Delhi Vidya Vahini Scheme (Free Bicycles for Class 9 Girl Students)
Delhi state government scheme
Delhi Vidya Vahini Scheme gives a free bicycle to every Class 9 girl student in a Delhi government school, with about 1.40 lakh girls to be covered in phases under an outlay of around Rs 90 crore. Chief Minister Rekha Gupta launched the scheme in 2026 by handing bicycles to over 3,000 students. No separate application is needed: schools identify beneficiaries.
What is the Delhi Vidya Vahini Scheme?
Delhi Vidya Vahini Scheme is a Government of NCT of Delhi programme that gives a free bicycle to every Class 9 girl student studying in a Delhi government school. The scheme was announced in the Delhi Budget for 2026-27 and launched by Chief Minister Rekha Gupta, who handed over bicycles to more than 3,000 Class 9 girl students at the inaugural event. Around 1.40 lakh girls are planned to be covered in phases, under an outlay reported at about Rs 90 crore.
The scheme is administered through the Directorate of Education, which runs Delhi's government schools, and the bicycle is delivered as an in-kind benefit at the school itself.
Why a bicycle scheme
Delhi Vidya Vahini Scheme targets a very specific gap. A girl in Class 9 is at the age where distance to school, bus timings and safety concerns most often turn into irregular attendance and eventually into a drop-out. A bicycle removes the daily dependence on a bus route or a paid ride and cuts the travel time to a neighbourhood school to a few minutes. The government's stated aims are to:
- Improve daily attendance of girl students in Class 9.
- Reduce transport cost as a barrier to continuing school.
- Give girls independent, reliable mobility for the school commute.
- Support retention through the critical Class 9 to Class 12 stretch.
Similar bicycle schemes in Bihar and other states have been credited with measurable jumps in girls' secondary enrolment, and Delhi's scheme follows the same design of a one-time in-kind asset rather than a cash transfer.
Who is eligible for the Delhi Vidya Vahini Scheme?
You are covered if:
- You are a girl student.
- You are enrolled in Class 9.
- You study in a Delhi government school under the Directorate of Education.
That is the whole test. The announced criteria carry no income limit, no caste condition and no minimum marks requirement, which is what makes this a universal entitlement for the Class 9 girls' cohort in government schools rather than a means-tested benefit.
You are not eligible if:
- You are a boy student, in any class.
- You are in Class 8 or below, or Class 10, 11 or 12. The benefit attaches to Class 9 enrolment.
- You study in a private unaided school in Delhi.
- You are enrolled in a school outside Delhi, even if you live in the NCR.
- You have already received a bicycle under this scheme in an earlier phase. The benefit is one bicycle per eligible student, not one per year.
Students of Delhi government-aided schools should confirm their status with their head of school, since the published criteria name Delhi government schools specifically.
How to apply for the Delhi Vidya Vahini Scheme
Delhi Vidya Vahini Scheme has no application form and no online portal. The steps below are what an eligible student actually has to do:
- Confirm your enrolment record. Check with your class teacher that your name, class, section and gender are correctly recorded on the school's Class 9 roll. The school builds the beneficiary list from this record, so an error here is the only realistic way to be left out.
- Wait for your school's distribution notice. Schools are informed of their phase and distribution date by the Directorate of Education and announce it in assembly or through the class teacher.
- Attend on the distribution day with your school identity card, and your Aadhaar card if the school has asked for it.
- Sign the acknowledgement: schools take a signature from the student and generally from a parent or guardian at handover.
- Collect the bicycle and check it before leaving: brakes, tyres, seat height and the bell. Raise any defect with the school on the same day, since replacement is easiest before the handover list is closed.
If your school has not been scheduled, do not wait passively, ask the head of school to confirm whether the school's list has been submitted.
What exactly is the benefit?
The benefit is one bicycle per eligible girl student, provided in kind. It is not a voucher, not a reimbursement and not a bank transfer. A student who buys a bicycle privately cannot claim the money back under this scheme, and a student who does not want a bicycle cannot convert the entitlement into cash.
The bicycles are procured centrally and delivered to schools, which is why the rollout is phased rather than same-day across all of Delhi. The Rs 90 crore outlay reported for the scheme covers procurement across the planned 1.40 lakh beneficiaries.
What documents are needed?
| Document | Mandatory | Notes |
|---|---|---|
| School enrolment record | Yes | The Class 9 roll is the qualifying record; verified internally by the school |
| Student identity card | Yes | Carry it on distribution day for matching against the list |
| Aadhaar card | No | Some schools ask for it to remove duplicate entries |
| Parent/guardian signature | No | Usually taken as an acknowledgement at handover |
No income certificate, caste certificate or domicile certificate has been notified as a requirement, because eligibility rests entirely on being a Class 9 girl in a Delhi government school.
How do I check whether I am on the list?
There is no public beneficiary search for this scheme. Checking is done at the school:
- Ask your class teacher to show whether your name is in the Class 9 girls' list forwarded for the scheme.
- If your name is missing, ask for the enrolment record to be corrected — most omissions come from a wrong class or section entry rather than a deliberate exclusion.
- If the school is unresponsive, escalate to the head of school, then to the Zonal or District Deputy Director of Education.
Common reasons a student misses the bicycle
- Name absent from the school's Class 9 list, usually because of a late admission or a mid-year transfer that was not reflected when the list was submitted.
- Transfer between schools during the year, so neither the old nor the new school includes the student. Tell your new school in writing that you have not received a bicycle.
- Absent on distribution day with no follow-up. Schools normally hold undelivered cycles for a short window; contact the school immediately.
- Wrong class recorded. A Class 9 student shown as Class 8 in the register drops out of the list automatically.
- Later phase, which is not a rejection at all. Roughly 3,000 of a planned 1.40 lakh students received bicycles at the launch, so most schools are covered in subsequent rounds.

The bicycle is free. No school, teacher, vendor or intermediary may charge a student anything for the cycle, for "registration", or for delivery. Any demand for money should be reported in writing to the head of school and the District Deputy Director of Education.
Note on sourcing: this guide records what the Delhi government announced and what was reported at the launch. The Directorate of Education had not, at the time of fact-checking, published a standalone scheme page with detailed operational guidelines, so phase-wise distribution dates for individual schools must be confirmed at the school.

Frequently asked questions
Do I need to apply for the Delhi Vidya Vahini Scheme?
No. Delhi Vidya Vahini Scheme has no application form. The Delhi government distributes bicycles directly through government schools, and each school identifies its own eligible Class 9 girl students and informs them of the distribution date.
Who gets a bicycle under the Vidya Vahini Scheme?
Girl students enrolled in Class 9 in a Delhi government school. Boys, girls in other classes and students of private schools are not covered. About 1.40 lakh Class 9 girls across Delhi government schools are planned to be covered in phases.
How many girls have received bicycles so far?
Over 3,000 Class 9 girl students received bicycles at the launch event where Chief Minister Rekha Gupta rolled out the scheme in 2026. The remaining beneficiaries, out of a planned 1.40 lakh, are being covered in later phases through their schools.
What is the budget for the Vidya Vahini Scheme?
Reported at around Rs 90 crore, announced in the Delhi Budget for 2026-27. The allocation funds the purchase and phased distribution of bicycles to Class 9 girl students of Delhi government schools.
