What is the Delhi Lakhpati Bitiya Scheme?

Delhi Lakhpati Bitiya Scheme is a milestone-linked savings scheme for girl children run by the Department of Women and Child Development, Government of NCT of Delhi. The Delhi Gazette Extraordinary notification No. 94 dated 31 March 2026 published the "Delhi Lakhpati Bitiya Scheme Rules", made by the Lt. Governor of Delhi on 30 March 2026, in supersession of the Delhi Ladli Scheme, 2008. The rules came into force from 1 April 2026, and the education-linked deposits took effect from academic session 2026-27.

The scheme is often searched for as Lakhpati Bitiya Yojana. It works by depositing a government contribution in the girl's name at each qualifying life stage: birth, school admissions, and entry into a diploma or degree course, which the girl redeems as one accumulated sum when she turns 18 or 21, depending on the stage she has reached.

According to the notification, the stated aims are to improve the social status of the girl child in the family and in society, ensure her education and empowerment, encourage her to continue studying, secure her financially over the long term, and protect her from discrimination and deprivation.

Who is eligible for the Delhi Lakhpati Bitiya Scheme?

A girl can be enrolled if:

  • She was born in Delhi, as shown by a birth certificate issued by the Registrar (Births & Deaths) of the NCT of Delhi.
  • The applicant is a bonafide resident of Delhi for at least three years preceding the date of application.
  • Annual family income does not exceed Rs 1,20,000.
  • She is currently studying in a Government, MCD, NDMC or government-recognised school in Delhi (for school-stage milestones).
  • She is one of not more than two girls in the family claiming the benefit.
  • She remains unmarried until she attains 18 years of age.
  • Her immunisation is complete as per government norms for her age. This condition applies to all new beneficiaries applying from 1 April 2026.

Registration is possible within one year after birth, and again on admission to Class I, VI, IX, XI or XII, on admission to a Polytechnic or ITI course anywhere in India after passing Class X, and on admission to a graduation or diploma course. A girl pursuing a professional diploma at any government-recognised or affiliated university, college or institution anywhere in India is eligible, as is a girl pursuing graduation at any UGC-affiliated or recognised institution anywhere in India.

A girl is not eligible if:

  • She was not born in Delhi. The birth certificate must be a Delhi one.
  • Family annual income exceeds Rs 1,20,000.
  • The family has already claimed the benefit for two girls.
  • She is married before the age of 18, which permanently ends eligibility and returns the maturity amount to the government.
  • Her immunisation record cannot be certified by a competent health authority, the notification states the application shall be rejected and the maturity amount deposited back to the government account.
  • She fails to apply for renewal at any later milestone up to the age of 21 or 25, in which case no further benefit accrues and the total deposited in her name, with accumulated interest, is withdrawn to the government account.

Child Care Institutions. For a girl residing in any government-run and licensed Child Care Institution located in Delhi, where the State is the guardian, the in-charge of the institution acts as guardian. In such cases the three-year Delhi residence condition, the family income limit and the place of birth condition are all exempted. This applies only to long-term resident cases who attend school.

How much does the Delhi Lakhpati Bitiya Scheme pay?

The gazette lists each deposit against a lettered milestone.

Milestone Stage Amount
B Birth of the girl child Rs 11,000
O Admission to Class I Rs 5,000
S Admission to Class VI Rs 5,000
N Admission to Class IX Rs 5,000
t Admission to Class XI, or to Polytechnic/ITI after passing Class X Rs 5,000
T Admission to Class XII Rs 5,000
D 1-year professional diploma Rs 10,000
d1, d2 2-year professional diploma Rs 20,000 (Rs 10,000 + Rs 10,000)
D1, D2, D3 3-year professional diploma Rs 20,000 (Rs 5,000 + Rs 5,000 + Rs 10,000)
G1, G2, G3 3-year graduation Rs 20,000 (Rs 5,000 + Rs 5,000 + Rs 10,000)
H1, H2, H3, H4 4-year graduation Rs 25,000 (Rs 5,000 + Rs 5,000 + Rs 5,000 + Rs 10,000)

Milestones B through T total Rs 36,000. Adding a four-year graduation track takes the total to Rs 61,000; a three-year graduation or diploma track takes it to Rs 56,000.

The financial assistance is made in the name of the girl child. It is non-transferable, non-refundable and ineligible for pre-mature encashment, and no loan or credit facility is admissible against it. In the event of the beneficiary's death, the accumulated fund value, including the proportionate basic interest rate declared for that year up to the date of death, is returned to the government.

Where an accident or severe illness prevents the student from attending school, the amount may still be disbursed subject to verification by a Competent Medical Authority.

How to apply for the Delhi Lakhpati Bitiya Scheme

  1. Open the dedicated portal at delhilakhpatibitiyawcd.sbilife.co.in and create a login for the girl child.
  2. Choose the milestone you are claiming — birth registration, or admission to Class I, VI, IX, XI or XII, Polytechnic/ITI, a professional diploma, or graduation.
  3. Fill in the girl's details, the parents' or guardian's details, the family's address and the bank account details for eventual maturity credit.
  4. Upload the residence proof showing at least three years in Delhi, the Delhi birth certificate, the joint photograph of the parents and the girl, the parents' self-declaration on income and marital status, the admission or bonafide certificate, and the immunisation certificate.
  5. If the girl studies in a private school in Delhi, upload the certificate issued by the school Principal and countersigned or attested by the District Education Officer of the area. This is mandatory in private-school cases.
  6. Submit the application within one year of birth, or within 90 days of the date of admission, and save the acknowledgement.
  7. Track sanction by the District Women and Child Development Officer, who may call you for personal interaction or conduct a spot verification.
  8. Download the acknowledgement receipt from your login ID once the authorised banking partner issues it. The receipt shows the fund value and the milestones updated so far.

Applications are submitted through the online portal only. For help with the form, or to escalate a stalled application, visit the office of the District Women and Child Development Officer for your district.

How is the money released and when does it mature?

The approved application is downloaded by the authorised banking partner, which raises an interim request to obtain the funds from the Department and invests them in the designated instrument. The banking partner then issues an acknowledgement receipt showing the fund value and updated milestones, available for download from the beneficiary's login ID.

Maturity happens in one of two ways:

  • The girl turns 18 and has attended school up to Class XII as a regular student or through the National Institute of Open Schooling, or
  • The girl turns 21 and has passed graduation.

At that point the accumulated amount is paid into the girl's Aadhaar-linked bank account. All maturity benefits due in a particular year are disbursed by the Department in one lump sum, once a year. The Competent Authority reconciles expenditure with the authorised banks every six months.

How to keep the benefit going at each milestone

Renewal is not automatic. The onus of applying for renewal at subsequent milestones lies with the parents or guardians, and can only be made when they produce a bonafide or admission certificate from a Government, MCD, NDMC or recognised school, or from a UGC-recognised or affiliated university, college or institution.

The Directorate of Education is required to ensure that all girls taking admission to Class I, VI, IX and XII in schools run or recognised by the Education Department, MCD or NDMC apply for renewal. Polytechnic and ITI institutions and UGC-affiliated colleges carry the same responsibility for students entering after Class X and at graduation level respectively.

A beneficiary who misses claiming at one milestone can still claim at a later one, the rules explicitly allow this. What ends the benefit permanently is never renewing at any stage up to the age of 21 or 25, in which case the total amount deposited plus accumulated interest is withdrawn to the government.

Any change in residential or school address must be reported with proof to the Competent Authority within one month of the change.

Why applications get rejected, and how to fix it

  • Birth certificate not issued by the Delhi Registrar. The girl must be born in Delhi; a certificate from another state does not qualify.
  • Residence proof shorter than three years. Use a ration card, voter ID or another document that clearly shows the period.
  • Income above Rs 1,20,000. The self-declaration must be accurate; income above the ceiling makes the family ineligible.
  • Missing immunisation certificate. The notification is explicit that failure to produce an immunisation record certified by a competent health authority results in rejection, with the maturity amount returned to the government.
  • Private school certificate not countersigned by the District Education Officer.
  • Application filed late, beyond one year of birth or 90 days of admission. This is the one relaxable condition: the District WCD Officer may condone delay on the merits of an individual case.
  • Marriage before 18, discovered at a renewal-stage verification.

If a girl could not be registered within one year of birth, the rules allow her to apply later within the prescribed time limits, provided she meets the eligibility criteria, but she will only be entitled to the payments due from the stage at which she joins the scheme, not the earlier ones.

Where to complain about the Delhi Lakhpati Bitiya Scheme

The gazette names an Appellate Authority: an applicant may appeal to the Director, Department of Women and Child Development for redressal of a grievance, and the Director's decision is final.

  • Department of Women and Child Development, Maharana Pratap ISBT Building, Kashmere Gate, Delhi – 110006
  • Phone: 011-23070378, 011-23380513
  • Fax: 011-23070379
  • Email: wcd[at]nic[dot]in

Registration under the Delhi Lakhpati Bitiya Scheme is free. No agent can charge a fee to add a girl's name to the beneficiary list, and no official will ask for a payment to release a milestone deposit.

How to check your application status

The Delhi Lakhpati Bitiya Scheme does not have a separate public status-tracking page outside the applicant's own account. Use these routes instead:

  • Log in to the portal. Go back to delhilakhpatibitiyawcd.sbilife.co.in and sign in with the same login ID created when the application was submitted. The dashboard shows whether the application is still pending, sanctioned, or returned for correction, and lists which milestones have been credited so far.
  • Download the acknowledgement receipt. Once the authorised banking partner processes an approved application, it issues an acknowledgement receipt inside the same login ID. This receipt states the current fund value and confirms which milestone deposits have actually been made, which is the most reliable proof that a claim has gone through rather than merely being submitted.
  • Watch for a call or a spot visit. The District Women and Child Development Officer sanctions each application and may contact the parents or guardian for a personal interaction, or conduct a spot verification, before the claim is cleared. A pending file at this stage will not yet show a change on the portal.
  • Follow up in person if the portal shows no movement. For an application that has sat unresolved for an unreasonable period, visit the office of the District Women and Child Development Officer for the applicant's district rather than waiting indefinitely online; the sanctioning decision is made at that office, not centrally.
  • Escalate to the Department if the district office does not respond. The Department of Women and Child Development at Maharana Pratap ISBT Building, Kashmere Gate, Delhi, 110006 can be reached at 011-23070378 or 011-23380513 to ask about a specific case, and the Director of the Department is the Appellate Authority for any grievance that the district level does not resolve.
  • Re-check at renewal milestones. Because the scheme requires a fresh claim at each stage (Class I, VI, IX, XI/Polytechnic, XII, and diploma or graduation years), the status to track changes at every admission cycle. A claim showing as complete for the birth milestone carries no status for a later school-admission milestone until that separate claim is filed and processed.

Frequently asked questions

How much money does the Delhi Lakhpati Bitiya Scheme give in total?

A girl who reaches every milestone up to a four-year graduation course accumulates Rs 61,000 in deposits — Rs 11,000 at birth, Rs 5,000 each at admission to Class I, VI, IX, XI and XII, and Rs 25,000 spread over four years of graduation. A three-year graduation or professional diploma path carries Rs 20,000 instead of Rs 25,000, and a one-year professional diploma carries Rs 10,000.

Does the Delhi Lakhpati Bitiya Scheme replace the Delhi Ladli Scheme?

Yes. The Delhi Gazette notification dated 30 March 2026 makes the Delhi Lakhpati Bitiya Scheme Rules effective from 1 April 2026 in supersession of the Delhi Ladli Scheme, 2008. Existing Ladli beneficiaries remain eligible for the higher-education milestones under the new scheme, provided they stay unmarried until the age of 18.

What is the income limit for the Delhi Lakhpati Bitiya Scheme?

Annual family income must not exceed Rs 1,20,000. Parents declare the income through a self-declaration uploaded with the application. Girls living in government-run or licensed Child Care Institutions in Delhi are exempted from the income limit altogether.

When can the money be withdrawn?

The accumulated amount matures either when the girl turns 18 and has studied up to Class XII as a regular student or through the National Institute of Open Schooling, or when she turns 21 and has passed graduation. The money is then credited to her Aadhaar-linked bank account. Pre-mature encashment is not permitted and no loan can be taken against the deposit.

What happens if the girl marries before turning 18?

Eligibility ends immediately. The scheme rules state that a beneficiary married before the age of 18 is declared ineligible for any further renewal or maturity payment, and the maturity amount is deposited back into the government account. The Competent Authority verifies marital status at every renewal stage until she turns 18.

How many girls in one family can get the benefit?

Only two girls per family. The limit applies across all milestones and cannot be relaxed. Girls in Child Care Institutions where the State is the guardian are treated separately, with the institution in-charge acting as guardian.

What is the deadline for applying at each milestone?

Parents must apply within one year of the girl's date of birth, or within 90 days of the date of admission for a school, diploma or graduation milestone. The District Women and Child Development Officer can relax this time limit on the merits of an individual case.

Who sanctions and verifies the application?

The District Women and Child Development Officer of the concerned district is the Competent Authority for initial sanction and for every later milestone. That officer may verify the application through personal interaction or spot verification, and also checks immunisation and marital status at each stage.
