What is an Income Certificate in Delhi?

An Income Certificate in Delhi is an official document that records the annual income of your family and is issued by the Sub-Divisional Magistrate (SDM) of your local area under the Department of Revenue, Government of NCT of Delhi. It is the standard proof of income that Delhi government departments, schools, colleges, hostels and welfare schemes ask for when a benefit depends on how much a household earns.

The certificate is not a benefit in itself. It is a gateway document. Delhi readers usually need it for EWS and DG category school admissions, scholarships, college and hostel fee concessions, reserved-category claims, and eligibility checks under Delhi government social welfare schemes. Because it is a revenue document, it is signed by a magistrate, not by a school, an employer or a notary. A notarised affidavit of income is not a substitute.

Delhi delivers the service through e-District Delhi at edistrict.delhigovt.nic.in, the portal operated by the Department of Information Technology, GNCT of Delhi, which carries services of the Revenue Department along with Food & Supply, Higher Education, Labour, Social Welfare and Women & Child Development.

Who can and cannot apply for an Income Certificate in Delhi?

You can apply if:

  • You are a resident of Delhi, with an address inside the sub-division of the SDM you are applying to. Residence is the core test for this certificate.
  • You can produce identity proof; Aadhaar, PAN, passport, driving licence or voter card.
  • You can produce proof of the family's income, such as a salary slip, employer certificate, pension order or bank statement.
  • You are willing to sign the self-declaration in the prescribed format and send the original to the SDM office.

You cannot apply if:

  • You do not live in Delhi. The SDM has jurisdiction only over residents of his or her own sub-division, so a person living outside Delhi is not eligible and must apply in their own state.
  • You cannot furnish a Delhi residential proof such as a voter card or a utility bill in the household's name.
  • You are unwilling to submit the original self-declaration, without which the application does not move.

Note what the Delhi certificate does not test. Unlike a caste certificate, there is no community requirement, and unlike an EWS certificate under the central rules, there is no fixed income ceiling you must fall under to be issued the certificate. The SDM certifies whatever family income is verified. Whether that figure qualifies you for a particular scholarship or an EWS seat is a separate question decided by the scheme, not by the Revenue Department.

The Delhi Department of Revenue adds one instruction that trips up a large share of applicants: all documents need to be attested by a Gazetted Officer. Get the attestation done before you scan and upload, not afterwards.

How to apply for an Income Certificate in Delhi online

  1. Open edistrict.delhigovt.nic.in and choose "Apply Service". New users click Register, enter the Aadhaar or voter card number as the identity document, and complete the citizen registration with a mobile number and email.
  2. Log in with the user ID and password created at registration, and enter the OTP sent to the registered mobile number.
  3. Select the Department of Revenue from the list of departments, and then pick "Issuance of Income Certificate" from the service list.
  4. Fill in the application, applicant name, father's or husband's name, full Delhi address, the sub-division, the purpose of the certificate, and the annual family income with a breakdown of each earning member.
  5. Upload scanned copies of the identity proof, the Delhi residential proof, the income proof, the expenditure statement, the photograph and the signed self-declaration, in PDF or JPEG as the portal specifies. Remember that the uploads must already carry the Gazetted Officer's attestation.
  6. Submit the application and save the acknowledgement number. There is no fee to pay for this service.
  7. Send the original self-declaration to the concerned SDM, Tehsildar or Citizen Service Centre: by hand or by registered post or speed post; quoting the acknowledgement number. Until the original reaches the office, the file does not move to verification.

How to apply offline at the SDM office

  1. Go to the SDM office of your area, or the Deputy Commissioner's office of your district, between 10 AM and 1 PM on a working day, the counter hours published by the Delhi Department of Revenue for this service.
  2. Collect and fill the income certificate application form, including the self-declaration in the prescribed format.
  3. Attach the identity proof, Delhi residential proof, income proof, expenditure details and photograph, all attested by a Gazetted Officer.
  4. Submit at the counter and collect the dated receipt with the application number. No fee is charged.

How do I check my application status?

Delhi e-District has three separate self-service options, and it helps to know which one you need:

  • Track your Application — enter the acknowledgement number to see whether the file is with the dealing assistant, with the SDM, or approved.
  • Verify your Certificate, used by schools and colleges to confirm that a certificate you produced is genuine.
  • Download / Print Certificate: once approved, the digitally signed certificate is downloaded here. You do not need to visit the SDM office to collect it.

If the status has not moved for well past the stated 14 days, the usual cause is that the original self-declaration never reached the SDM office, or that the field verification found the address or income details incomplete.

How long is a Delhi income certificate valid?

Most Delhi institutions ask for an income certificate issued in the current financial year, because family income is a figure that changes annually. Read the requirement in the admission notice or scholarship notification you are applying under, and if it asks for a certificate of a particular financial year, apply afresh rather than reusing an older one. Re-application follows exactly the same route and is again free.

Why do income certificate applications get rejected in Delhi?

  • Original self-declaration not submitted to the SDM after an online filing. This is the single most common reason a Delhi application stalls.
  • Documents not attested by a Gazetted Officer.
  • Address outside the SDM's sub-division, so the file goes to the wrong office.
  • Income proof missing or inconsistent with the declared figure, for example, a salary slip that does not match the annual income written on the form.
  • Name spelling mismatch between Aadhaar, voter card and the application.
  • Field verification failed because nobody was found at the stated address.

Help, grievances and a warning about agents

  • Portal: edistrict.delhigovt.nic.in, the site carries a grievance registration and grievance tracking option alongside the service links.
  • Department of Revenue, GNCT of Delhi: revenue.delhi.gov.in, 9th Level, B-wing, Delhi Secretariat, I.P. Estate, Delhi-110002, working hours 9:30 AM to 6:00 PM.
  • In person: the SDM office of your sub-division, or the Deputy Commissioner's office of your district.

The Delhi Department of Revenue states plainly that no charge applies for an income certificate. Anyone asking for a few hundred rupees to "get it done faster" is a middleman, not a government officer. The whole process; registering on e-District, uploading documents and downloading the signed certificate, can be completed by the applicant, and paying an agent buys nothing except a risk that your documents end up in a stranger's hands. No officer will ask for an OTP from your phone to release a certificate.
