Delhi Transport Loan Scheme (DSFDC)
Delhi state government scheme
Delhi Transport Loan Scheme gives a term loan of up to Rs 5,00,000 to buy a light motor vehicle for self-employment. DSFDC runs it for Scheduled Caste, Other Backward Class, minority and safai karamchari applicants aged 18 to 45 who hold a commercial LMV licence and badge. Repayment is 60 monthly instalments over five years.
What is the Delhi Transport Loan Scheme?
Delhi Transport Loan Scheme is a self-employment credit scheme run by the Delhi SC/ST/OBC/Minorities & Handicapped Finance & Development Corporation Ltd, better known as DSFDC, under the Government of NCT of Delhi. The scheme is often searched for by its Hindi name, Parivahan Rin Yojana, and its purpose is narrow and practical: to put a commercial vehicle in the hands of a driver from a disadvantaged community so that he or she stops driving someone else's vehicle for a daily wage and starts earning as an owner.
According to the scheme details published on the DSFDC portal, the corporation implements the Transport Loan Scheme under the LMV category, up to a maximum loan limit of Rs 5,00,000, for target groups who are residents of Delhi. The money does not originate with DSFDC alone. The scheme document states that different national apex corporations provide term loans to DSFDC as part of the total project cost demanded by applicants, on a case-to-case basis. In practice that means DSFDC acts as the state channelising agency for bodies such as the National Scheduled Castes Finance and Development Corporation, the National Backward Classes Finance and Development Corporation, the National Minorities Development and Finance Corporation and the National Safai Karamcharis Finance and Development Corporation.
DSFDC lists four target groups for the Transport Loan Scheme:
- Scheduled Castes
- Other Backward Classes
- Minorities
- Safai Karamcharis
The stated objective is to promote self-employment among beneficiaries of these target groups. The Transport Loan Scheme is one of seven schemes DSFDC operates, alongside the Composite Loan Scheme, Dilli Swarojgar Yojana, the Education Loan Scheme, the Big Loan, the Training Scheme and the Artisan Promotion Scheme.
Who is eligible for the Delhi Transport Loan Scheme?
You can be considered if all of the following are true:
- You are a permanent resident of Delhi and hold a Delhi ration card and voter ID card.
- Your Aadhaar card is available: DSFDC records it as mandatory.
- Your age is between 18 and 45 years.
- Your annual family income from all sources does not exceed Rs 1,20,000 if you fall under the SC, OBC or minority category.
- You hold a bona fide valid commercial driving licence and badge in the LMV category.
- You have not been declared a defaulter under any scheme of DSFDC, a nationalised bank, a financial institution or a co-operative bank.
Two exceptions widen the income rule. For the creamy layer of the minority category, DSFDC sets the maximum income ceiling at Rs 6,00,000 a year. For the safai karamchari category, no income limit is prescribed at all.
You cannot apply if:
- You are under 18 or over 45 years of age.
- You do not hold a commercial LMV licence and badge. A private licence is not accepted, and this is the most common single reason an otherwise eligible driver is turned away.
- You are not a permanent resident of Delhi, or cannot produce a Delhi ration card and voter ID.
- Your annual family income is above the ceiling for your category.
- You are an existing defaulter of DSFDC or any bank or co-operative bank.
- You do not belong to any of the four target groups. A general-category applicant is not eligible for this scheme.
For the safai karamchari category specifically, DSFDC records who counts as eligible under the various NSKFDC schemes: scavengers and safai karamcharis and their dependants identified under the National Scheme for Liberation and Rehabilitation of Scavengers through a survey; registered co-operative societies of safai karamcharis; legally constituted associations or firms promoted by the target groups; and persons who produce a certificate from a local revenue officer, a local municipal officer, a cantonment executive officer, a railway officer, the head of a government department of gazetted rank such as in schools, colleges, forest, health, education or animal husbandry, an elected member of a municipal body, a gram panchayat pradhan, or a regional manager of a regional rural bank or nationalised bank. Under the Manual Scavengers Act of 2013, a person already identified as a manual scavenger in a survey need not produce any certificate once the name appears in the final list prepared by the state government or union territory administration at www.mssurvey.nic.in.

How to apply for the Delhi Transport Loan Scheme
- Confirm your category and licence first. Check that you fall in the SC, OBC, minority or safai karamchari group, that your age is between 18 and 45, and that you hold a valid commercial LMV licence and badge. Without the badge, the file will not move.
- Collect the application form. Forms are available at the DSFDC head office at Ambedkar Bhawan, Institutional Area, Sector-16, Rohini, Delhi 110085, and at the three branch offices at Raj Pur Road, Mangol Puri and Nand Nagri. The form can also be downloaded from the DSFDC website.
- Get the SDM certificates. Apply to the SDM of your area for the income certificate, and for the caste certificate if you are SC or OBC. Both are issued through the Delhi e-District portal at edistrict.delhigovt.nic.in. Minority applicants prepare an affidavit stating caste or religion instead of a caste certificate.
- Get a dealer quotation for the light motor vehicle you intend to buy, and prepare the affidavits, no existing bank loan, personal guarantee, and legal heir: on the proformas DSFDC supplies.
- Make the demand draft of Rs 350 in favour of DSFDC as the processing fee.
- Submit the complete file in person at the branch office. There is no online submission for this scheme. Keep the receipt and the file number.
- Arrange the guarantor after sanction. Once the loan is sanctioned, produce a permanent guarantor working in a government, PSU, semi-government or local body office in Delhi or the NCR with at least six years of service left, along with the guarantor's pay slip, ID card, affidavit and post-dated cheques.
- Sign the deeds in the presence of two local witnesses who bring their own ID proofs, submit the ECS mandate and the PMJJBY and PMSBY insurance copies, and collect the disbursement instructions for the vehicle dealer.
How much time does the process take and how is the money paid?
DSFDC states that the loan is sanctioned and disbursed subject to completion of pre-sanction and post-sanction formalities by the applicant. There is no published service-level timeline, and the pace of sanctions depends on when the national apex corporation releases funds to DSFDC for that financial year. This is the single most important expectation to set: a complete file does not mean a guaranteed date of disbursement.
Disbursement is normally made against the vehicle quotation rather than as cash in hand, and the vehicle is hypothecated to DSFDC until the loan is cleared.
How is the Delhi Transport Loan repaid?
Repayment is fixed and simple. According to the DSFDC scheme document, the loan is recovered in 60 monthly instalments over a period of five years, with six months as the moratorium period. The moratorium exists so that a new owner-driver can put the vehicle to work and build earnings before the first instalment falls due.
Recovery runs through the ECS mandate signed at the disbursement stage. Five post-dated cheques from the guarantor are held as security where the loan is above Rs 2,00,000, and the guarantor's employment condition β at least six years of service left before retirement, exists precisely so that unpaid instalments can be recovered from the guarantor's salary.
DSFDC does not publish the rate of interest for the Transport Loan Scheme on its website. Because the funds come from a national apex corporation, the applicable rate is tied to that refinance, and the honest advice is to ask the scheme in-charge to state the rate, the total interest and the instalment amount in writing before you sign the loan agreement.
Why do Delhi Transport Loan applications get rejected?
- No commercial LMV licence or no badge. A private driving licence does not satisfy the criterion.
- Age outside 18 to 45 years on the date of application.
- Income certificate above Rs 1,20,000 a year for an SC, OBC or minority applicant, or an income certificate issued by an authority other than the concerned area SDM.
- Existing default recorded against the applicant with DSFDC, a nationalised bank, a financial institution or a co-operative bank.
- No eligible guarantor. A guarantor with fewer than six years of service left, or one working outside Delhi and the NCR, is not accepted.
- Incomplete affidavits. The legal heir affidavit without the heir's ID proof and photograph, or a missing personal guarantee affidavit, holds the file.
- Processing fee paid in cash. DSFDC asks for a demand draft of Rs 350, not cash.
The practical fix for most of these is sequencing. Obtain the SDM income and caste certificates first, then the licence and badge, then the quotation, and only then submit. A file returned once for a missing SDM certificate usually loses a full funding cycle.
Where do I contact DSFDC about a transport loan?
- Head office: Ambedkar Bhawan, Institutional Area, Sector-16, Rohini, Delhi 110085
- Branch offices: Raj Pur Road, Mangol Puri and Nand Nagri
- Phone: 011-27574521, 011-27574377
- Email: dsfdcdelhi[at]gmail[dot]com
- Scheme documents: dsfdc.delhi.gov.in, under Loan β Loan Schemes and Application Forms
Grievances that are not resolved at the branch level should be taken up in writing with the Managing Director of DSFDC at the Rohini head office, and can also be filed through the Delhi government's public grievance system. DSFDC charges only the notified processing fee, no agent or middleman can charge you for "getting the loan sanctioned", and no officer will ask for an OTP on your Aadhaar-linked mobile number.
How to check your Delhi Transport Loan application status
DSFDC does not run an online tracker for the Transport Loan Scheme, so status checking is a manual, offline process built around the file number you were given at submission.
- Keep the receipt and file number safe. When you submit the complete application at the branch office (Raj Pur Road, Mangol Puri or Nand Nagri) or the Rohini head office, the dealing assistant issues an acknowledgement with a file or application number. This number is what every later status check is built around, so note it down immediately rather than relying on the receipt alone.
- Call the listed helpline first. Ring 011-27574521 or 011-27574377, quote your file number, and ask specifically which stage the file is at: still with the branch for document verification, forwarded to the head office for sanction, awaiting release of funds from the concerned national apex corporation (NSFDC, NBCFDC, NMDFC or NSKFDC), sanctioned and awaiting guarantor formalities, or disbursed.
- Follow up by email if the phone line is unreachable. Write to dsfdcdelhi[at]gmail[dot]com with your name, file number, branch office and category (SC, OBC, minority or safai karamchari), and ask for a written status update. Keep a copy of what you send.
- Visit the branch in person for anything urgent. Because sanctions depend on funds released by the national apex corporation for that financial year rather than a fixed processing calendar, a phone or email answer of "pending release of funds" is common and is not itself a rejection. An in-person visit to the same branch where you filed lets you check the physical file and confirm nothing is missing.
- Escalate to the Managing Director if a branch gives no answer. If neither the branch nor the helpline responds after repeated attempts, submit a written application status query addressed to the Managing Director, DSFDC, at the Rohini head office (Ambedkar Bhawan, Institutional Area, Sector-16, Rohini, Delhi 110085), or route the same complaint through the Delhi government's public grievance system.
- After sanction, track the post-sanction paperwork separately. Sanction is not disbursement. Once you are told the loan is sanctioned, the status that matters next is whether your guarantor's documents, the ECS mandate, the post-dated cheques and the insurance copies have all been accepted, since disbursement against the vehicle quotation only happens once that second file is complete.
Since there is no applicant login or SMS alert system for this scheme, the file number plus a direct call or visit to the branch that holds your file is the only reliable way to know where an application stands.

Frequently asked questions
How much loan does the Delhi Transport Loan Scheme give?
The Delhi Transport Loan Scheme sanctions a term loan of up to Rs 5,00,000 under the LMV category to buy a light motor vehicle. DSFDC states that the loan is a share of the total project cost, and that national apex corporations release funds to DSFDC on a case-to-case basis, so the sanctioned amount can be lower than the ceiling.
Who can get a DSFDC transport loan in Delhi?
A permanent resident of Delhi aged 18 to 45 who belongs to a Scheduled Caste, an Other Backward Class, a minority community or the safai karamchari category, holds a valid commercial LMV driving licence and badge, and whose annual family income does not exceed Rs 1,20,000. Aadhaar is mandatory.
What is the income limit for the Delhi Transport Loan Scheme?
Annual family income from all sources must not exceed Rs 1,20,000 for SC, OBC and minority applicants. DSFDC sets a higher ceiling of Rs 6,00,000 a year for the creamy layer of the minority category, and prescribes no income limit at all for the safai karamchari category.
How is the DSFDC transport loan repaid?
The loan is recovered in 60 monthly instalments over five years, with a six-month moratorium period before repayment begins. Repayment runs through an ECS mandate, and post-dated cheques are also collected from the guarantor for loans above Rs 2,00,000.
Is a guarantor compulsory for the Delhi Transport Loan Scheme?
Yes. DSFDC requires one permanent guarantor employed in a government, PSU, semi-government or local body office in Delhi or the National Capital Region, with at least six years of service left before retirement, so that unpaid instalments can be recovered from the guarantor's salary.
What is the processing fee for the Delhi Transport Loan Scheme?
A demand draft of Rs 350 in favour of DSFDC must be attached with the transport loan application. DSFDC charges Rs 500 for the Dilli Swarojgar Yojana instead, so check the fee against the exact scheme you are applying under before making the draft.
Can I apply for the Delhi Transport Loan Scheme online?
No. DSFDC does not run an online application for the Transport Loan Scheme. The form can be downloaded from dsfdc.delhi.gov.in, but the filled form and documents must be submitted in person at the Rohini head office or one of the three branch offices.
What interest rate does DSFDC charge on the transport loan?
DSFDC does not publish the transport loan interest rate on its scheme page. The rate is set against the refinance terms of the national apex corporation funding the case, so ask the scheme in-charge at the branch office to state the applicable rate in writing before you sign the loan agreement.
