aged 18 to 50 with annual family income under Rs 2 lakh, for 26 listed income-generating activities. Apply offline at the DSFDC head office in Rohini or its branch offices.
What is Dilli Swarojgar Yojana?
Dilli Swarojgar Yojana, written on the corporation's own documents as "Dilli Swarojgar Yojna" and in Hindi as Dilli Swarojgar Yojana, is a self-employment loan scheme run by the Delhi SC/ST/OBC/Minorities & Handicapped Finance & Development Corporation (DSFDC), a fully owned undertaking of the Government of NCT of Delhi.
According to the DSFDC scheme document, under Dilli Swarojgar Yojana the corporation provides a need-based loan of up to Rs 5,00,000 at 6 percent per annum for income-generating activities. It is the corporation's larger of two general-purpose self-employment products; the other, the Composite Loan Scheme, tops out at Rs 3,00,000 for SC applicants and Rs 1,00,000 for OBC, minority and disabled applicants.
DSFDC itself was incorporated on 29 January 1983 under the Companies Act, 1956, with an authorised share capital of Rs 100 crore. It works as the State Channelising Agency in Delhi for the national apex corporations; NSFDC, NSTFDC, NSKFDC, NMDFC, NBCFDC and NHFDC, which is where much of its lending money comes from. Its head office is at Ambedkar Bhawan, Rohini, and it operates through three zonal or branch offices covering Delhi's 11 revenue districts.
Who is eligible for Dilli Swarojgar Yojana, and who is not?
Target groups. DSFDC lists four target groups for this scheme: Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities.
You can apply if:
- You have been a resident of Delhi for the last five years.
- Your age is between 18 and 50 years.
- Your annual family income from all sources does not exceed Rs 2,00,000.
- You have a proper work place for starting the proposed activity, owned by you, by a relative, or rented.
- You have passed at least the class VIII exam.
- You hold the technical qualification for the proposed activity. This requirement does not apply to traditional artisans, or to entrepreneurs already engaged in the activity for which the loan is sought for at least the past three years.
You cannot apply, or are not eligible, if:
- You do not belong to SC, ST, OBC or a notified minority community. Dilli Swarojgar Yojana is a target-group scheme; general-category applicants are not covered, and should look at the Delhi Khadi & Village Industries Board's Rajiv Gandhi Swavlamban Rozgar Yojana instead.
- Your annual family income is above Rs 2 lakh.
- You are under 18 or over 50.
- You have been declared a defaulter under any scheme implemented by DSFDC.
- You have already taken a loan from another financial institution or government organisation, an affidavit to the contrary is a compulsory document.
- You have no work place for the activity. A proposal without an address does not clear scrutiny.
- You have not passed class VIII.

How to apply for Dilli Swarojgar Yojana
- Confirm you are inside all four gates; target group, five years' residence in Delhi, age 18 to 50, and family income up to Rs 2 lakh. Get the Delhi caste certificate and the SDM income certificate moving first, because these take the longest.
- Buy the application form. Collect the Dilli Swarojgar Yojana form from the DSFDC head office at Ambedkar Bhawan, Rohini, or from the Rajpur Road, Mangolpuri or Nand Nagri branch office. The form costs Rs 100. It can also be downloaded from the corporation's website.
- Lock down the work place. Arrange the ownership proof, or the rent agreement, or the notarised NOC from the relative who owns the premises, along with the owner's ID proof. This is where most files stall.
- Write the project report. DSFDC asks for a detailed project report showing profitability over the next five years, matched to one of the 26 listed activities.
- Arrange the guarantor or the collateral. A serving government or PSU employee in Delhi or the NCR with six or more years of service left, or property documents, or FDR, NSC or KVP worth at least 75 percent of the loan.
- Buy a demand draft of Rs 500 in favour of DSFDC towards the processing fee, and take the PMSBY and PMJJBY insurance copies.
- Submit the complete file at your zone's branch office and collect the acknowledgement. Central Zone at 2-Battery Lane, Rajpur Road covers Central, North, New Delhi, South and South-East districts; the Mangolpuri branch at Ambedkar Bhawan, Rohini covers West, North-West and South-West; the Nand Nagri branch covers East, North-East and Shahdara.
- Complete the post-sanction formalities. Sign the loan agreement, submit the ECS mandate and the post-dated cheques, bring the guarantor and the two witnesses in person, and sit for the group photograph the corporation requires on file.
How do you check the status of a Dilli Swarojgar Yojana application?
Dilli Swarojgar Yojana is processed manually at branch level, so status is checked in person or by phone, not on a dashboard.
- Your branch office holds the file. Quote the acknowledgement number and date. Central Zone: 011-23979068 and 011-23925477. Mangolpuri: 011-23925477 and 011-27574321. Nand Nagri: 011-22137953 and 011-22130159.
- DSFDC head office, Ambedkar Bhawan, Rohini: 011-27574377 and 011-27574321, email dsfdcdelhi@gmail.com.
- Entrepreneur Guidance Cell. DSFDC's citizen's charter says each branch runs an Entrepreneur Guidance Cell from 10.00 a.m. to 3.00 p.m. to explain scheme information. Use it before you file, not only after.
Why applications get rejected, and how to fix them
- Income above Rs 2 lakh. The ceiling is annual family income from all sources, not just the applicant's earnings. An SDM income certificate that counts a working spouse or son can push a household over the line.
- Caste or minority proof not in the required form. DSFDC wants a caste certificate issued by the Government of Delhi; a certificate from another state will not do. Minority applicants need the affidavit in the prescribed format.
- Guarantor short of six years' service. A guarantor close to retirement is rejected because the corporation needs the service span to recover EMIs on default. Choose a younger officer or switch to collateral security.
- Work-place papers incomplete. Ownership proof and the owner's ID proof are separate items; a rented site needs the rent agreement, and a relative's premises need a notarised NOC on Rs 10 stamp paper.
- Missing the class VIII certificate, or a technical qualification for the trade. If you are a traditional artisan or have run the activity for three years, document that instead. It is an express exemption.
- Prior loan or default. A live loan from a bank or government organisation, or a default recorded under any DSFDC scheme, disqualifies the file outright.
- Wrong processing fee. Rs 500 for Dilli Swarojgar Yojana. Rs 350 is the Composite Loan Scheme fee, and a draft for the wrong amount is returned.
What are the key dates and the current position?
Dilli Swarojgar Yojana has no advertised application window. DSFDC accepts applications through the year at its head office and three branch offices, and processes them as they are received.
The financial terms to plan around are the 6 percent annual interest rate, the Rs 5,00,000 ceiling, and repayment schedules built on 60 monthly instalments, DSFDC's standard terms and conditions require "60 plus 05 post dated cheques" from a nationalised bank for schemes other than the Composite Loan Scheme, which uses 45 plus 5. Your sanction letter is the authority for your own schedule.
Read the interest rate as the corporation's published rate for this scheme and confirm it at the branch on the day of sanction, because DSFDC's lending rates are tied to the terms on which the national apex corporations refinance it.
How do you raise a grievance?
Take the complaint first to the branch office that holds your file, in writing, with your acknowledgement receipt. If nothing moves, write to the Managing Director, DSFDC, Ambedkar Bhawan, Institutional Area, Sector-16, Rohini, Delhi-110085, or email dsfdcdelhi@gmail.com, quoting the branch, the application number and the date of submission.
For issues the corporation does not resolve, the Government of NCT of Delhi's public grievance system and an RTI application to the Public Information Officer of DSFDC are the next steps; the corporation's website carries a dedicated RTI section and an RTI Manual-17 page.
Finally, remember the fee structure. The form costs Rs 100 and the processing fee is Rs 500 by demand draft in favour of DSFDC. DSFDC issues its other scheme forms free of cost. Nobody is authorised to charge you anything beyond these published amounts for a Dilli Swarojgar Yojana sanction.

Is a guarantor compulsory for a Dilli Swarojgar Yojana loan?
Yes. DSFDC requires a guarantee from one regular government, PSU, autonomous body or local body employee posted in Delhi or the NCR with at least six years of service left, or collateral security in the form of immovable property, or FDR, NSC or KVP with a face value of at least 75 percent of the loan amount, with a lien letter.
What does it cost to apply for Dilli Swarojgar Yojana?

How long does a Dilli Swarojgar Yojana loan take to repay?
DSFDC's standard terms require 60 plus 5 post-dated cheques from a nationalised bank for schemes other than the Composite Loan Scheme, which corresponds to repayment in 60 monthly instalments. Confirm the exact schedule in your sanction letter, since it is fixed case by case.
