What is a labour card in Delhi and who issues it?

A labour card in Delhi is the beneficiary identity card of the Delhi Building and Other Construction Workers Welfare Board, usually written as DBOCWWB. The Board functions under the Labour Department of the Government of NCT of Delhi and draws its powers from the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The central law that requires every state and union territory to constitute a welfare board for construction labour and to fund it from a cess on construction cost.

The card is not a benefit by itself. The card is the gate. Every welfare scheme the Delhi Board runs, and the Board publishes its scheme list at bocw.delhi.gov.in under "Welfare Schemes": is open only to a worker whose registration with the Board is live. A mason, bar bender, carpenter, painter, plumber, electrician, welder, stone cutter, road worker, tile layer or unskilled helper who works on building sites but has never registered simply does not exist in the Board's records, and cannot claim anything.

The Delhi Board's head office is at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054, and it can be reached on 011-23813773 or 011-23813845.

Who is eligible for a Delhi labour card and who cannot apply?

The Delhi Board's published procedure for registration and renewal of membership sets two hard tests.

You can apply if:

  • You are between 18 and 60 years of age. The Board's procedure page states the age band plainly.
  • You have completed 90 days of work as a construction worker. The 90 days need not be with one employer and need not be continuous.
  • You work in Delhi on building or other construction work; new construction, alteration, repair, maintenance, demolition, roads, bridges, drainage, water works, electrical or plumbing installation and similar site work.
  • You are self-employed on construction work. Delhi does not restrict registration to workers on a contractor's muster roll.

You cannot apply if:

  • You are under 18 or over 60. A worker who has crossed 60 is outside the registration band; an existing member turning 60 moves to the Board's pension route rather than fresh registration.
  • You cannot show 90 days of construction work in the qualifying period, in any of the three accepted forms; employer certificate, trade union authorisation, or the Board's prescribed self-declaration.
  • You are a supervisor or manager rather than a worker, or work in an occupation that is not building or other construction work. Factory workers, shop workers and domestic workers are covered by other laws and other boards, not the BOCW Board.
  • You already hold a live DBOCWWB registration. Duplicate registration is a rejection ground, not a second card.

What documents do I need for a Delhi labour card?

The Board's registration procedure asks for three things, and each has a list of acceptable alternatives.

Age proof. Any government-issued document carrying your date of birth: voter card, ration card or driving licence. If you hold none of these, the Board accepts a notarised affidavit from a notary public stating your age. This is an unusually practical provision and it exists precisely because migrant construction workers often carry no birth record.

Address proof. The Board publishes a long accepted list: ration card, bank or post office passbook, water, electricity or telephone bill, voter ID, driving licence, PAN card, Aadhaar card, passport, income certificate, property tax receipt, registered sale deed, or a registered rent agreement. Any one of these is enough. Tenants who cannot produce a landlord's document should note that a bank or post office passbook with the Delhi address printed on it satisfies the requirement.

Ninety-day employment certificate. A certificate from the employer or contractor confirming 90 days of construction work. For a self-employed worker, the Board accepts an authorisation from a registered trade union, or a self-signed declaration in the Board's prescribed format.

Carry passport-size photographs and, sensibly, a bank passbook copy, because Board benefits are paid to a bank account.

How to apply for a labour card in Delhi

The Delhi Board runs both a counter route and a web portal at dbocwwb.delhi.gov.in, linked from bocw.delhi.gov.in.

  1. Collect the three documents first β€” age proof, Delhi address proof, and the 90-day employment certificate or the trade union authorisation or the Board's self-declaration format. Applications fail far more often on a missing 90-day proof than on anything else, so settle that document before you start.
  2. Download the registration form from the "Forms" section of bocw.delhi.gov.in, or collect it free at the district office counter. Fill in your name, father's or husband's name, date of birth, permanent and Delhi addresses, trade, employer or contractor details, bank account details and nominee details.
  3. Choose your route. Either open the DBOCWWB web portal at dbocwwb.delhi.gov.in, create your login, complete the online registration form and upload scanned copies of the three documents; or carry the filled form and self-attested photocopies to any district office of the Delhi Building and Other Construction Workers Welfare Board. The Board's procedure page confirms that registration is accepted at any district office, not only the one for your area.
  4. Pay Rs 25. The Delhi Board's first-year charge is Rs 25 to Rs 5 registration fee plus Rs 20 contribution. Insist on a receipt. Nothing beyond Rs 25 is payable in the first year.
  5. Complete verification. The Board's staff verify the employment certificate and the address document. Keep the mobile number you gave on the form active, because that is where any query about a document will land.
  6. Collect the identity card. Once registration is approved, the Board issues the beneficiary identity card carrying your registration number. Check the spelling of your name, your date of birth and your trade on the card before you leave the counter, a correction is far easier on day one than a year later during a claim.

How do I check my Delhi labour card application status?

Applications made through the DBOCWWB web portal at dbocwwb.delhi.gov.in can be tracked from the same login used to submit them. For a counter application, quote the acknowledgement or receipt number at the district office where you filed, or call the Board on 011-23813773 or 011-23813845. Keep the paid Rs 25 receipt. It carries the number that the Board's staff will ask for.

How long is a Delhi labour card valid and how is it renewed?

Membership of the Delhi Board is kept alive by an annual contribution. The Board's published procedure sets renewal at Rs 20 per annum, and requires that the worker maintain a minimum of 90 days of construction work each year. Renewal can be done at any district office of the Board.

This is the single most common way workers lose their entitlement. A worker registers, gets the card, and then does not pay Rs 20 for three years, and finds at the moment of a medical or education claim that membership had lapsed. Pay the Rs 20 every year, keep every receipt, and treat the receipt file as part of the card.

Why do Delhi labour card applications get rejected?

  • No valid 90-day proof. The commonest cause. An employer letter without dates, without the contractor's stamp, or covering fewer than 90 days will not clear.
  • Age outside 18 to 60. The Board registers only within this band.
  • Address proof not in the applicant's name, or showing an address outside Delhi.
  • Mismatch of name or date of birth between the age proof and the address proof. Fix the underlying document first.
  • Occupation not covered. Work that is not building or other construction work falls outside the BOCW Act.
  • Lapsed membership treated as fresh registration. If you were registered earlier, renew rather than re-register; duplicate records are rejected.

What is the fee, and should I pay an agent?

The Delhi Board's own charge is Rs 25 in the first year and Rs 20 a year thereafter, published on bocw.delhi.gov.in. That is the whole of it. The registration form is free, the counter service at the district offices is free, and the DBOCWWB web portal is free to use.

Touts outside district labour offices routinely quote Rs 500 to Rs 2,000 to "get the labour card made". Nobody needs to be paid to fill a form that the Board itself hands over free. If you are asked for money beyond the Rs 25 receipted by the Board, you are being overcharged, and you should ask for a receipt, which is exactly what an agent cannot give you.

Where do I complain if my Delhi labour card is stuck?

Take an unresolved case to the district office where you filed, in writing, quoting your acknowledgement number and the date of filing. If that produces nothing, escalate to the Board's head office at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054, or write to bocwhq.del@gmail.com, the email the Board publishes. The Board's telephone numbers are 011-23813773 and 011-23813845. Keep a copy of everything you submit. A stamped receiving copy of a written complaint is worth more than a dozen phone calls.

Documents required

Proof of age showing date of birth
The Board's registration procedure accepts a voter card, ration card, driving licence or another government-issued document carrying the date of birth. Where no such document exists, a notarised affidavit from a notary public stating the age is accepted.
Proof of address in Delhi (any one)
The Board's list includes ration card, bank or post office passbook, water, electricity or telephone bill, voter ID, driving licence, PAN card, Aadhaar card, passport, income certificate, property tax receipt, registered sale deed or a registered rent agreement.
Certificate of 90 days employment as a construction worker
Issued by the employer or contractor. A self-employed worker may instead submit an authorisation from a registered trade union, or a self-signed declaration in the format the Board prescribes.
Passport-size photographs
Carried to the district office for the beneficiary identity card. Take spare copies β€” one is pasted on the card and one kept on the Board file.
Aadhaar cardoptional
Not separately listed as mandatory, but Aadhaar doubles as both age proof and address proof and is the fastest way to satisfy two requirements with one document.
Bank account passbookoptional
Welfare benefits of the Board are paid into a bank account, so a passbook copy in the worker's own name saves a second visit later.

Frequently asked questions

What does a Delhi labour card cost?

A Delhi labour card costs Rs 25 for the first year, made up of a Rs 5 registration fee and a Rs 20 contribution, according to the DBOCWWB registration procedure. Renewal after that is Rs 20 per year. No other charge is payable to the Board.

Who can get a labour card in Delhi?

Any construction worker aged between 18 and 60 years who has completed 90 days of work as a construction worker can register with the Delhi Building and Other Construction Workers Welfare Board. Both wage workers and self-employed construction workers are covered.

Where do I apply for a Delhi labour card?

Applications are accepted at any district office of the Delhi Building and Other Construction Workers Welfare Board, and through the Board's web portal at dbocwwb.delhi.gov.in. The head office is at A-Wing, 7th Floor, Vikas Bhavan-II, Civil Lines, Delhi-110054.

How do I renew a Delhi labour card?

Renewal costs Rs 20 per year and can be done at any district office of the Board. The worker must continue to work a minimum of 90 days a year in construction and produce proof of that work at renewal.

What if my employer will not give me a 90-day certificate?

A self-employed construction worker can submit an authorisation from a registered trade union instead, or a self-signed declaration in the format the Board prescribes. The Board's own registration procedure lists both alternatives, so an uncooperative contractor is not a dead end.

Does a Delhi labour card expire?

A Delhi labour card lapses if the annual contribution is not paid, so the Rs 20 must be deposited each year to keep membership live. Registration is also linked to age, and the Board registers workers only between 18 and 60 years.

Is there a helpline for the Delhi BOCW Board?

The Delhi Building and Other Construction Workers Welfare Board lists 011-23813773 and 011-23813845 as its contact numbers, and bocwhq.del@gmail.com as its email. Both are published on bocw.delhi.gov.in.
