What is the Delhi Pension Scheme to Women in Distress?

Delhi Pension Scheme to Women in Distress is a monthly cash pension run by the Department of Women and Child Development, Government of NCT of Delhi. The department's scheme page describes the target group plainly: widows, divorcees, separated women, women deserted or abandoned by their husbands, and destitute women who lack adequate means of subsistence. It is often referred to simply as the Delhi widow pension or "vidhwa pension", though the eligible group is much wider than widows alone.

According to the Department of Women and Child Development, the pension is Rs 2,500 per month and roughly 3.5 lakh women are active beneficiaries under the widow pension component. Money is remitted directly to bank accounts through the electronic clearing system and PFMS, so no beneficiary has to visit an office to collect a monthly payment.

Key features

  • Monthly pension of Rs 2,500, paid from the month following sanction.
  • Open from age 18 with no upper age limit, it runs lifelong while eligibility holds.
  • Requires five years of residence in Delhi and family income below Rs 1,00,000 a year.
  • Free application on the Delhi e-District portal; Aadhaar is mandatory.

The scheme sits alongside a second WCD benefit for the same households: the Widow Daughter Marriage assistance of Rs 30,000 for the marriage of up to two daughters. A woman drawing the distress pension can apply for that separately when a daughter's marriage is fixed.

Who is eligible for the Delhi women in distress pension?

You can receive the pension if:

  • You are a woman aged 18 years or above, with no upper age limit.
  • You are a widow, divorcee, separated, deserted, abandoned or destitute woman without adequate means of subsistence.
  • You have been residing in Delhi for more than five years preceding the date of application.
  • Your family income from all sources is less than Rs 1,00,000 a year.
  • You have an Aadhaar number and a singly-operated bank account in your own name at a Delhi branch, linked to Aadhaar.

You are not eligible if:

  • You are under 18 years of age.
  • You are already drawing a pension from the Central Government, a State Government, MCD, NDMC or another government body.
  • Your family income is Rs 1,00,000 a year or more.
  • You have lived in Delhi for less than five years.
  • You hold only a joint account, or an account outside Delhi, or an account that is not seeded with Aadhaar.
  • You have remarried, in which case the widow ground no longer applies.

Non-residents of Delhi cannot access this benefit at all; the department's own FAQ page states the point directly.

How much is paid and when?

The pension is Rs 2,500 every month, or Rs 30,000 a year. Payment is made by ECS/PFMS transfer and, as the department notes, generally begins from the month following the application once the case has been verified and sanctioned. Because sanction depends on field verification by the District WCD Officer, the first credit can take several weeks. Once the pension is running, it continues month after month with no need to reapply, but the department can suspend payment where Aadhaar seeding fails, where the beneficiary is untraceable at the address given, or where a periodic life certificate or verification is not completed.

What documents are required?

Why applications are rejected, and how to fix them

  • Residence proof short of five years; add older documents such as an old ration card or school record of a child.
  • Joint or non-Delhi bank account β€” open a single-operated account in your own name at a Delhi branch and seed Aadhaar to it.
  • Aadhaar not linked to the bank account, ask the branch to complete NPCI mapper seeding; without it, ECS transfers fail even after sanction.
  • No acceptable proof of widowhood or desertion; obtain the death certificate from the Registrar of Births and Deaths, or file the affidavit route where no document exists.
  • Income declared or found above Rs 1,00,000 a year.
  • Another government pension already being drawn in the same name.
  • Name spelling differences between Aadhaar, the bank record and the death certificate.
