Domicile / Residence Certificate in Delhi
Delhi state government scheme
Delhi issues the Domicile Certificate through the Revenue Department on the e-District Delhi portal at edistrict.delhigovt.nic.in, where it is listed as service number 38 with a stipulated timeline of 14 days. The Sub-Divisional Magistrate of your subdivision signs it, and the digitally signed certificate is downloaded from the same portal.
What is a domicile certificate in Delhi?
A Domicile Certificate in Delhi is an official document of the Department of Revenue, Government of NCT of Delhi, certifying that the holder is a settled resident of Delhi. Delhi issues it through the e-District Delhi portal at edistrict.delhigovt.nic.in, where the service is listed as service number 38, "Issuance of Domicile Certificate", under the Department of Revenue, with a stipulated timeline of 14 days.
The certificate matters because a large number of Delhi entitlements are residence-gated. Delhi-quota seats in colleges affiliated to Delhi universities and in professional courses, recruitment under Delhi government departments, and several Delhi welfare schemes all ask applicants to prove Delhi residence with a document that a magistrate has signed, not with a utility bill.
Delhi's District Magistrate websites; dmwest.delhi.gov.in and dmeast.delhi.gov.in among them; list Domicile Certificate as a district service and point directly at the e-District portal. In practice the certificate is signed by the Sub-Divisional Magistrate (SDM) of the subdivision in which the applicant lives, after the local Revenue Inspector verifies the address.
Who can and cannot apply for a Delhi domicile certificate?
You can apply if:
- You are ordinarily residing at an address in Delhi and can prove it with a ration card, voter ID, utility bill, registered rent agreement or property papers in your own name or your parent's name.
- You are a student or minor whose parent holds Delhi residence. The parent's domicile certificate and the family address proof carry the application.
- You were born in Delhi and continue to live there, which is the simplest case and the fastest to verify.
- You have moved to Delhi and settled there, with continuous address evidence across the period you are claiming.
You cannot apply if:
- You have no verifiable Delhi address in your own or a family member's name.
- You are in Delhi temporarily, a short posting, a visit, or a stay with no supporting residence record, and are relying only on a hostel or paying-guest arrangement with nothing on paper.
- Your address proof belongs to another state and you are trying to claim Delhi domicile in parallel with a domicile of that state for the same purpose.
- The application is for someone else without authority; the certificate is issued to the applicant, or to a minor through a parent or guardian.
Delhi does not publish a single numerical minimum residence period for this certificate the way some states do. The SDM's satisfaction is based on the evidence of settled residence you file, which is why the strength of the address proof decides the outcome more than any stated number of years. Where an admission or recruitment notification specifies its own residence period, that notification governs: read it before you apply.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Delhi address proof | Yes | Ration card, voter ID, electricity or water bill, rent agreement, property papers |
| Aadhaar card | Yes | Identity; the portal login is Aadhaar-linked |
| Date of birth proof | Yes | Birth certificate, school leaving certificate or class 10 marksheet |
| Self-declaration of residence | Yes | Generated in the e-District form |
| Passport photograph | Yes | Scanned upload |
| Parent's domicile certificate | If applicable | For minors and students claiming through a parent |
| School or college bonafide | If applicable | Supports continuous presence in Delhi |
Scan every document as a clear PDF or JPG before you start. The e-District form does not save partly filled uploads well, and a blurred scan is one of the commonest reasons a file comes back.
How to apply for a Delhi domicile certificate online
- Register on e-District Delhi. Open https://edistrict.delhigovt.nic.in/ and create a citizen account using your Aadhaar number and a mobile number that you control. The OTP goes to that number, and every later status message comes to it.
- Log in and open the Revenue Department services list. Select "Issuance of Domicile Certificate", listed as service number 38.
- Fill the application form with your name exactly as it appears on Aadhaar, your father's or husband's name, your date of birth, and your full Delhi address with the correct district and subdivision. A wrong subdivision sends the file to the wrong SDM and costs you days.
- Upload the documents — address proof, Aadhaar, date of birth proof, photograph and the self-declaration, in the formats and size limits the form states.
- Submit and note the application number. Save or print the acknowledgement. Every status check and every grievance needs this number.
- Respond to verification. The Revenue Inspector for your area may visit the address or call you to produce originals. Keep the originals ready for the 14-day window.
- Download the signed certificate from the same e-District login once the status shows approved. The certificate carries a digital signature and a verification code, and departments verify it online rather than asking for an attested photocopy.
How to apply offline in Delhi
- Visit the office of the SDM for your subdivision, or a Common Service Centre, and ask for the domicile certificate application.
- Fill the form and attach self-attested copies of the address proof, Aadhaar, date of birth proof and photograph, along with the declaration of residence.
- Submit at the counter and collect a dated acknowledgement carrying the application number.
- Follow up with the dealing assistant at the SDM office, or track the same number online, since offline applications are entered into the same e-District system.
How do I check my application status?
Log in to edistrict.delhigovt.nic.in and use the track-application option with your application number. The portal shows whether the file is pending with the Revenue Inspector, pending with the SDM, approved, or sent back for a missing or unreadable document. A file that is sent back does not move again until you upload the correction, so check the status at least once in the first week rather than waiting out the full 14 days.
Why do domicile applications get rejected in Delhi?
- Weak address proof. A bill in a landlord's name with no rent agreement, or an address that does not match the Aadhaar address.
- Name mismatch between Aadhaar, the address proof and the application form, including initials expanded differently.
- Wrong subdivision or district selected, sending the file to an SDM with no jurisdiction over your address.
- Unreadable uploads; photographs of documents taken at an angle, or scans below the required resolution.
- Verification failure, where the Revenue Inspector cannot find the applicant at the stated address or no one is available to confirm residence.
- Contradictory claims, such as an existing domicile certificate of another state on record for the same purpose.
What does it cost, and what should you not pay?
The e-District Delhi service listing publishes the 14-day timeline for the domicile certificate but does not publish a separate charge for it, and the online application on edistrict.delhigovt.nic.in is operated by the Delhi government directly. If you route the application through a Common Service Centre, the operator may charge the notified CSC service fee for filling and uploading, ask for the rate list and a receipt.
Do not pay an agent or a middleman for "faster approval", "SDM approval" or "guaranteed issue". No official in the Revenue Department will ask you for money or for an OTP to release a certificate, and the certificate is issued only on the strength of your documents. Apply yourself on the official portal, or at the SDM office, and pay only the government's listed charge at the counter against a receipt.
Where do I complain if the certificate is delayed?
- e-District Delhi portal, the grievance and contact options on edistrict.delhigovt.nic.in, using your application number.
- The SDM office of your subdivision, in person, with the acknowledgement.
- The District Magistrate of your district. The DM websites such as dmwest.delhi.gov.in and dmeast.delhi.gov.in list contact details for the district administration.
- Department of Revenue, Government of NCT of Delhi, for a file that has sat well beyond the 14-day timeline with no recorded reason.
Carry the application number to every one of these. A written reference to the published 14-day timeline is the single most effective thing you can put in a delay complaint.

Frequently asked questions
How long does a Delhi domicile certificate take?
The e-District Delhi portal lists Issuance of Domicile Certificate as service number 38 of the Department of Revenue with a stipulated timeline of 14 days. Files that need field verification by the Revenue Inspector can run to the full 14 days; clean files with strong address proof are often signed sooner.
Which office issues the domicile certificate in Delhi?
The Sub-Divisional Magistrate (SDM) of the subdivision in which you live issues it, under the Department of Revenue, Government of NCT of Delhi. District Magistrate websites such as dmwest.delhi.gov.in and dmeast.delhi.gov.in route the service to the same e-District portal.
Can I apply for a Delhi domicile certificate online?
Yes. Registration and application are both done on edistrict.delhigovt.nic.in, and the signed certificate is downloaded from the same login. No visit to the SDM office is needed unless the Revenue Inspector asks you to produce originals.
How much does the Delhi domicile certificate cost?
The e-District Delhi service listing does not publish a separate charge for the domicile certificate, and the online route is operated by the Delhi government itself. If you apply through a Common Service Centre the operator may levy the notified CSC service charge; anything beyond that, or any payment asked for "fast approval", is not official.
Who cannot apply for a Delhi domicile certificate?
A person who cannot show settled residence at a Delhi address is not eligible, and a short-term visitor, a person staying in Delhi only for the duration of a course or posting without any other residence link, or someone whose address proof is in another state cannot apply on that basis. A domicile certificate for another state cannot be held at the same time for the same purpose.
Is a Delhi domicile certificate valid for life?
The certificate is normally treated as a permanent document and is not renewed on a fixed cycle. Individual admission or recruitment bodies may still ask for a certificate issued within a recent window, so check the wording of the notification you are applying under.
How do I check the status of my application?
Log in to edistrict.delhigovt.nic.in and use the track-application option with the application number issued at submission. The same login shows whether the file is with the Revenue Inspector, with the SDM, approved or sent back for a document.
What is the difference between a domicile certificate and a residence proof?
A domicile certificate is issued by the SDM and certifies settled residence in Delhi for legal and eligibility purposes, while an electricity bill or rent agreement is only evidence of an address. Admission and recruitment authorities that ask for "domicile" will not accept a bill in its place.
