What is DDA Karmayogi Awaas Yojana 2025?

DDA Karmayogi Awaas Yojana 2025 is a housing scheme run by the Delhi Development Authority exclusively for serving and retired government servants. DDA launched it by Circular No. F/1/0079/2025/CORD/-O/o DD (Coordination)/3355 dated 12 December 2025, signed by the Commissioner (Housing) and approved by the Vice Chairman, DDA, offering 1,168 newly constructed flats in Pocket 9, Sector A1 to A4, Narela.

The defining feature of the scheme is a flat 25 per cent discount across all categories to 1-BHK, 2-BHK and 3-BHK. DDA's stated reason is to give government servants an affordable route to a home in Delhi in what it describes as a homogeneous neighbourhood in a planned, developing residential hub.

The scheme is also written as Karmyogi Awas Yojana or Karamyogi Awaas Yojana in press coverage; DDA's own portal page carries the label DDAKaramYogiAwaasYojna2025. It is the government-service counterpart of DDA Karmajeevi Awaas Yojana 2026, which extends the same 25 per cent discount to private professionals.

What flats and prices are on offer?

Pocket 9, Sector A1-A4, Narela. The original 1,168 flats

Category Flats Plinth area (sq m) Cost before discount (Rs lakh) Price after 25% discount (Rs lakh)

3-BHK 352 164.54 to 184.30 106.79 to 119.61

A further 936 flats in Pocket 6 were added earlier, after what DDA called an encouraging response. By the time the Pocket 13 circular was issued, DDA recorded that around 70 per cent of inventory had already been sold.

Parking area comes over and above the plinth area: 5.76 sq m for a 1-BHK, 11.52 sq m for a 2-BHK and 23.04 sq m for a 3-BHK.

What extra charges apply beyond the discounted price?

Maintenance charges, conversion charges and water connection charges are demanded separately at the time of issuing the demand-cum-allotment letter. For Pocket 9, DDA fixed a corpus fund of Rs 75,000 for a 1-BHK, Rs 1,50,000 for a 2-BHK and Rs 2,50,000 for a 3-BHK, with monthly society maintenance of Rs 1.50, Rs 2.00 and Rs 2.50 per sq ft per month respectively, collected upfront for 12 months. That upfront collection is Rs 12,968 to Rs 13,061 for a 1-BHK, Rs 35,663 to Rs 39,288 for a 2-BHK and Rs 60,321 to Rs 66,651 for a 3-BHK. GST is not levied on maintenance charges. Figures for Pocket 13 are marginally different; Rs 11,871 to Rs 11,993, Rs 32,687 to Rs 36,312 and Rs 53,133 to Rs 59,514.

Who is eligible for DDA Karmayogi Awaas Yojana 2025?

You can book a flat if:

  • You are a citizen of India.
  • You have completed 18 years as on the last date for submission of the application and are legally competent to enter into a contract.
  • You are a serving or retired government servant, an employee or pensioner of the Central Government, a State Government, a Public Sector Undertaking, a Public Sector Bank, a local body, an autonomous body, a university or a similar government institution.
  • You hold a PAN and quote it in the application form.
  • You give particulars of a savings bank account in your own name only.

You are not eligible if:

  • You are a contractual, ad-hoc or temporary employee. DDA's circular of 21 May 2026 states this exclusion in bold.
  • You are a private-sector employee or self-employed professional with no government service. That group is served by DDA Karmajeevi Awaas Yojana 2026 instead.
  • You cannot produce proof of regular government service or pension when DDA asks for it.
  • You give false information or suppress a material fact, which leads to summary cancellation and forfeiture under DDA's standard scheme terms.

The scheme deliberately places no property or income bar. DDA's circular says there is no restriction on owning land or built-up property in Delhi or elsewhere, and that an eligible individual can buy more than one flat, of the same or different categories, without restriction.

How to apply for DDA Karmayogi Awaas Yojana 2025

  1. Open the DDA Awaas Portal at https://eservices.dda.org.in and go to the DDA Karmayogi Awaas Yojana 2025 (FCFS) page, or reach it from www.dda.gov.in.
  2. Download and read the scheme brochure and circulars, including the flat list and the layout plan for Pocket 9, Pocket 6 or Pocket 13.
  3. Create login credentials on the portal using your PAN and personal details, and pay the one-time registration fee of Rs 2,500. If you are already registered on the Awaas Portal under any DDA FCFS scheme, you do not pay again and you are eligible to book under this scheme.
  4. Inspect the sample flats at Pocket 9 to 3-BHK Block A flat 204, 2-BHK Block F flat 201, 1-BHK Block H flat 124 — using the site engineer mobile numbers printed in the launch circular.
  5. Log in and select a specific flat from the live inventory. Allotment is first-come-first-serve; there is no draw of lots.
  6. Pay the booking amount online: Rs 50,000 for a 1-BHK, Rs 4,00,000 for a 2-BHK or Rs 10,00,000 for a 3-BHK: within the timed payment window.
  7. Receive the demand-cum-allotment letter online, then pay the balance disposal price along with maintenance, conversion and water connection charges within the schedule stated in it.

What are the key dates?

Event Date
Brochure available and registration opened 19 December 2025 (Friday)
Booking commenced (Pocket 9) 14 January 2026 (Wednesday), Makar Sankranti
Original closing date 31 March 2026 (Tuesday)
Booking commenced for 1,552 Pocket 13 flats 1 June 2026 (Monday), 12:00 noon
Extended closing date 31 August 2026, per circular dated 31 July 2026

DDA has extended this scheme repeatedly, to 31 May 2026, then 31 July 2026, then 31 August 2026, so the operative date is whatever the latest circular on eservices.dda.org.in says.

Where are the flats and what is nearby?

All Karmayogi flats are in Sector A1-A4, Narela, in north-west Delhi, across Pockets 6, 9 and 13. DDA's circular describes the location as a well-planned developing residential hub with proximity to Urban Extension Road-II (UER-II) and GT Karnal Road, and metro stations on the approved Rithala-Narela-Kundli corridor, giving access to central Delhi and the surrounding region. The flats are brand new, and DDA describes the construction as of top quality.

Special provisions and reservations

  • Persons with Disabilities (Divyangjan): a joint application is allowed where the applicant himself or herself falls within the reserved category and the co-applicant is from the family: parents, blood relatives, spouse, or any dependent relative including unmarried children.
  • Co-allottee: DDA advises adding a co-allottee at the application stage rather than later, because a later addition complicates processing.
  • Booking amount treatment: the booking amount is non-refundable and is adjusted against the disposal price only if the flat is successfully booked by the individual.

Why bookings fail, and how to avoid it

  • Payment window lapses. The booking amount must go through in the timed window after you select a flat; raise net banking and card limits in advance, especially for the Rs 10 lakh 3-BHK booking amount.
  • Contractual service claimed as regular service. DDA excludes contractual, ad-hoc and temporary employees expressly.
  • Bank account not in the applicant's own name. The circular requires the savings account particulars to be in the name of the applicant only.
  • Budgeting only the discounted price. Maintenance corpus, 12 months of upfront maintenance, conversion charges and water connection charges are all added at the demand letter stage.
  • Missing the demand letter deadline, which leads to cancellation and forfeiture of the booking amount.
  • Assuming a fixed price per category. The price varies with the plinth area of the individual flat, so check the flat-specific figure before booking.

Where to get help and raise a grievance

  • DDA housing helpline: 1800110332
  • DDA Awaas Portal: https://eservices.dda.org.in, brochure, all circulars, extension notices, flat details, layout plans, FAQs and Contact Us
  • DDA website: https://dda.gov.in
  • Site engineers for physical inspection of the Pocket 13 flats, whose mobile numbers DDA published in the circular dated 21 May 2026

Registration, booking, the demand-cum-allotment letter and the possession letter are all issued online. No agent or broker can secure a Karmayogi flat for you, and no DDA official will ask for your Awaas Portal password or OTP.

How to check your application status

Everything under DDA Karmayogi Awaas Yojana 2025 runs through the DDA Awaas Portal, so that portal is also the first place to check where a registration or booking stands.

  1. Log in to the DDA Awaas Portal at https://eservices.dda.org.in using the same PAN-linked credentials created at registration.
  2. Open the "My Applications" or "My Bookings" section of your dashboard. This shows whether your one-time registration fee of Rs 2,500 has been realised, whether a flat is currently held against your login, and whether the booking amount payment (Rs 50,000 for a 1-BHK, Rs 4,00,000 for a 2-BHK, or Rs 10,00,000 for a 3-BHK) has been confirmed.
  3. Check for the demand-cum-allotment letter. Once DDA processes a successful booking, this letter is generated and made available for download on the portal itself; it is not couriered separately in the first instance. Its appearance on your dashboard is the confirmation that your flat is formally allotted and that the balance disposal price schedule has started.
  4. Watch for a payment-window countdown. If a flat is selected but the booking amount has not yet been paid, the portal typically shows the remaining time in the payment window against that flat. Letting this lapse releases the flat back into the live inventory, so this status view is worth checking immediately after selecting a unit rather than after making payment.
  5. Recheck after each extension circular. Because DDA has pushed the closing date for this scheme more than once (to 31 May 2026, then 31 July 2026, then 31 August 2026), a registration made in an earlier window can still show as active; the portal status, not the original brochure date, tells you whether booking is still open against your login.
  6. Call the DDA housing helpline at 1800110332 if the portal shows a payment as made but the booking or allotment status has not updated, or if a demand-cum-allotment letter does not appear within a reasonable time after payment confirmation. Keep the payment reference number and the flat pocket/block/flat number ready before calling.
  7. Use the site engineer contacts for the relevant pocket (Pocket 9, Pocket 6 or Pocket 13, as printed in the launch and extension circulars) if the query concerns physical possession or inspection rather than the online booking record itself.

Because registration, booking, and the allotment letter are all online, there is no separate SMS or offline tracking number for this scheme; the Awaas Portal login is the single source of status, and the helpline exists to resolve mismatches between what you paid and what the portal shows.
