What is the Delhi Spoken English Course Scheme?

Delhi Spoken English Course Scheme is a free skilling programme of the Government of NCT of Delhi that teaches spoken English and workplace communication to young Delhi residents. The scheme was launched on 23 July 2022 and is run by Delhi Skill and Entrepreneurship University (DSEU), which sits under the Department of Training and Technical Education.

The scheme exists because of a specific employment problem. Thousands of Delhi school leavers and graduates clear the written stage of a job selection and then lose the offer at the interview, not for lack of technical knowledge but because they cannot hold a conversation in English. Delhi Spoken English Course Scheme targets exactly that gap with a short, intensive, classroom-based course rather than a long diploma.

DSEU delivers the course with training partners, including Macmillan Education and the Academy for Computer Training, and the completion certificate is issued jointly by DSEU and Cambridge University Press and Assessment India.

Main features

  • Course duration of 3 to 4 months.
  • Zero tuition fee; the Delhi government funds the training cost.
  • A refundable application fee of Rs 950, returned on 80 percent attendance.
  • Full waiver of the Rs 950 for Economically Weaker Section candidates.
  • Physical classroom teaching, not a recorded video course.
  • Evening and weekend batches for working candidates and college students.
  • A jointly branded DSEU and Cambridge certificate on completion.

Who is eligible for the Delhi Spoken English Course?

You can join if:

  • You are between 16 and 35 years of age.
  • You are a resident of Delhi and can prove it with a voter ID, Aadhaar carrying a Delhi address, ration card or utility bill.
  • You have passed Class 8 with English as a subject. This is a floor, not a ceiling: graduates and postgraduates are welcome.
  • You can attend physical classes at the centre allotted to you.

You are not eligible if:

  • You are under 16 or over 35 on the date of application.
  • You cannot produce Delhi residence proof. Residents of Noida, Ghaziabad, Gurugram, Faridabad and the rest of the NCR outside the NCT boundary cannot apply, even if they work or study in Delhi.
  • You have not passed Class 8, or passed it without English as a subject.

There is no income ceiling for admission itself. Income only matters for the fee waiver: EWS candidates who submit an income certificate are exempted from paying the Rs 950 upfront.

How to apply for the Delhi Spoken English Course

Delhi Spoken English Course Scheme is an online-only admission. There is no walk-in form at the campus and no offline route.

  1. Open the DSEU portal at dseu.ac.in and go to the admissions section for the Spoken English Course.
  2. Register with your name, mobile number and email address, and verify the OTP sent to your mobile.
  3. Fill the application form with your personal details, address in Delhi and educational history, including your Class 8 details.
  4. If you are claiming the EWS waiver, enter your family income and upload the income certificate at this stage. Otherwise proceed to payment.
  5. Pay the refundable application fee of Rs 950 online and save the payment receipt.
  6. Enter your bank account details carefully β€” this is the account into which the Rs 950 will later be refunded.
  7. Submit the form and download the confirmation. Keep the application number.
  8. Wait for the allotment message giving your centre, batch and timing, then report on the start date with your original documents.

How much does the course cost?

Nothing, in the end. The tuition is fully funded by the Delhi government. The Rs 950 paid at registration is an attendance deposit in everything but name: it is refunded in full, typically 4 to 6 weeks after the course ends, to candidates who attended at least 80 percent of classes.

The design is deliberate. Free courses with no deposit see heavy dropout, so DSEU makes the money conditional on showing up. Candidates who fall below 80 percent attendance lose the Rs 950 and do not get a certificate.

EWS candidates approved for the waiver pay nothing at any stage.

How do I check my application and refund status?

  1. Log in to dseu.ac.in with the credentials created at registration.
  2. Open the application status page and enter your application number.
  3. The screen shows whether the form is under scrutiny, the documents are verified, or a seat and batch have been allotted.
  4. For the fee refund, track the credit in the bank account you entered on the form and, if it has not arrived 6 weeks after the course ended, call 1800-309-3209 with your application number and batch details.

Why applications get rejected

  • No valid Delhi residence proof, or a document showing an NCR address outside the NCT of Delhi.
  • Age outside 16 to 35 on the date of application.
  • Class 8 certificate missing English as a subject, or missing entirely.
  • Application fee not paid before the closing time. An incomplete payment leaves the form in draft and it is never scrutinised.
  • Name mismatch between the Aadhaar, the Class 8 marksheet and the bank account, which most often stops the refund rather than the admission.
  • Income certificate not attached by a candidate who ticked the EWS waiver box, which converts into a demand for the Rs 950.

Most of these are fixable before the closing date. Correct the document, re-upload it and re-submit rather than filing a fresh application, because duplicate applications from one candidate are set aside.

Key dates and batch cycles

Delhi Spoken English Course Scheme was launched on 23 July 2022, and the first application window closed at 11:59 PM on 20 August 2022. Admissions since then have run in batches rather than continuously, with each cycle notified separately on the DSEU portal.

There is no permanent open window and no fixed annual date. Anyone planning to join should watch the admissions page on dseu.ac.in or call the helpline, since each cycle typically stays open for only a few weeks.

Where to get help or file a complaint

  • DSEU helpline: 1800-309-3209, a toll-free number.
  • Campus address: Delhi Skill and Entrepreneurship University, Ground Floor, Sector 9, Dwarka, New Delhi 110077.
  • Online: the contact and grievance forms in the admissions section of dseu.ac.in.

Complaints about a missing refund, a batch that never started, or a centre demanding extra money should go to DSEU directly. No trainer, centre or agent is entitled to charge anything beyond the Rs 950 paid online to DSEU, and any demand for a "seat confirmation" payment is a fraud that should be reported to the helpline.

Frequently asked questions

Is the Delhi Spoken English Course really free?

Yes, the tuition is free. Delhi Spoken English Course Scheme charges no course fee at all. The only money a candidate pays is a Rs 950 application fee, and that is refunded in full to candidates who attend at least 80 percent of classes. Economically Weaker Section candidates do not pay even that Rs 950.

Who can join the Delhi Spoken English Course?

Delhi residents between 16 and 35 years of age who have passed Class 8 with English as a subject can join. There is no upper qualification bar, so graduates and working people apply alongside school leavers, but the applicant must be able to prove residence in Delhi.

How long is the Delhi Spoken English Course?

The course runs for 3 to 4 months. Classes are held physically at DSEU campuses and partner centres, and evening and weekend batches are offered so that working candidates and college students can attend.

What certificate do I get at the end?

Successful candidates receive a certificate issued jointly by Delhi Skill and Entrepreneurship University and Cambridge University Press and Assessment India. The Cambridge association is the reason the certificate is described as internationally recognised.

When do I get the Rs 950 back?

The refund is processed 4 to 6 weeks after the course ends, directly into the bank account given at registration. Candidates whose attendance falls below 80 percent forfeit the Rs 950, so attendance is the single condition that decides the refund.

Can someone living outside Delhi apply?

No. Applicants who cannot produce Delhi residence proof are not eligible. The scheme is funded by the Government of NCT of Delhi for Delhi residents only, and residence documents are checked before a seat is confirmed.

Are admissions open right now?

Admissions run in cycles rather than continuously. The first cycle closed on 20 August 2022 and later batches have been announced from time to time on dseu.ac.in. Check the admissions section of the DSEU portal or call 1800-309-3209 before assuming a batch is open.
