Delhi Rooftop Solar Top-Up Subsidy Scheme (PM Surya Ghar State Top-Up)
Delhi state government scheme
Delhi Rooftop Solar Top-Up Subsidy Scheme pays a state capital subsidy of Rs 10,000 per kW, capped at Rs 30,000 for a 3 kW residential rooftop solar plant, on top of the central PM Surya Ghar subsidy of up to Rs 78,000, a combined Rs 1.08 lakh. Delhi households apply on the national portal at pmsuryaghar.gov.in.
What is the Delhi Rooftop Solar Top-Up Subsidy Scheme?
Delhi Rooftop Solar Top-Up Subsidy Scheme is the state component of rooftop solar support in the NCT of Delhi, run by the Power Department through the Energy Efficiency and Renewable Energy Management Centre (EE&REM Centre) under the Delhi Solar Energy Policy 2023, which was notified in March 2024.
The Delhi Cabinet, chaired by Chief Minister Rekha Gupta, approved on 21 May 2025 a state top-up for residential rooftop solar so that a Delhi household installing a 3 kW plant receives Rs 30,000 from the Delhi government in addition to the Rs 78,000 already available under the central Pradhan Mantri Surya Ghar Muft Bijli Yojana. The combined support on a 3 kW plant is therefore Rs 1.08 lakh. A first amendment to the Delhi Solar Energy Policy 2023, announced in July 2025, put the revised rate of Rs 10,000 per kW into the policy itself, replacing the earlier and much smaller residential capital subsidy of Rs 2,000 per kW capped at Rs 10,000.
What the Delhi Solar Portal lists as the state benefit
| Consumer category | State capital subsidy |
|---|---|
| Residential household | Rs 10,000 per kW, ceiling Rs 30,000 (3 kW plant) |
| Group Housing Society / RWA, common facilities | Rs 2,000 per kW, up to 500 kW |
Generation-Based Incentive (GBI) runs alongside the capital subsidy and is paid monthly for five years on units actually generated:
| Consumer category | GBI |
|---|---|
| Residential up to 3 kW | Rs 3 per kWh |
| Residential above 3 kW and up to 10 kW | Rs 2 per kWh |
| Group housing / RWA up to 500 kW | Rs 2 per kWh |
| Commercial and industrial | Rs 1 per kWh, for the first 200 MW |
The Delhi Solar Energy Policy 2023 targets 750 MW of rooftop solar inside Delhi and access to a further 3,750 MW of utility-scale solar from outside the state.
Who is eligible for the Delhi rooftop solar subsidy?
You can claim the state top-up if:
- You are a residential electricity consumer in the NCT of Delhi with a domestic connection from BSES Rajdhani, BSES Yamuna, Tata Power-DDL, NDMC or the Cantonment supplier.
- You own the roof or hold a written no-objection certificate from the owner or the housing society for the roof area being used.
- The plant is installed by a vendor empanelled under the PM Surya Ghar scheme, and the installation is registered on the national portal.
- The plant is grid-connected with net metering sanctioned by your discom, and has been inspected and commissioned.
Group Housing Societies and Resident Welfare Associations can claim the separate Rs 2,000 per kW rate for common-facility installations of up to 500 kW.
You are not eligible if:
- The premises are outside the NCT of Delhi, even if the owner is a Delhi resident.
- The connection is commercial or industrial. Those categories cannot apply for the Rs 10,000 per kW residential capital subsidy at all, and are limited to the Rs 1 per kWh generation incentive within the first 200 MW.
- The system is off-grid with no net metering, since the subsidy is released against a discom-certified grid-connected commissioning.
- The installer is not empanelled, or the project was never registered on the national portal and is not captured on the Delhi Solar Portal either.
- You are a tenant without the owner's NOC, or the roof is disputed.
How to apply for the Delhi rooftop solar top-up subsidy
Delhi deliberately does not run a second application form. The state subsidy rides on the national process, and the Power Department picks up the data.
- Register on the national PM Surya Ghar portal, pmsuryaghar.gov.in. Select Delhi as the state and your discom, BRPL, BYPL, TPDDL, NDMC or the Cantonment supplier, and enter your CA number from the electricity bill along with your mobile number and email.
- Log in and file the application for rooftop solar, stating the capacity in kW you want to install. Keep the capacity within your sanctioned load; the discom will otherwise ask for a load enhancement first.
- Wait for feasibility approval from the discom, which is granted online on the same portal.
- Get the plant installed by a vendor empanelled on the portal. Choose the vendor from the registered-vendor list on the portal and settle the price with them directly.
- After installation, apply for net metering through the portal. The discom installs the net meter and carries out an inspection.
- Once the discom uploads the commissioning certificate, submit your bank account details and a cancelled cheque on the portal.
- The central subsidy is released by DBT into that account, and the Delhi state top-up is released separately by DBT on the basis of the same installation data. If your installation was done outside the national portal, submit the details on the Delhi Solar Portal, solar.delhi.gov.in, so the state component can be processed.
How much does a rooftop solar plant cost in Delhi after subsidy?
The subsidy is fixed per kW; the gross cost is not. A household should treat the Rs 10,000 per kW state component and the central component as a deduction from whatever price it negotiates with an empanelled vendor, not as a fixed proportion of the bill. On a 3 kW residential plant the two components together come to Rs 1,08,000: Rs 78,000 central plus Rs 30,000 state — and the household pays the balance.
Beyond the one-time subsidy, two further streams matter over the life of the system. The generation-based incentive of Rs 3 per unit for the first 3 kW runs for five years and is credited monthly. Net metering credits any surplus exported to the grid against future consumption, which is what allows a correctly sized rooftop plant in Delhi to bring a domestic bill close to the fixed charges alone.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Latest electricity bill | Yes | For the CA number, discom and sanctioned load |
| Aadhaar card | Yes | Identity, and the basis for Aadhaar-seeded DBT |
| Bank passbook or cancelled cheque | Yes | Both subsidies are paid by DBT |
| Roof ownership proof or NOC | Yes | Society NOC needed for a shared roof |
| Vendor installation invoice | Yes | Uploaded after commissioning |
| Net-metering application and commissioning certificate | Yes | Issued by the discom after inspection |
How to check your rooftop solar subsidy status
- Log in to pmsuryaghar.gov.in with the registered mobile number and open the application dashboard, which shows the stage, feasibility, installation, net metering, inspection, subsidy release.
- Check the bank account given on the portal. Both the central subsidy and the Delhi top-up arrive as separate DBT credits, usually not on the same day.
- For the state component only, use the state subsidy pages on solar.delhi.gov.in, which carry the rates in force and the route for installations registered outside the national portal.
- Contact your discom's rooftop solar cell for anything stuck at feasibility, net metering or inspection, since those steps sit with the licensee and not with either government.
Why rooftop solar subsidy claims get delayed
- Net metering not yet installed. No subsidy is released before the discom commissions the net meter and files the report.
- Capacity above sanctioned load. A 5 kW plant on a 3 kW sanctioned load is held until the load is enhanced.
- Vendor not empanelled. Work done by an unregistered installer cannot be regularised afterwards for the central subsidy.
- Bank account not Aadhaar-seeded, so the DBT fails and bounces back.
- Name mismatch between the electricity connection holder, the Aadhaar record and the bank account. The subsidy follows the registered consumer.
- No society NOC for a plant on a shared or common roof.
Grievance and contact
- The PM Surya Ghar national portal carries the grievance module for the central subsidy, application stages and vendor complaints.
- The Delhi Solar Portal, solar.delhi.gov.in, and the EE&REM Centre under the Power Department handle the Delhi state capital subsidy and the generation-based incentive.
- Your discom is the right address for feasibility, net metering, inspection, meter faults and export credit disputes to 19123 for BSES Rajdhani, 19122 for BSES Yamuna and 19124 for Tata Power-DDL.
No agent or vendor is entitled to charge a fee for "getting the subsidy sanctioned". Registration on the national portal is free, and both subsidy components are paid directly into the consumer's own bank account.

Frequently asked questions
How much rooftop solar subsidy does the Delhi government give?
Delhi gives a state capital subsidy of Rs 10,000 per kW for residential rooftop solar, with a ceiling of Rs 30,000 for a 3 kW plant. Group Housing Societies and RWAs get Rs 2,000 per kW for common-facility installations up to 500 kW. The state subsidy is over and above the central PM Surya Ghar subsidy.
What is the total subsidy on a 3 kW rooftop solar system in Delhi?
A 3 kW residential rooftop system in Delhi can draw up to Rs 1,08,000 — Rs 78,000 from the central PM Surya Ghar Muft Bijli Yojana and Rs 30,000 from the Delhi state top-up approved by the Delhi Cabinet on 21 May 2025.
Where do I apply for the Delhi rooftop solar subsidy?
Apply on the national PM Surya Ghar portal at pmsuryaghar.gov.in. Delhi does not run a separate application form for the top-up — data for installations registered on the national portal is picked up automatically for the state subsidy, and only installations done outside the national portal are captured through solar.delhi.gov.in.
Is there any incentive beyond the one-time subsidy?
Yes. Delhi pays a generation-based incentive of Rs 3 per unit generated for residential systems up to 3 kW and Rs 2 per unit for systems above 3 kW and up to 10 kW, paid monthly for five years. Group housing societies and RWAs get Rs 2 per unit up to 500 kW, and commercial and industrial consumers Rs 1 per unit for the first 200 MW.
Who cannot claim the Delhi rooftop solar top-up?
Consumers outside the NCT of Delhi cannot claim it, and nor can commercial or industrial consumers, who are eligible only for the generation-based incentive and not for the residential capital subsidy of Rs 10,000 per kW. A tenant without the roof owner's consent, and any installation done by a vendor not empanelled under the national portal, are also not eligible.
Does the Delhi subsidy come before or after installation?
After. Both the central and the Delhi subsidy are released by DBT only once the plant is commissioned, net metering is installed by the discom and the inspection report is uploaded. The consumer pays the vendor in full first and is reimbursed afterwards.
Do I still get the 200 free units if I install rooftop solar?
A rooftop solar consumer stays a domestic consumer of the discom and the domestic subsidy rules continue to apply to whatever grid units are billed. In practice a well-sized rooftop plant reduces net billed consumption so far that the 200-unit subsidy has little left to cover.
